APPENDIX B – SOW for Specialty Tooling Blanket Purchasing Agreement Page 3 of 5

Background Argonne National Laboratory, Custom Manufacturing Solutions – Central Shops (CMS-CS) department provides high precision machining, sheet metal and welding services to the Laboratory scientific research community. In performing this work, CMS-CS requires specialty tooling, materials and services quickly that may not be readily available from other Laboratory-wide ordering contracts.

Scope This vendor contract will result in a blanket purchase agreement with a specialty tool and manufacturing support vendor. The Vendor will work with CMS-CS points of contact to establish an inventory system, periodically update the inventory of needed tooling in the shop and respond to special requests for materials and outside services with superior customer service.

The Vendor will perform periodic inventories of specialty tool needs in the main shop and supply specialty tools on an as-needed basis for the term of the contract. Specialty tooling includes but is not limited to tool cutters, precision measuring tools, hardware, taps, drills, end mills, inserts, reamers, metric tooling, abrasives, collets and work holding.

In addition to tooling, the Vendor will supply special materials on an as needed basis. Occasionally, special grades of materials are needed for specialized scientific needs and may be difficult to find. The Vendor will search for said materials and supply them to Argonne at the most reasonable cost and delivery schedule possible. Services to be supplied include tool sharpening, precision calibration, specialty manufacturing, plating, painting and anodizing as needed. These services are to be provided at the most reasonable cost and lead times possible.

Objectives Provide specialty tooling, materials and outside services for a competitive cost within a short period of time and on an as needed basis in support of CMS-CS customer needs.

Tasks There are two tasks associated with every “Call” under the blanket purchase agreement.

· A quotation describing the scope, price and lead time of the purchase; and

· The processing and delivery of the purchase after acceptance of the quotation by the Laboratory.

Deliverables, Timing, Location, and Documentation Deliverables Deliverables include Pricing Quotations for requested specialty tooling, special materials and outside services; and delivery of tooling, materials and finished products from services per the lead time durations identified in the Vendor’s quotations.

Timing Maximum times for Vendor quotations is 48 hours following the initial request and preferably within 24 hours following the initial request. Delivery will occur per the lead time quoted in the Vendor’s quotation.

Location All deliverables will be delivered to Building 363 at Argonne National Laboratory, 9700 S. Cass Avenue, Lemont, IL 60439 Documentation Provide standard materials packing slips with all tooling, materials and performed services delivered to Argonne National Laboratory.

Quality Assurance The Vendor will deliver tooling, materials and services that meet a minimum commercial standard of quality. The minimum standard will assure that CMS-CS does not receive any off-spec, counterfeit, suspect counterfeit, or otherwise poor-quality materials. For any services provided, Vendor will perform an inspection of purchased services prior to delivery, correct any nonconformances, document the inspection and corrective action if needed and deliver the finished materials.

Place of Performance Activities involving the purchase and inspection as warranted of specialty tooling, materials and services will occur at Vendor’s facility and place(s) of business. Inventory and restocking will occur primarily at the building 363 main shop and at satellite shop locations as requested by the Laboratory.

Period of Performance The period of performance will be composed of one base year and two option years following award of the base contract, for a total of three years.
