About this file

The document is a detailed Specifications file from Pinellas County, Florida, soliciting services for the disposal and cremation of deceased animal remains from two county sites: Pinellas County Animal Services (PCAS) and Pinellas County Public Works Department. The contract seeks a vendor to provide transportation and cremation services, with an estimated annual volume of 100,000 pounds of animal remains. PCAS generates approximately 93,000 pounds annually, requiring twice-weekly pickups, while Public Works generates about 7,000 pounds annually, with pickup frequency varying from once to twice weekly, particularly during the November-March period when deer fatalities increase due to foggy conditions.

The pricing structure is based on a per-pound rate, with invoicing submitted monthly and separate purchase orders established for each department. The contractor must provide their own scale for weighing remains, transport cart, and possess a Department of Environmental Protection Air General Permit. Key requirements include professional technicians capable of independent removal, proper transportation in licensed vehicles, and cremation at an authorized facility. The contract appears to be structured for an initial 12-month term with potential for a 60-month total duration, emphasizing professional and environmentally compliant animal remains disposal services.

1. DESCRIPTION

Pinellas County seeks the services of vendor to provide transportation and cremation services for animal remains. Services include the pick-up, weighing, transport, and cremation of animal remains from two (2) County sites.

Site 1: Pinellas County Animal Services (PCAS) has a weekly average of approximately 1,790 pounds or 93,000 pounds on an annual basis. Although this facility has a crematory, a decision has been made to contract services. Services at this site will be required twice per week.

Site 2: Pinellas County Public Works Department has a weekly average of approximately 135 pounds or 7,000 pounds on an annual basis. Animals are predominately wild game (birds, squirrels, deer, coyotes, raccoons and possum). There are seasonal spikes in deer fatalities during cooler weather when morning fog is common (November – March). Public Works is responsible for roadways and part of their role is to remove and dispose of dead animals from vehicular strikes. Services at this site will vary from once per week to twice per week from November through March during fog when deer fatalities increase. The contractor may contact Public Works ahead of the weekly pickup to confirm need for pick-up.

2. REQUIREMENTS

A. Contractor must be capable to provide services to pick-up and weigh remains at a minimum of twice per week at the PCAS site and once to twice (as needed) per week at Public Works. In the event an additional pick-up is required, that pick-up shall be at the contract unit price quoted.

B. Provide scale for weight recoding at time of each pick-up. The scale should be large enough to weigh deer and large game.

C. Provide a weight receipt to the County Representative at the time of each pick-up.

D. Provide cart to transport from remains from freezer to truck at the PCAS site only. This is not necessary at the Public Works site, which has a staging area for loading.

E. Transport animal remains to their authorized cremation facility or other suitable and authorized facility. The cremation facility must possess a Department of Environmental Protection (DEP) Air General Permit, which must be in compliance for the term of the contract. Provide the authorized cremation facility and provide copy of the Permit with this quote submittal.

F. Maintain in good standing all applicable insurances, licenses and permits and comply with regulations, environmental compliance professional and industry standards and practices.

G. Provide sufficient qualified trained technicians. Personnel shall be physically capable of conducting removals without assistance from County staff. All personnel shall present a professional appearance while performing services.

3. SERVICES

The net weight should equal the weights of any recorded data maintained at the freezers (if available). Remove remains from freezer and load for transport.

D. Regular business hours are from 7:30 AM to 5:00 PM.

E. Sites Site 1 PCAS: requires pick-up twice weekly.

The pick-up point will be the rear of building and can only be approached by using the employee entrances. The main gate does not open until 9 AM. Vendor should use the second gate for employee parking and which is also the best pick-up point. Pick-ups should be as unobtrusive as possible due to sensitivity for visitors to the adoption center. The awardee will be provided with contact numbers so they may enter the gate.

PCAS has one walk-in freezer with no shelves. Remains will be in a frozen state, however any unfrozen remains shall be picked-up on next service.

Site 2 Public Works: pick-up varies from once per week to twice per week during November through March when fog is present and deer fatalities increase.
