About this file
The document is a detailed Description of Product Requested for a Subsea Hydraulic Pressure Unit (SHPU) to power a high-capacity subsea linear actuator. The government seeks an SHPU with specific technical characteristics, including the ability to operate in a subsea environment up to 500 meters, remain fully operational after 12 months of submersion in seawater, and deliver hydraulic oil at 3000 PSI with a minimum flow rate of 1.5 Gallons per Minute. The unit must be powered by either a 330-540VDC or 180-288VDC battery, with a power draw less than 3kW, and operate in water temperatures between 25F to 86F.
Evaluation factors for the product and supplier include longevity in a submerged environment, ability to operate on a DC bus, integrated hydraulic compensator, and integrated control components. Additional considerations are reduced lead time and a history of excellent performance and on-time product delivery. The government emphasizes flexibility in the specifications, indicating they will consider solutions that closely meet the desired values and trade off options based on the listed evaluation factors.

Description of Product Requested
The government is seeking a Subsea Hydraulic Pressure Unit (SHPU) to power a high-capacity subsea linear actuator. It is anticipated that the SHPU may remain submerged in seawater in a non-operating condition (e.g. powered off) for up to 12-months without service. It is required that the SHPU still be fully operational at the end of this 12-month period. It is expected that the actuator will require 64 gallons of fluid at 3000 PSI for complete extension. After extension, the actuators will be locked in place for an unknown period of time (up to 6 months), during which the SHPU will be powered off. At the end of this duration, the SHPU will be turned back on and the actuators will be required to retract to their initial position in a controlled fashion.
Below is a list of generalized characteristics that, if met by the supplied product, shall provide an acceptable solution for integration into the system. The government understands that performance characteristics such as output pressure, flow rate, etc.
may be dependent on system power requirements, which are still to be determined at this time. As such, the government will consider solutions that are close to meeting the desired values and will trade-off solutions based on the evaluations factors listed below.
Characteristics:
Product shall be operable in a subsea environment, up to 500 meters
Product shall be fully operable after 1 year of submersion in seawater in a non-operating condition
Product shall be capable of delivering hydraulic oil at 3000 PSI with a flow rate of at least 1.5 Gallons per Minute (GPM) minimum
Product can be powered from either a 330-540VDC battery or 180-288VDC battery, with desired power draw less than 3kW o An SHPU that utilizes a 3-phase AC motor would be acceptable if it was also delivered with necessary DC-AC conversion components integrated
Product comes with standard control interface (ethernet or CANBus preferred) Product shall be operable in water temperatures of 25F to 86F
Product shall be provided with standard built-in-test capability prior to operation as well as observability of performance during operation
Product and Supplier Evaluation Factors (and importance compared to price):
Longevity in submerged environment
Operable off of DC bus
Integrated hydraulic compensator Integrated control components such as filters, directional valves, etc
Reduced lead time
History of excellent performance and delivering products on schedule
