About this file
The document is a Special Provisions file for the City of Napa's Fire Station No. 3 Driveway Repair Project (City Project No. FC25FD01), detailing specific contract requirements and conditions for the project. The special provisions outline comprehensive guidelines for the contractor, including pre-construction conference requirements, submittal procedures, project site management, safety precautions, environmental controls, and specific technical specifications. Key requirements include preparing an Erosion and Sediment Control Plan, using Procore for project tracking, providing detailed documentation such as emergency contact memos and traffic control plans, and adhering to strict safety and environmental standards.
The document specifies payment terms, with mobilization payments structured progressively based on contract completion percentage, and establishes detailed requirements for construction water usage, with specific fees and restrictions. The contractor will be responsible for obtaining necessary permits, managing site conditions, protecting existing infrastructure, and complying with CAL/OSHA regulations. Construction water fees are explicitly outlined, including a $1,750 hydrant meter deposit, a $140 non-refundable meter set fee, and per-gallon rates. The project emphasizes strict compliance with city standards, environmental controls, and comprehensive documentation throughout the construction process.

{Posted Limit}
Work Areas
30 to 45 Miles Per Hour Within 3 feet of a traffic lane
The lane closure provisions of this section shall not apply if the work area is protected by permanent or temporary railing or barrier.
When traffic cones or delineators are used to delineate a temporary edge of a traffic lane, the line of cones or delineators shall be considered the edge of the traffic lane, however, Contractor shall not reduce the width of an existing lane to less than ten feet without written approval from the Engineer.
When work is not in progress on a trench or other excavation that requires closure of an adjacent lane, the traffic cones or portable delineators used for the lane closure shall be placed off and adjacent to the edge of the traveled way. A record of such tests shall be kept at the job site.
Sources of ignition, including smoking, will be prohibited in any confined space until after the atmosphere within the confined space has been tested and found safe. No employee will be permitted to enter or remain within a confined space until such confined space is free of concentrations of harmful gases, and lack of oxygen, unless the employee is wearing suitable and authorized respiratory equipment. Confined spaces that contain or that have last been used as containers of toxic gases, light oils, hydrogen sulfide, corrosives, or poisonous substances, shall, in every case, be tested by means of authorized devices or chemical analysis before being entered without wearing authorized respiratory equipment.
