About this file
This document is an amendment to a solicitation for fuel support services in multiple states. The amendment provides updates to line item details, including corrections to erroneous delivery modes and base prices listed. It answers questions from prospective offerors, clarifying issues such as definitions of abbreviations and whether large tank trucks could be used for some deliveries instead of tank wagons. The closing date for offers for all line items remains January 4, 2021 at 3:00 PM EST, and offers must be submitted via the Offer Entry Tool. No changes were made to requirements or other aspects of the solicitation aside from those specified in the amendment.

4. Questions and Answers – The following questions have been asked of the original solicitation, please find our answers below.
Question #1: SECTION J: LIST OF ATTACHMENTS (Solicitation Pg. 15 of 124) shows Attachment G: Section C (Fuel Specifications) and Attachment H: Section E Contract Texts. These are not visible in the Attachments/Links section of SPE60521R0206 on beta.sam.gov
Answer #1: Due to the large number of documents included in both attachments, Section C & E texts were originally combined into one attachment labeled “ATTACHMENT G SECTION C and E.zip” for intended ease for the oferror. Due to the concerns about combining these, this zip file will be removed from beta.sam.gov, and broken up into Attachments G & H to match SECTION J: LIST OF ATTACHMENTS. This does not change any of the files included within “ATTACHMENT G SECTION C and E.zip”. Previously downloaded versions of this file as downloaded from Attachments/Links section of SPE60521R0206 on beta.sam.gov are acceptable.
Question #2: Is it possible to be sent the previously awarded price/bid history for Line item XXXX?
Answer #2: DLA Energy does not release previous awards as matter of practice beyond what is required in the FAR. Vendors may research previous awards on their own.
Question #3: The Escalator & or Base Reference Price appears to be incorrect for line item XXXX, can this be fixed?
Answer #3: DLA Energy will review the escalators you have specified and should the need arise to amend the escalators, you and other prospective oferrors shall be notified via a Solicitation Amendment.
Question #4: The Schedule for Item 0017 (Pg 115) under Tank information lists Type as ABOVE GROUND TANK(S) and Tank Location as BELOW GROUND TANK. Which is the correct type?
Answer #4: The Fuel Tank at FDR VMF facility is a 4,000 Gallon Capacity BELOW Ground Tank for product- 9140-015240139 (DS2). This will be updated in Attachment B Schedule 12.18.20.pdf. All previous versions of Attachment B are hereby considered obsolete.
Question #5: Please define the Service Code abbreviations found in “Attachment B Schedule.pdf”
Answer #5: Please find a table below that provides the full description of each Service Code and whether the agency is considered Armed forces or FEDCIV as found in Attachment B Schedule.pdf (Renamed Attachment B Schedule 12.18.20.pdf)

Question #6: What is the estimated average delivery order quantity based on historical quantities delivered per order?
Answer #6: The average quantity ordered per delivery will vary based on customer need.
These are requirements type contracts. Quantities outlined in the solicitation are estimates only and based on historical data.
Question #7: There are locations listed with the delivery Mode of Tank Wagon but have both large and small tanks or a tank that is large enough for Tank Truck delivery. Can the large tanks be delivered by Tank Truck and if so, can they be broken into separate line items to enable quoting Tank Truck and Tank Wagon separately?
Answer #7: These requirements will remain as posted, please submit your quote based on the delivery mode stated in Attachment B Schedule 12.18.20.pdf. Should it be determined after award that a different delivery mode is required the Contracting Officer has the authority to modify/adjust the resulting CLIN as a result of the change.
Question #8: Regarding Page 63, DFARS 252.204-7012 SAFEGUARDING COVERED
DEFENSE INFORMATION AND CYBER INCIDENT REPORTING (DEC 2019)
Page 6 of 6 Pages
Answer #8: In order to provide for the safeguarding of controlled unclassified information when residing on or transiting through a contractor’s internal information system or network, DLA Energy incorporated DFARS 252.204-7012 into the Solicitation in accordance with DFARS 204.7304 (c): “Use the clause at 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, in all solicitations and contracts, including solicitations and contracts using FAR part 12 procedures for the acquisition of commercial items, except for solicitations and contracts solely for the acquisition of COTS items.” It requires contractors to implement National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171, “Protecting Controlled Unclassified Information in Nonfederal Information Systems and Organizations” to safeguard covered defense information that is processed or stored on their internal information system or network.
