About this file
This is a Questions and Answers document for a DLA Energy fuel delivery solicitation. The requirement involves delivery of 12,000 gallons of MOGAS (Motor Gasoline) to Tinian Island between February 16-21, 2026. The fuel must meet ASTM D4814 specifications as referenced in DLA Energy Quality Assurance Provision C16.69-3, and ethanol-blended MOGAS is acceptable. The delivery location is a Government-provided MSCAT fuel tank located at the North Field DOG Taxiway Parking Apron, with a tank total capacity of 13,804 USG and safe fill capacity of 12,423 USG. This is an FOB Destination contract, requiring the contractor to be responsible for all logistics from port arrival through final tank truck delivery via a 2-inch female camlock connection. Split deliveries within the specified window are acceptable, and a Tinian site representative will be present to receive, inspect, and accept the fuel at delivery.
The contractor must submit a Certificate of Analysis (COA) with their quote, which shall not be older than 90 days from the solicitation issue date. The vendor is responsible for purchasing all required materials, including the tank truck with pump necessary to complete delivery. No special access, escort, credentialing, or security requirements exist at the delivery location. Point of contact for all pre-award questions is Contracting Officer Luis Beza Cay, with additional team members Candy Cross (Candy.Cross@dla.mil) and Mary K Richardson (Mary.K.Richardson@dla.mil). Contractors are instructed not to contact the customer unless awarded the contract.

1. Will DLA Energy require additional sampling or testing at the point of delivery beyond the submitted COA, and if so, will that be government-performed or contractor-performed?
Retain samples might be pulled and verification tests like a C test may be performed on site as well. Historically for this location, on spec MOGAS that meets the qualification of the QAP, won’t need a test but there could be.
2. Please confirm whether ethanol-blended MOGAS that otherwise meets DLAD Energy Quality Assurance Provision C16.69-3 (MUP) is acceptable for this requirement, and if so, the maximum allowable ethanol content.
Ethanol-blended MOGAS is allowed. Please refer to QAP C16.69-3 and read the QAP in its entirety including the referenced specification.
3. Please confirm the correct tank total capacity (13,114 vs 13,804) and confirm safe fill remains 12,423 USG.
Total tank capacity is 13,804 USG and safe fill is 12,423 USG.
4. Can fuel sourced from a regional terminal be acceptable, or does DLA Energy require fuel to originate from a specific refinery or geographic region?
Please refer to the provisions in the solicitation.
5. Does DLA Energy require the 12,000 gallons to be delivered in a single delivery, or are split deliveries within the FEB 16–21, 2026 window acceptable?
Split deliveries between the window are acceptable.
6. Please confirm whether a government representative or Tinian site Officer-in-Charge will be present to receive, inspect, and accept the fuel at the time of delivery.
Yes, a Tinian representative will always be onsite to receive, inspect, and accept the fuel delivery.
7. Please confirm that the contractor is only responsible for delivery via tank truck with pump to the 2-inch male cam-lock connection, and that no additional adapters or on-site pumping equipment are required.
The contractor is responsible for delivering by tank truck pump via 2in Female camlock connection.
8. Are there any special access, escort, credentialing, or security requirements for contractor personnel or vehicles at the delivery location?
No, the site and tanks are accessible for contractor personnel or vehicles.
9. Is fuel sourced from a regional terminal acceptable, or does DLA Energy require fuel to originate from a specific refinery or geographic region?
Please refer to the provisions in the solicitation.
10. Our understanding is that this requirement is FOB Destination and that delivery and acceptance occur upon offload into the Government-provided MSCAT fuel tank located at the North Field DOG Taxiway Parking Apron, rather than at the Tinian port or dock.
This is FOB Destination and will require delivery to the tank.
11. Related to the above, please confirm that the contractor is responsible for all logistics necessary to move fuel from port arrival through final delivery by tank truck to the MSCAT tank at the site.
COA is required with the submission of quote to be considered.
12. In the event of an award but a delivery delay beyond the original COA’s 90-day validity, would DLA Energy require an updated COA prior to delivery, or only upon request?
Certificate(s) of analysis (COAs) submitted under this solicitation, shall not be older than 90 days from the issue date of this solicitation.
13. Please confirm whether partial deliveries are prohibited under CLIN 0001, or if the Government’s intent is a single complete delivery within the FEB 16–21, 2026 window.
Split deliveries between the window are acceptable.
14. Please confirm that compliance with ASTM D4814 or an approved equivalent specification (as referenced in DLA Energy C16.69-3) is acceptable for this overseas delivery location, provided all other quality requirements are met.
Fuel specs must meet the quality requirement of ASTM D4814 from QAP 16.69-3.
15. Please confirm whether coordination with the Tinian Site Officer-in-Charge will occur post-award, or if any pre-award coordination is required by the contractor.
Do not contact the customer unless you get the award. Relay all questions to me and my team such as Contracting Officer Luis.Beza.Cay, Candy Cross at Candy.Cross@dla.mil and Mary K Richardson at Mary.K.Richardson@dla.mil
16. Can the period of performance be moved?
The period of performance is Feb 16-21, 2026.
17. Will this be a purchase or lease of equipment?
The vendor is responsible for purchasing all required materials to complete the delivery.
How that is done is up to the vendor. It must be a Tank Truck with Pump.
