3. DESCRIPTION

FEW is a federal enclave located northwest of Cheyenne, Wyoming. FEW is not a retail customer of a local utility and electric service to FEW is not subject to regulatory authority of the Wyoming Public Service Commission. FEW’s point of delivery is Warren Substation which is also the point of interconnection with the Western Area Power Administration’s Loveland Area Project (WAPA-LAP) transmission system via 115 kV lines from the Happy Jack substation. WAPA-LAP is currently part of the Western Area Colorado Missouri (WACM) Balancing Authority Area (BAA).

WAPA-LAP will be joining the SPP as a Participating Transmission Owner (PTO) effective April 1, 2026. WAPA-LAP provided notice to the Air Force that it would not be the Market Participant or Load Responsible Entity for FEW. FEW will be an Embedded Entity within the SPP-WRTO and it is the intent of the Government that Warren Substation (GPS Coordinates are 41.13603827283459, - 104.8853114067228) will become a point of delivery within SPP. The Department of the Air Force seeks to contract with a Market Participant to supply FEW’s full electricity requirements in the Integrated Marketplace to include facilitating FEW’s participation in the SPP RTO. An Embedded Entity is an entity that is part of the current Western Area Colorado Missouri (WACM) or Western

Attachment I – Amendment 0001 Page 3 of 8

Area Upper West (WAUW) Balancing Area that will be coming into the SPP RTO with WAPA’s integration into SPP.

WAPA owns the 115kV transmission line and associated revenue meters serving the Warren Substation. FEW owns the high voltage equipment within the substation, including: four power circuit breakers, associated gang operated disconnect switches, motor operated disconnect switches and associated substation equipment. High voltage equipment is operated and maintained by WAPA under a coordinated facilities agreement.

FEW has a NITS Agreement with the Rocky Mountain Region Loveland Area Projects (LAPT) of WAPA. The NITS provides transmission for designated resources including 3.16 MW of Firm Transmission associated with delivery of federal hydropower with the Point of Receipt (POR) of Archer Substation; and 7 MW of Firm Transmission with POR of Ault Substation. The NITS includes designated network loads of 5.03 MW in the Summer and 4.83 MW in the Winter with the Point of Delivery (POD) of Warren Substation. FEW is coordinating with WAPA and SPP to ensure rollover transmission rights consistent with the SPP OATT for the renewal of service and reservation priority.

The Contractor will need to take necessary steps to document the NITS Agreements within SPP.

FEW’s electricity supply is currently provided by a combination of WAPA-LAP hydropower and short-term (Day-Ahead and Real-Time) energy purchases procured by WAPA’s Colorado River Storage Project’s (CRSP) Energy Management and Marketing Office (EMMO). With the effective date of the SPP-W operation, scheduled for April 1, 2026, the WAPA-CRSP EMMO will no longer provide energy supply to FEW.

Attachment I - Installation Data Sheet, provides 12 months of historical hourly load, and hourly schedules for both WAPA-LAP hydropower and Day-Ahead purchases.

4. ELECTRIC SUPPLY RESOURCES

FEW’s electric requirements are to be met with three different categories of electric resources.

4.1 WAPA Hydropower. FEW is entitled to an allocation of hydropower from the Bureau of Reclamation’s Loveland Area Projects which is marketed by the WAPA Rocky Mountain Region (WAPA-RMR) office. An Interagency Agreement between FEW and WAPA-RMR sets forth the terms and conditions for delivery of the WAPA-LAP hydropower. As per the terms of the Interagency Agreement, FEW will pay WAPA-RMR directly for firm electricity supply, inclusive of transmission.

The Contractor will be responsible for scheduling the WAPA-LAP hydropower via WAPA-RMR scheduling portal, consistent with the terms of the Interagency Agreement which will be shared with the Contractor upon award of the Contract. FEW’s Firm Electric Contract with WAPA-LAP for hydropower extends through 9/30/2054. The firm allocation of WAPA-LAP provided for under the current Interagency Agreement is provided in the WAPA-LAP Tab of Attachment III – Installation Data Sheet.

4.2 Behind the Meter Generation. There are 3 wind turbines located behind the meter at FEW: two 660 kW Vestas and a single 2,000 kW Gamesa. The 2MW Gamesa turbine was taken out of service in 2015 and is not presently scheduled to return to service. The Contractor is not responsible for the operation of the behind the meter turbines. Impacts of the turbines for the Market Participant Contractor will be limited to that of impacts to forecasts and scheduling, and any relevant SPP charges (regulation, energy imbalance) would be treated as direct pass-through charges. There may be changes behind the meter generation as the current units end their useful

Attachment I – Amendment 0001 Page 4 of 8 lives. The Contractor would receive a minimum of 12-months notification of additional behind-the-meter generation.

4.3 Day-Ahead and Real-Time Power Purchases. Currently, load in excess of hydropower and behind the meter generation is met with day-ahead and real time purchases. The Contractor will be responsible for making any and all day-ahead and real-time energy purchases required to meet the full electric requirements of FEW after consideration of WAPA-LAP hydropower and behind-the-meter generation.

5. PERIOD OF PERFORMANCE

The government intends to award a five-year contract with an expected start date of November 1, 2024. The period from the date of contract award until the SPP-RTO West effective date, presently scheduled for April 1, 2026, will be the SPP Enrollment Period. The Electricity Supply Period will begin April 1, 2026 and conclude five years after the date of contract award. If the Contractor is able to provide full requirements Electricity Supply in WACM/WEIS, and FEW and WAPA are both prepared to transition services described in CLIN 0002 prior to the SPP-0RTO West effective date, a bi-lateral contract modification may be executed to establish a new start date for the Electricity Supply Period prior to the SPP-RTO West effective date currently scheduled for April 1, 2026.

6. MARKET PARTICIPANT REQUIREMENTS

As a registered Market Participant in SPP with an executed Market Participant Agreement accepted by SPP, the Contractor must comply with the provisions of the SPP OATT, SPP Business Practices, and SPP Market Principles for furnishing full requirements electricity supply to FEW. The Contractor will be the Load Responsible Entity (LRE) for FE Warren’s load in the Integrated Marketplace, including financial responsibility to SPP for load and/or generation. The Contractor is required to take all steps necessary to register FEW’s load within SPP consistent with applicable timelines leading up to the April 1, 2026 date on which WAPA will formally join SPP and the WACM Balancing Area will cease to exist.

The addition of FEW as a load does not impact the Contractor’s application or determination previously submitted to SPP consistent with the OATT Attachment X, Southwest Power Pool Credit Policy.
