About this file
This Special Procurement Notice 13856 is issued by the Oregon Parks and Recreation Department on behalf of the State Historic Preservation Office for system modernization of the Heritage Hub. The notice serves as a public announcement of the approved special procurement pursuant to Oregon Revised Statutes and Administrative Rules, providing transparency regarding the procurement process. However, this notice explicitly states that it is not an opportunity to submit a proposal, but rather formal notification of the special procurement approval. No specific details regarding products, services, quantities, response deadlines, site visits, bidder meetings, award dates, or contract terms are included in this notice document.
The document provides no information regarding pricing terms, set-asides, incumbent contractors, funding requirements, or budget amounts. Instead, the notice focuses entirely on the protest procedures available to affected persons, establishing a seven-calendar-day protest period from the first date of publication. Protests must be submitted in writing to the State Chief Procurement Officer at the Oregon Department of Administrative Services and include detailed legal and factual grounds, a description of resulting harm, and the relief requested. The agency's single point of contact is Joshua Herron, Procurement and Contract Specialist 3, who can be reached at Joshua.a.herron@oprd.oregon.gov for additional information about the special procurement.
