About this file

This document is a Specific Terms and Conditions file for a mowing services contract with the Alabama State Military Department (SMD) Air Guard in Birmingham. The contract is a 12-month service agreement with options to extend for up to four additional 12-month periods under the same terms and conditions. The procurement will be awarded "all or none" to the lowest responsible bidder meeting all specifications, with bids to be submitted through the Alabama Buys supplier portal. While the exact quantity of services is unspecified, vendors are required to enter per-service pricing for each zone and provide liability insurance with a minimum of $2,000,000 coverage.

The contract allows for potential price adjustments if material or labor costs significantly increase, with any proposed increases subject to written approval and limited to industry-specific price index or Consumer Price Index changes. Vendors must provide high-quality materials and labor consistent with professional trade practices, comply with local codes, and be prepared to respond to additional information requests within five days. Key requirements include submitting an insurance certificate showing the State of Alabama as the certificate holder, having workers' compensation insurance, and obtaining written consent for any subcontracting. Bids will be evaluated based on meeting all specifications, pricing, and compliance with the stated terms and conditions.
