Q&A Questions and Answers to SPE604-25-R-0402
General:
1. Please advise if indicative prices are due at the same time as the technical proposal on April
11. Yes.
2. Has DLA allowed previous suppliers over the past few years to charge for OFOs during any of these winter storms we have had? DLA currently allows a specific pricing methodology during OFOs for Line Items 0020 and 0021. If OFO language is requested for additional line items, it must be included as an exception to the solicitation in order for the Government to consider it.
3. Could you please provide a comprehensive list of meters, along with their respective rate classes, for each Local Distribution Company (LDC) in Illinois? Meter numbers will be provided to the successful supplier after award. Rate classes are specified on the schedule pages. Line Item 0016 VAMC Marion will need the rate class updated from GDS-3 to GDS-4. An amendment will be issued to revise this.
4. What are the specific invoice delivery requirements for Ameren and Nicor, including any details regarding the use of Maximo/Circuits or alternative systems? Upon award, please check with the customer on invoice submissions through the customer’s respective invoicing systems (to include Maximo/Circuits) as they may vary if the customer does not use Wide Area Workflow for invoicing.
5. How many days of storage capacity are available for the Illinois installations connected to Nicor and North Shore? DLA Energy has inquired with the customer and will provide an update as soon as it’s available.
6. Which invoicing options can we expect for each pool/LDC allocation in Illinois? Invoices shall follow the methods stated in C700 Statement of Work (Natural Gas)( DLA Energy Jul 2012 )(e), depending on the delivery option indicated in the customer’s schedule page.
7. Regarding Installations in Michigan:
a. Please confirm the payment terms; 30 days? Please refer to C700 Statement of Work (Natural Gas)(DLA Energy Jul 2012)(m)
b. Is the invoice method for these accounts Dual Billing? These customers do utilize dual billing.
Q&A
c. Are these accounts exempt from Michigan state sales tax? Yes.
d. Note #1 on the Schedule Page for Line Item 0002 (VAMC Saginaw) states that telemetering is not available, and that the Contractor shall monitor the installation’s consumption of natural gas. The three installations behind DTE (Line Items 0025-0027) do not include that note. Does that mean that telemetering is in place there and that the Government will monitor natural gas consumption at those locations? If we’re doing the monitoring, can we assume that someone on site will provide us with weekly meter reads? The customer is responsible for supply management for Line item 0002 (VAMC Saginaw); to verify the customer’s consumption, please coordinate with the designated personnel at the installation. For Line items 0025 (EPA Ann Arbor) and 0027 (VAMC Ann Arbor), these customers will also be responsible for supply management. For Line Item 0026 (VAMC Detroit), the supplier will be responsible for supply management.
The awarded supplier may coordinate with the installation to receive meter readings. Please refer to C700 Statement of Work (Natural Gas)(DLA Energy Jul 2012)(e).
e. These accounts have storage banks behind the respective LDC and there are monthly injection and withdraw limitations, depending on the month. Is the Contractor responsible for any LDC-imposed penalties for exceeding these limits?
To a degree, this relates back to the preceding question. For customers under Delivery Option 4 Monthly Orders – No Swing, any imbalance penalties due to customer’s supply management will be the Government’s responsibility.
8. Section 3(c) describes Price Adjustments -can you provide more clarification or some examples? All resultant contracts will utilize Economic Price Adjustments, where the monthly billable price will change along with the applicable SIP. The monthly price billed to the installation typically encompasses two parts: the monthly Supply Index Location (as indicated on the schedule) and the applicable adjustment factor (as indicated on the schedule). Certain situations may arise affecting billing for the month, so please review the schedule pages for specific pricing methodologies.
Line Item Specific Questions:
Line Item 0001 (Fort Knox)
1. Please clarify the requirement for suppliers. Are suppliers required to only deliver monthly order quantities? The schedule page addresses the estimated quantities that would be procured under any resultant contract which should be managed in compliance with Delivery Option 3, Monthly Order Quantities.
2. Does the agency require any balancing on Texas gas? If so, please clarify how would you like suppliers to handle balancing. Please refer to C700 Statement of Work (Natural Gas)(
Q&A DLA Energy Jul 2012 )(e)(3). The supplier is responsible for supply management in compliance with Delivery Option 3, Monthly Order Quantities.
Line Item 0002 (VAMC Saginaw)
1. Please advise if you would consider being in our pool due to the multiple benefits for the agency. If in the best interest of the Government, and allowable per applicable LDC rules, the customer may join the suppliers’ pool(s).
Line Item 0003 (NTC Greak Lakes)
1. Please advise if you would consider being in our pool due to the multiple benefits for the agency. If in the best interest of the Government, and allowable per applicable LDC rules, the customer may join the suppliers’ pool(s).
Line Item 0005 (NSA Crane)
1. Please confirm all the City addresses for NSA CRANE meters? The addresses will be provided to awarded supplier.
2. Can DLA provide daily usage information for last 12 to 24 months? DLA will not provide daily readings.
Line Item 0008 (JSMC Lima)
1. Will the agency consider a 15% tolerance? JSMC Lima shall be managed as a full requirements customer in accordance to C700 Statement of Work (Natural Gas)( DLA Energy Jul 2012 )(e)(2).
2. Lima has experienced telemetering issues due to new equipment needed, can DLA confirm whether or not the equipment will be installed. DLA Energy was informed that Lima is in the process of upgrading the equipment necessary to bring telemetering back online.
Line Item 0009 (Wright Patterson AFB)
1. Will the agency consider a 15% tolerance? The Daily tolerance on VEDO is 15%.
Additionally, we would need a point of contact at the base to get updated daily/weekly forecasts ad hoc, especially during OFOs. The tolerance/swing is 10% for delivery option 3 customers. Suppliers may contact the installation POC designated on the schedule page during an OFO along with the DLA Energy Contract Specialist assigned to the contract.
Line Item 0017
1. Could you confirm whether Ameren line item 0017 pertains to City Gate delivery? Yes, the delivery point is the City Gate.
Q&A Tied Group #4 (Line Item 0018 DOE Fermi and 0019 DOE Argonne)
1. NICOR changed their tariff, which makes daily balancing tight. Would you consider being in our pool rather than a standalone to reduce balancing cost, and to help protect the agency on these cashouts during critical days? If in the best interest of the Government, and allowable per applicable LDC rules, the customer may join the suppliers’ pool(s).
