About this file

This specification document outlines maintenance requirements for Cuyahoga County, Ohio's Compactor, Baler & Dumper equipment maintenance contract. The county seeks a contractor to provide preventative maintenance, inspection, repair, and emergency services for ten machines distributed across six county facilities: Justice Center Dock, Justice Center Jail, Juvenile Justice Center, Courthouse Square, Virgil E. Brown, and Harvard Garage. The contract period spans two years from Board of Control approval, with mandatory minimum service calls twice yearly at each location or as requested by the Department of Public Works and Facilities Maintenance Administrator. The contractor must perform comprehensive semi-annual inspections using a detailed 24-point checklist that includes equipment condition evaluation, safety decal verification, cylinder weld and seal inspection, lubrication, hose and electrical component assessment, pressure setting and limit switch adjustment, emergency stop switch testing, and on-site personnel training. All work must strictly adhere to original manufacturer specifications, with any deviations potentially resulting in contract termination. The county reserves the right to add or delete facilities during the contract term and may terminate with thirty days' notice.

The contract carries a not-to-exceed budget of $200,000 for the two-year period, which includes contingency funds for supplies and potential emergency services. The county requires all awarded contractors to register with the Cuyahoga County Inspector General and mandate that all contractor employees complete background checks through the Cuyahoga County Sheriff's Department at a cost of $35 per employee, plus a one-time badge fee of $20 per employee for county facility access. Contractors must submit detailed service reports documenting all preventative maintenance activities, building locations, service dates, identified defects, and implemented solutions. The contract does not specify set-asides for disadvantaged enterprises or incumbent contractor information, indicating the opportunity is open to qualified vendors meeting all specified equipment maintenance standards and compliance requirements.
