About this file

This is a Statement of Objectives (SOO) for mid-frequency acoustic projectors required by the Naval Research Laboratory (NRL), Code 7130, located at 4555 Overlook Avenue, SW, Washington, DC 20375.

NRL requires two spherical mid-frequency acoustic projectors to support ocean acoustics research and undersea systems development. The projectors must operate across a 500 Hz to 10 kHz frequency band and meet stringent acoustic performance specifications, including sound pressure levels ranging from greater than 185 dB re 1 µPa (500-1000 Hz) to greater than 210 dB re 1 µPa (3-4 kHz), omnidirectional directionality within ±0.25 dB at 4 kHz and below, resonance frequency between 3.8 and 4.2 kHz, impedance of 100 to 300 Ohm (1-4 kHz), and maximum input power of 14 kW. Physical constraints include a maximum outer diameter of 18 inches, maximum transducer weight of 140 pounds in-air, maximum operating depth of at least 180 meters in saltwater (244 meters desired), a 10-foot shielded cable with 4-pin BIRNS connector (3k-4HV-FR), and a protective/mounting cage not to exceed 15 pounds in-air.

Delivery is required within 52 weeks after receipt of order (ARO) for the first unit and 56 weeks ARO for the second unit, with FOB Destination shipping terms to NRL in Washington, DC. No professional onsite installation, specialized training, or vendor support is required. Products must carry a one-year warranty from the date of shipment covering defects in material and workmanship. The contract period of performance spans from 15 September 2026 through 15 October 2027.

Code 7130

NRL Acoustic Projector

1.0 BACKGROUND

The U.S. Naval Research Laboratory (NRL), Code 7130 requires mid-frequency acoustic projectors to conduct research for both internal programs and external sponsors. The research is critical to advance our ocean acoustics observations and undersea systems research. This mid-frequency band occurs at the crucial intersection of propagation range and spatial resolution, enabling the detection of acoustic signatures of fronts, mixing layers, internal waves, and sub-mesoscale eddies. This investment unlocks key capabilities for demonstrating new approaches to building world models for ocean sensing networks, pioneering high-resolution ocean acoustic tomography, and establishing critical baselines for forecasting sensor performance in dynamic environments like the Arctic.

2.0 PRIMARY CAPABILITIES & SALIENT CHARACTERISTICS

The systems must meet or exceed the following physical, functional, and performance specifications:
