About this file
This is a Defense Logistics Agency (DLA) Energy fuel specification document for Gasoline Automotive, Unleaded, Premium (MUP) issued in June 2017. The document establishes the technical requirements and standards for premium unleaded gasoline supply under DLA Energy contracts.
The specification applies to gasoline deliveries across multiple countries, each with designated fuel standards: Australia (Fuel Standard Petrol 2001), Canada (CAN/CGSB-3.5-2011), Japan (JIS K 2202), Philippines (PNS/DOE QS 008:2012), Middle East (EN 228), and all other regions (ASTM D4814). The National Stock Number is 9130-00-148-7104, and the DLA Energy Product Code is MUP. Contractors must comply with all Federal, State, and local environmental requirements applicable to the delivery location, including Title V Clean Air Act Permits, with preference given to more stringent requirements. The document specifies that contractors must understand and comply with Reid Vapor Pressure (RVP) requirements that vary seasonally and geographically. Octane requirements must meet Motor Octane Number (MON), Research Octane Number (RON), and/or Anti-Knock Index (AKI) limits as specified for each country, with allowances for altitude and seasonal variations. Oxygenate requirements mandate that only environmentally permitted oxygenates be blended into gasoline through mechanical mixing, agitation, or in-line blending prior to transport, with the final product meeting all contract specifications. Contractors may request equitable adjustment for costs incurred due to compliance with more stringent environmental requirements.

Supplies delivered under this contract shall conform to all Federal, State, and local environmental requirements applicable to the geographic location of the receiving activity on the date of delivery. This includes delivery of fuel and documentation in a manner consistent with existing or future Title V (Clean Air Act) Permits. In the event that a Federal, State, or local environmental requirement is more stringent than a similar requirement in a fuel specification contained in this contract, the Contractor shall deliver product that complies with the more stringent requirement. Product that fails to meet the more stringent environmental requirement will be considered to be a nonconforming supply. All supplies furnished under this contract shall fully meet the requirements of the applicable specification(s) as cited below. In the event that compliance with the more stringent requirement causes the contractor to incur additional costs, the contractor may request an equitable adjustment.
NOTE: Gasoline Reid Vapor Pressure (RVP) specification requirements are seasonal and vary geographically. Therefore, Contractors are expected to know the In-country, State, or Federal RVP requirements of areas being supplied and comply with those requirements.
GASOLINE AUTOMOTIVE, UNLEADED, PREMIUM. Gasoline shall conform to each countries specification as listed below:
