About this file
This document provides data specifications for Tailored Logistics Support Prime Vendors to report order and usage data under the Maintenance, Repair, and Operations Prime Vendor Program. Prime Vendors are required to submit monthly order and usage data files by the 5th of each month, with specified pipe-delimited formats including fields such as vendor line identifier, contract number, delivery order number, requisition number, dates, pricing, and other details. The files must follow specific naming conventions. Order data reflects new orders when placed, while usage data reflects shipments in the reporting month. This ensures standardized reporting to increase utility of the collected information for Defense Logistics Agency and contractor management.
The federal contract opportunity document solicits proposals for a Tailored Logistics Support Prime Vendor contract to provide Maintenance, Repair, and Operations supplies for the Pacific Region, consisting of Zone 1 (Japan, Okinawa, Singapore, Diego Garcia, Philippines, Thailand) and Zone 2 (Republic of Korea). The single award IDIQ contract will have a two-year base and two eighteen-month option periods. Zone 1 acquisition is estimated at $3.75 million annually with a maximum value of $562.5 million. Zone 2 is estimated at $2.5 million annually with a maximum of $375 million. Scope includes HVAC, plumbing, electrical, tools, chemicals, construction supplies, communication devices, appliances, and incidental commercial services. Proposals are due October 15, 2019 and will be evaluated using best value tradeoff procedures.

DLA Troop Support – Construction and Equipment Directorate
Maintenance, Repair and Operations Tailored Logistics Support Prime Vendor Program
DATA SPECIFICATION DOCUMENT
Version 5.0, June 2019
Monthly Order Data and Usage Data Reporting Requirements
PURPOSE: During the term of this contract, DLA Troop Support has defined a monthly requirement of Order Data and Usage Data Reporting. All data provided by the Tailored Logistics Support Prime Vendor (TLS PV) will be used and viewed by C&E Management and DLA Troop Support personnel only. To increase the utility of this collected information, streamline the data collection process and minimize data manipulation efforts, DLA Troop Support has established specific data reporting requirements. These specifications include submission time frames, vehicle or medium of submission and the data elements structure that will make up the submitted data set.
NOTE: THE ATTACHMENTS ARE NOT THE FINAL VERSION OF THE PROCESS. THEY ARE
MEANT TO BE AN EXAMPLE.
FILE TYPES AND DATA SPECIFICATIONS
TLS PVs are required to submit monthly reports for Order Data and Usage Data, where each file type has a different layout and contains different information.
Order Data contains orders placed in the reporting month, reflects the state of the order at the time the customer placed it.
Usage Data contains orders shipped in the reporting month, and reflects the order at the time the TLS PV performs.
ORDER DATA REPORT FILE SPECIFICATIONS
Order Data reflects the TLS PV's line-item detail that captures order data at the time that the order is placed by the customer with the contractor. This information contains the item requirements, pricing, required delivery date, and customer information. Data captured in this file contains order line transactions prior to shipment.
Submission Time Frame:
Order data provided should reflect orders captured by the TLS PV and must be submitted by the 5th of the following month that the order was accepted by the TLS PV. For example, an Order Data Report for line-item level data for the orders placed by customers with the contractor during the month of January would be due to DLA Troop Support by no later than February 5, and should include all orders placed during the month of January. Should the due date pass without data being received by DLA Troop Support, a member of the DLA Troop Support-C&E IT Staff will contact the contractor to coordinate immediate submission.
Medium/Vehicle of Transfer: Files shall be provided to DLA Troop Support as a pipe (|) delimited text attachment file via Email and sent to a generic email address that will be provided to the PV IT POC. The Usage data will be verified for format and sent to the DLA Troop Support for performance analysis.
MRO IT Language Data Specifications V5.0 Page 2 of 17
File Naming Convention: To facilitate the automated processing and identification of submitted data files, each file type has a specific file naming convention. Adhering to such conventions will provide for easy storage and organization during the automated loading and archival processes, and identification and retrieval of source data files.
Order Data – File Naming Convention Format of filenames: ORDER.yyyymmdd.Ann.VEN.TXT
ORDER Fixed text identifying the file as an Order Data file yyyy Year of submission mm Month of file submission dd Last day of the month of the file submission
A Fixed character 'A'.
nn Two digit, zero filled sequence number, indicates the version of the file. Each time the TLS PV resubmits a file in a particular month, this value is incremented by 1. Resubmissions are to be all inclusive of the month, not a subset of lines.
The file with the highest sequence number is loaded, all others are discarded.
VEN The TLS PV's three-character abbreviation assigned for the MRO Program
TXT Fixed value of the file's extension, which identifies it as a text file.
Example: ORDER.20191031.A01.ABC.TXT where the TLS PV, ABC Company, has the assigned abbreviation of ABC. If you are unsure of your abbreviation, contact your contracting officer.
