About this file
This document is a detailed Request for Proposal (RFP) for a hydraulic actuator designed for an undersea "Dump Truck" type system. The government seeks an actuator capable of pivoting a heavy load from horizontal to a 20-degree angle, with stringent performance requirements including operation at depths up to 500 meters, full functionality after 12 months of seawater submersion, and ability to hold loads up to 100,000 lbs without active hydraulic pressure. Key technical specifications include a minimum 65-inch stroke length, hydraulic oil supply at 3000 PSI with a 1-2 GPM flow rate, and automatic load arrest in case of pressure loss.
Evaluation factors beyond pricing emphasize the actuator's longevity in submerged environments and endurance while holding load without hydraulic pressure. Additional supplier assessment criteria include integrated bracket design, minimized initial load angles, reduced lead time, Department of Defense experience, and a proven history of on-schedule product delivery. The provided technical diagrams illustrate the system's horizontal configuration and 20-degree load pivot, with specific dimensional and load-bearing details such as a 99.625" maximum bracket height and a 158.745" reference length.

Description of Product Requested
The government is seeking a hydraulic actuator for use in an undersea “Dump Truck” type system. The provided actuator will be used to pivot a load from horizontal to a 20-degree angle (see figures below). It is anticipated that the actuator may remain submerged in seawater in a non-operating condition (e.g. retracted/static) for up to 12 months without service. It is required that the actuator still be fully operational at the end of this 12-month period. It is also required that the actuator can be “locked” in an extended position, while holding the load, for up to 6 months without hydraulic pressure being actively supplied. Additionally, the actuator must be able to gently lower the load from the 20-degree angle back to horizontal. The piston should be supplied with a bracket than can be bolted to the dump truck and is robust enough to handle the required loads.
Below is a list of generalized requirements that, if met by the supplied product, shall provide an acceptable solution for integration into the system. The government understands that performance characteristics such as maximum load, retracted length, extended length, maximum stroke, may be dependent on system geometry and thus the government will consider solutions that are close to meeting the desired values. The angle of the actuator in its initial position shall not be more than 45 degrees from vertical. The closer to vertical the actuator is in its initial position, the lower the loads that will be subjected to other system components. Hydraulic oil will be supplied at 3000PSI, with a flow rate of 1-2 GPM to the actuator.
Requirements:
Product shall be operable in a subsea environment, up to 500 meters
Product shall be fully operable after 1 year of submersion in seawater in a non-operating condition
Product shall be capable of actuating loads up to 100,000lbs when operated at
3000PSI
Product shall be capable of holding the load at an extended position without hydraulic pressure supplied
Product shall have a stroke length of at least 65 inches
The product shall automatically arrest the load in the event of hydraulic pressure loss
Product and Supplier Evaluation Factors (and importance compared to price):
Longevity in submerged environment
Endurance holding load without hydraulic pressure applied
Integrated bracket delivered with the piston
Actuator designed such that initial load cases are minimized (e.g. shallow angle off-vertical)
Reduced lead time
Supplier experience working with the DoD
History of excellence and delivering products on schedule
