The Contractor is responsible for all equipment transportation with delivery by 8:00 a.m. MST on the rental start date and retrograde by 8:00 a.m. MST on the final day, including pre-delivery and pre-retrograde inspections and function tests. All scheduled maintenance must be performed by the Contractor prior to delivery at no additional Government cost; if additional maintenance is needed during the rental period, the Contractor must include maintenance dates and milestones at no additional cost and provide replacement equipment within seven calendar days if out-of-service exceeds two calendar days, assuming 60 hours of utilization per seven-day period. For unscheduled maintenance exceeding two calendar days, the Contractor similarly provides replacement equipment at no additional cost, with the Government invoiced only for the replacement rental period. The Contractor must deliver all equipment with full fuel tanks (or full electric charge for the scissor lift) and provide operator training at Mountain Home AFB no later than 5:00 p.m. on April 13, 2026. The Government retains full responsibility for equipment fuel during normal operations and will return equipment with full tanks upon contract completion. The Government will not transit equipment outside the base; only the Contractor may do so.

1. GENERAL: The 819th RED HORSE Squadron (819 RHS) requires the following construction equipment rentals in support of the troop construction of QYZH24-0001 TTP CSTR-CNS Storage
Fclty, B74999, located at Mountain Home AFB (MHAFB), Idaho:
1.1. Two (2) Large Tracked Hydraulic Excavators – Rental Dates: 08 April – 22 May 2026
1.2. Two (2) Padfoot Vibratory Soil Compactors – Rental Dates: 08 April – 22 June 2026
1.3. One (1) Remote Controlled Trench Compactor – Rental Dates: 08 April – 28 August 2026
1.4. One (1) Remote Controlled Trench Compactor – Rental Dates: 08 April – 22 May 2026
1.5. One (1) 4,000 Gallon Water Truck* – Rental Dates: 08 April – 16 June 2026
1.6. One (1) 4,000 Gallon Water Truck – Rental dates: 13 April – 30 October 2026

2. MINIMUM SPECIFICATIONS: The equipment assets denoted in paragraphs 1.1. – 1.8.
shall comply with the following salient characteristics:
2.1. Large Tracked Hydraulic Excavator Physical Characteristics
2.1.1. Specifications must be identical to a Caterpiller 352 Tier 4/Stage 5 Large Excavator
(or equivalent).
2.1.2. Engine Fuel Type: Diesel
2.1.3. Excavator must have Air Conditioning System
2.1.4. Minimum Operating Weight: 100,000 lbs
2.2. Padfoot Vibratory Soil Compactor Physical Characteristics
2.2.1. Specifications must be identical to a Caterpiller CS16 Vibratory Soil Compactor (or equivalent).
2.2.2. Engine Fuel Type: Diesel
2.2.3. Compaction Width: 84 Inches
2.2.4. Padfoot Vibratory Soil Compactor must have Air Conditioning System
2.2.5. Minimum Operating Weight: 35,000 lbs
2.2.6. Vibratory Frequency – Standard: 1,680 Vibrations Per Minute
2.3. Remote Controlled Trench Compactor Physical Characteristics
2.3.1. Specifications must be identical to a Husqvarna LP 9505 (or equivalent).
2.3.2. Engine Fuel Type: Diesel
2.3.3. Trench Compactor must be remote control operated
2.4. 4,000 Gallon Water Truck Physical Characteristics
2.4.1. The water supply tank must be 4,000 gallons.
2.4.2. Transmission Type: Automatic
2.4.3. Engine Fuel Type: Diesel
2.4.4. Water Spray Heads: Front and Rear
2.4.5 Brakes: Air
2.4.6 Frame: Single
2.4.7 * for 1.6 only: Contractor shall permit the Government to perform certain scheduled maintenance to the water truck to include, but not limited to:
• Daily fuel/water separator draining
• Spray heads & nozzle cleaning
2.5. Rough Terrain Scissor Lift Physical Characteristics
2.5.1. Specifications must be identical to a Genie GS-4390 Rough Terrain Scissor Lift (or equivalent).
2.5.2. Engine Fuel Type: Diesel
2.5.3. Maximum Platform Height: At least 43 ft
2.5.4. Minimum Ground Clearance: 1 ft
2.6. Electric Slab Scissor Lift Physical Characteristics
2.6.1. Specifications must be identical to a Genie GS-2632 E-Drive Slab Scissor Lift (or equivalent).
2.6.2. Maximum Platform Height: At least 26 ft
2.6.3. Minimum Ground Clearance: 5 inches
2.6.4. The asset must be rechargeable (if necessary, the Contractor must provide a charging adaptor).
2.7. 45 Foot Manlift with Jib (Four-Wheel-Drive) Physical Characteristics
2.7.1. Specifications must be identical to a Genie S-45 4WD (or equivalent).
2.7.2. Engine Fuel Type: Diesel
2.7.3. Minimum Platform Size: 96 inches by 36 inches
2.7.4. Minimum Horizontal reach: 36.67 feet
3. EQUIPMENT TRANSPORTATION: The Contractor will provide transportation to deliver each piece of equipment to the project site at MHAFB no later than 8:00 am (MST) on the first day of the rental period (366 Gunfighter Ave, Mountain Home AFB, ID, 83648 – Address is subject to change). The Contractor will inspect and function test each piece of equipment prior to turnover with the Government upon delivery. Additionally, the Contractor will provide transporation to retrograde each piece of equipment from the project site no later than 8:00 am (MST) on or before the final day of each rental period. The Contractor will inspect and function test each piece of equipment prior to turnover with the Government upon retrograde.
4. MAINTENANCE: All scheduled maintenance (such as fluid changes, tire rotations, etc.) shall be performed by the Contractor prior to delivery of each piece of equipment, at no additional cost to the Government. If additional scheduled maintenance is required to the equipment during the time where the Government has possession of the asset, the
Contractor shall include dates and/or milestones of when such maintenance would take place and include it at no additional cost to the Government. The Contractor will be responsible for retrograding and re-delivering each piece of equipment should scheduled maintenance be required during the rental period. Should a piece of equipment be out for scheduled maintenance for more than 2 calendar days, the Contractor will provide the Government with another piece of equipment of equal physical characteristics, to include delivery within 7-calendar days of notification, at no additional cost to the Government. The Contractor will assume that each equipment asset will be utilized 60-hours for every 7 calendar days.
For unscheduled maintenance, the Contractor will provide the Government with a timeline and cost estimate for the repair. The Contractor will not invoice the Government until completion of the repairs. Additionally, if unscheduled maintenance will require the equipment to be out-of-service for more than 2-calendar days, the Contractor will provide the Government with another piece of equipment of equal physical characteristics, to include delivery within 7-calendar days of notification, at no additional cost to the Government. The Government will be invoiced for the rental of the replacement truck for the period of use. Unscheduled maintenance will be defined as maintenance
5. TRAINING: The Contractor will provide the Government with training of how to operate each piece of equipment upon delivery. Training will occur at MHAFB no later than 5:00 pm on 13
April 2026.
6. ADDITIONAL INFORMATION:
6.1. The Government, under no circumstances, will transit any piece of equipment outside of
MHAFB during the lifecycle of this contract. Only the Contractor will transit equipment outside of MHAFB.
6.2. The Government will be responsible for providing fuel for each piece of equipment during normal operations. However, the Contractor will be required, for all deliveries, to deliver each piece of equipment with a full fuel tank (of full electric charge for the Electric Slab Scissor
Lift). The Government will return each piece of equipment to the Contractor with a full fuel tank (or full electric charge for the Electric Slab Scissor Lift) upon completion of the contract.
