About this file
This document is a Standard Form 30 (SF-30) Amendment of Solicitation/Modification of Contract for solicitation SPE60425R0402, specifically Amendment 0004 issued by DLA Energy on March 11, 2025. The amendment focuses on revising schedule pages for Contract Line Item (CLIN) 0026, which involves natural gas supply for the VA Medical Center (VAMC) in Detroit, Michigan.
The schedule page details include a total contract estimated volume of 375,070 dekatherms (Dths), with 160,109 Dths for summer and 214,961 Dths for winter periods. The contract covers natural gas delivery from October 1, 2025, to September 23, 2027, using INSIDE FERC's Michigan Consolidated City Gate pricing with monthly order quantities. The installation (VAMC Detroit) currently has an excess gas storage volume, and the government anticipates consuming only stored gas until November 2025. The contractor will be responsible for managing storage and nominating delivery quantities in accordance with specified contract notes.

The installation currently has an excess volume of gas in storage. Based on current Government usage estimates, the Government anticipates consuming only stored gas until November 2025 to bring the storage levels down to appropriate tolerances. The contractor will nominate quantities for delivery and assume responsibility for storage fees resulting from excess or insufficient storage in accordance with note B700 par (e)(3) and (j) once this is achieved.
