About this file

This is a Question and Answer Response document for the Oregon Parks and Recreation Department's (OPRD) Heritage Hub Special Procurement (S-63400-00016957), addressing vendor inquiries regarding the State Historic Preservation Office's cultural resource management platform initiative. The procurement seeks software licensing, implementation and configuration services, data transition support, training, and ongoing maintenance for an integrated web-based platform. The Notice of Interest submission deadline is May 28, 2026 at 5 PM Pacific Time through OregonBuys, with Phase 1 evaluation anticipated to be completed by June 8, 2026. The contract term runs from May 30, 2026 through December 31, 2036, with anticipated extension options. The Q&A responses clarify critical technical and operational requirements, including confirmation that the system will be hosted in OPRD's on-premises environment rather than cloud infrastructure, that OPRD's existing ArcGIS Enterprise license will be available to the selected vendor, and that Microsoft SQL Server licenses will also be provided by OPRD.

The responses further address vendor concerns regarding payment processing, confirming that OPRD utilizes an internal State Payment Processor service for permits rather than external third-party processors, with internal OPRD developer support available to assist the selected vendor with integration. The total estimated contract cost is $1.5 million, encompassing one-time implementation and configuration services for the Initial Release and optional modules, plus recurring annual subscription, licensing, and support fees. Prior to contract execution, OPRD must obtain endorsement from Enterprise Information Services and legal sufficiency approval from the Oregon Department of Justice. The procurement documents do not specify set-aside designations or restrictions based on disadvantaged enterprise status or small business classifications, and no incumbent vendor or current contractor has been identified.

These are responses to all questions that were received during the question and answer period for S-63400-00016957

Question 1: When is the bid close date. OregonBuys says May 27th, 2026 but the document says May 28th, 2026. Which is it?

Answer 1: May 28th, 2026 at 5 PM Pacific Time

Question 2: Can you confirm the intended hosting environment for Heritage Hub? The scope statement references an on-premises deployment, but vendors want to confirm whether OPRD's environment is a state-managed data center, a state-contracted cloud tenancy (such as AWS GovCloud or Azure Government), or another configuration.

Answer 2: The intent is to host in our own OPRD on-premise environment.

Question 3: Will OPRD's existing ArcGIS Enterprise license be available to the selected vendor for Heritage Hub, or will the vendor need to account for procurement?

Answer 3: Yes, the ArcGIS Enterprise license will be available to the selected vendor.

Question 4: Can OPRD clarify the intended scope of fee capability in the Initial Release?

Specifically, will the system be expected to process payments directly, or will it gate submission access based on payment status handled by an external system? If payment is handled externally, can OPRD identify the fee processor or revenue system the vendor would need to integrate with?

Answer 4: We have an internal State payment processing service capability. An internal OPRD developer can assist with a selected vendor.

Question 5: The scope details a Fee Engine as part of the MVP. Does OR currently utilize a third-party payment processor to collect fees and payments? Does OR intend to charge fees on a submission basis, or via a whole application subscription model?

Answer 5: Currently, OPRD utilizes a State Payment Processor (service) for permits.

Specifically, we do not utilize an external third-party for payment processes.

Question 6: Will OPRD be providing the required licenses for Esri and Microsoft products, specifically ArcGIS Enterprise and SQL Server?

Answer 6: Yes, the required licenses for Esri and Microsoft SQL Server products will be available to the selected vendor.
