About this file
This document is a Justification and Approval (J&A) for Other than Full and Open Competition for a hydroelectric turbine procurement by the Bureau of Reclamation (BOR). The contract involves a partnership between the Department of Energy (DOE), BOR, and GE Verona to develop and fabricate a new Francis wide-head turbine for Hoover Dam, specifically engineered to operate efficiently at lower Lake Mead elevations. The procurement will leverage an Advanced Casting Cell (ACC) manufacturing process using additive manufacturing (3D printing) to produce sandcasting molds for large-scale metal components.
The contract is structured in two phases: Phase I (717 days) includes complete design, manufacturing, and delivery of the turbine, while Phase II involves performance evaluation after at least one year of service. GE Verona was selected as the sole source based on unique capabilities demonstrated through a DOE Funding Opportunity Announcement. The turbine is expected to be 30-40% less expensive than traditional procurement methods. A Notice of Intent to sole source was posted on August 12, 2025, with Andritz Hydro providing the only response. The total period of performance is 1,510 days, with BOR technical experts planning to negotiate a fair and reasonable price with GE Verona.

The period of performance for this requirement is 1,510 days, divided into two distinct phases:
• Phase I (717 days): Includes the complete design, manufacturing, and delivery of the turbine.
• Phase II: Involves GE Verona’s performance evaluation and inspection of the turbine after it has been in service for at least one year, ensuring operational effectiveness and validating long-term performance.

5. Demonstration of Contractor’s Unique Qualifications (FAR 6.303-2(b)(5)).
GE Verona has been selected as the sole source for the development and fabrication of a hydroelectric turbine using an Advanced Casting Cell (ACC) manufacturing process.
This process utilizes additive manufacturing (3D printing) to produce sandcasting molds for large-scale, custom metal components.
Through a competitive Department of Energy (DOE) Funding Opportunity Announcement (FOA), GE Verona demonstrated its unique capabilities by successfully manufacturing a hydroelectric turbine using this advanced process. As part of this DOE-led initiative, GE Verona will:
• Develop and test molds for casting components of a wide-head turbine.
• Enable testing of robotic welding techniques for turbine assembly.

• Create a qualification and certification plan for the fabrication of large (10+ ton) turbines.
In Spring 2024, DOE approached BOR with the opportunity to participate in this program. Hoover Dam had a pressing need for a new turbine, and the technical specifications of the required turbine aligned precisely with the capabilities being developed by GE Verona under the DOE program.
GE Verona is uniquely qualified to perform this work. The development, testing, manufacturing, and certification processes are inherently integrated and cannot be reasonably separated or replicated by another vendor without duplicating costs and efforts already invested by DOE and GE Verona.
Furthermore, cost analysis indicates that the turbine provided through this partnership will be approximately 30% to 40% less expensive than a comparable unit procured through traditional competitive means. This cost efficiency is made possible through DOE’s advanced research funding and GE Verona’s proprietary manufacturing process.
6. Description of efforts made to maximize competition (FAR 6.303-2(b)(6)). A Notice of Intent to sole source was posted on August 12, 2025, with a response due date of August 22, 2025. A response from Andritz Hydro was received, a long-standing contractor currently supplying turbines for the Government for several years.
The proposed action is not a continuation of existing turbine supply but rather a research and development effort to create a new manufacturing process for hydroelectric turbines. GE Verona has been selected as the sole source for the development and fabrication of a hydroelectric turbine using an Advanced Casting Cell (ACC) manufacturing process. This process leverages additive manufacturing (3D printing) to produce sandcasting molds for large-scale, custom metal components.
7. Determination of Fair and Reasonable Cost (FAR 6.303-2(b)(7)). Reclamation has a great deal of experience and history purchasing new turbines and an experienced group of technical experts who understand the pricing for turbines. BOR technical experts will evaluate and negotiate with GE Verona to get a fair and reasonable price.
8. Description of Market Research Conducted (FAR 6.303-2(b)(8)). Specific market research was not conducted because this action is part of a DOE program to accelerate the development and commercialization of innovative manufacturing technologies in the United States. However, BOR engineers are currently developing a solicitation package that is intended to be solicited using normal competitive methods for a turbine that is very similar in size and performance requirements and the IGCE for that turbine is in the range of $4 to $6M. In addition, BOR engineers who have been involved with purchases of turbines of similar size and shape were interviewed and confirmed the price range for a new turbine of similar size and performance requirements would be in the $4 to $6M range. It is expected that BORs investment for this turbine will be an estimated 30% to 40% lower than if purchased by other means.
