About this file

This is a Public Notice of Special Procurement issued by the State of Oregon Department of Administrative Services (DAS) on behalf of the Oregon Health Authority (OHA) regarding approval of Special Procurement #REQ-DASOBO-00071630 for continued consulting services related to the Oregon Capacity System (OCS). The procurement covers licensing, maintenance and operational support, and enhancements for the OCS Federal and Multi-State Hospital Capacity Data Feed. This notice is not a solicitation for proposals but rather notification of an already-approved special procurement under Oregon Revised Statutes 279B.085(5) and 279B.400 and Oregon Administrative Rules. Affected persons have seven calendar days from the first publication date of this notice to file a written protest with the State Chief Procurement Officer at the Oregon Department of Administrative Services, EGS-State Procurement Services, 1225 Ferry Street SE, Salem, OR 97301, or via email to egs.pscustomercare@das.oregon.gov. Protests must include detailed legal and factual grounds, a description of resulting harm, and relief requested, and must clearly reference the special procurement number.

The notice does not disclose specific pricing terms, contract amounts, funding sources, or contract duration for the consulting services. No information regarding set-asides, incumbent contractors, or competitive bidding processes is provided in this public notice, as this special procurement bypassed standard competitive procurement procedures under Oregon law. For questions regarding the special procurement, interested parties should contact Ashley Wenger, IT Procurement Strategist, at (971) 719-0322 or Ashley.V.Wenger@das.oregon.gov. This notice serves as the formal public disclosure mechanism required by Oregon procurement law, allowing affected parties the opportunity to challenge the agency's decision to proceed with a non-competitive procurement method.
