ATTACHMENT VI – QUESTIONS AND ANSWERS (Q&A)
1. Can the government clarify the calculation regarding both the baseline for the usage in the exhibits files as well as 10% anticipated increase in usage over the next 36 months mentioned in NOTE 1.
DLA Energy Response: Reference the updated language in Amendment 0001, B1.08, Note 1.
2. Are the volumes in the exhibit incorporating the 10% increase?
DLA Energy Response: Yes. Reference the updated language in Amendment 0001, B1.08, Note 1.
3. What advance notice will FERMI lab provide regarding the 2027 and 2028 shutdowns?
DLA Energy Response: The updated language in Amendment 0001, B1.08, Note 1 represents the Government’s intent for a two-week notice. However, if more time is needed, potential offerors are encouraged to submit an exception to this term or condition with their proposal and propose another commercially reasonable timeframe for the Government’s consideration.
4. How do the volumes, which are provided in the exhibit and respective block schedules, represent both a 10% increase and an unknown/ unspecified reduction mentioned?
5. Please further define “market-based block price” as referenced in section B19.46(a)(1)(v), and in other sections of Section D.
DLA Energy Response: The phrase “market-based block price” is an “executable price quote” that the Government has accepted. Reference B19.46(a)(1)(iv) of the solicitation, which states “Upon receipt of the Government’s acceptance of an executable price quote, the Contractor shall purchase the block.” The Government was unable to find other references to “market-based block price” in Section D.
6. Section B19.46(a) indicates that electricity outside of block quantities is to be billed at the PJM ComEd Zone Day-Ahead Locational Marginal Price (LMP). When procuring electricity in the Day-Ahead market, the supplier must forecast the Government’s usage for the next day and schedule the forecasted quantity in the PJM Day-Ahead market.
Actual Government usage will vary from the quantity that was forecasted and scheduled in the Day-Ahead market. The difference between the quantity scheduled in the Day- Ahead market and the Government’s actual usage will be settled at the Comed zone Real Time LMP. Is the intention of the solicitation for the Contractor to pass thru the Real- Time settlements (the difference between forecasted usage and actual usage settled at the Real-Time LMP) to the Government?
DLA Energy Response: The cost or credit expected by the supplier to result from the above-mentioned difference will be included in the Transaction Fee. It will not be passed through to the Government. Reference the updated language in Amendment 0001, B19.46(b).

7. Notwithstanding the importance of the Fermi National Accelerator Laboratory facility to the DOE, DLA and the nation, can you provide any forms of commitment as to 2025 and 2026 operating budgets?
DLA Energy Response: In accordance with FAR 52.232-18 of the solicitation, the Government’s obligation under this contract is contingent upon the availability of appropriated funds form which payment for contract purposes can be made.
8. Section B108 Note 1 indicates that electricity load is expected to increase by more than 10% for the period of Jan 2026 to Jan 2029. The Attachment I data suggests that load is projected to increase by significantly more than 10% for the period of Jan 2026 to Jan 2029. Can the “Fermilab Load Projection” be confirmed as to its relative precision?
