ATTACHMENT 7 – Questions and Answers
1. Question: In the interests of fair and open competition, can the government share the exercise schedules from the existing contract (the equivalent of current deliverable 6.7)? Understanding how the exercises have been scheduled historically, and specifically, how they may have been grouped geographically, is critical information for informing travel costs as part of the cost proposal. Without sharing this information with prospective bidders, which is a contract deliverable, the incumbent has an unfair advantage with regards to understanding how the exercises are scheduled and possibilities for grouping exercises geographically.
Response: The PWS identifies the installations for training and anticipated/estimated exercise types. The awarded contractor will be responsible for coordinating with installations in accordance with PWS 5.3, PWS 6.3, and PWS Appendix E in addition to updating the schedule monthly per PWS 6.7. Exercise schedules are subject to change and vary based on factors such as year, location, installation personnel availability, and mission requirements. Offerors are responsible for developing their own approach with respect to exercise scheduling and performance.
2. Question: Can the government offer an explanation of how an annual exercise schedule agreed to by the government is a proprietary document of the incumbent?
Response: Offerors must submit their own technical approach to scheduling to be evaluated in accordance with 52.212-2 Evaluation – Commercial Items, Factor 1 – Technical/Management Evaluation/Subfactor 3 Exercise Scheduling. The installations and anticipated/estimated exercise types during the four year, base period are provided in the PWS and Price Proposal Worksheet. Past scheduling is not necessary to prepare a competitive proposal under this solicitation.
3. Question: The Solicitation states that offerors will need to submit a list of the three references DLA Energy expects to receive a Past Performance Questionnaire (PPQ) from. However, Attachment 4 Past Performance Reference List has 5 spaces and requests a list of five (5) PPQs that DLA can expect to receive. Can you confirm whether 3 or 5 PPQs/References are required for this solicitation?
Response: See revisions to ADDENDUM TO 52.212-1 under Volume II – PAST PERFORMANCE and Attachment 4 – Past Performance Reference List.
4. Question: Page 63 of the Solicitation PDF states that “If a teaming arrangement is present, the Government seeks PPQs from all teaming arrangement entities.” Does this mean that the total number of required PPQs need to be completed for each Team Member, or that the PPQs/References can be split between Team Members?
Response: See Solicitation Section M, 52.212-2 EVALUATION – COMMERCIAL ITEMS, FACTOR 2 - PAST PERFORMANCE Evaluation for Joint Ventures and Teaming Arrangements.
5. Question: Deliverable 6.7 requires the contractor to provide an “Exercise Schedule/POC Spreadsheet (Schedule)” to the government. Is this schedule set through discussions and agreement between the contractor and the government or is this schedule set unilaterally by the contractor?
Response: The schedule is set through discussions and agreement between the Contractor and the Installation POCs as set forth in Paragraph 5.3 of the PWS.
6. Question: Attachment 1 SPRE Performance Work Statement, Section 5.5 Staffing: If we have qualified instructors that are not U.S. Citizens but meet all other requirements of the PWS can we use them on this contract?
Response: The PWS does not require Instructors to be U.S. Citizens. Among all other requirements Instructors must have “Mastery of English Language” as set forth in Paragraph 5.5.7 of the PWS and be eligible to receive a Controlled Access Card (CAC) as set forth in Appendix A, Paragraph 2.1.3 of the PWS.
7. Question: We see that 5.2.1.3 Year 3 OPA 90 Exercises and 5.2.1.4 Annual Exercise at Foreign Installations specify that the Contractor will need to provide two instructors, but this is not specified on the other Exercise Types. Is there an expectation for the number of instructors for the other tasks or is that up to the Offeror?
Response: The PWS does not require a specific number of Instructors for exercises other than Annual Exercise at Foreign Installations and Year 3 OPA Exercises. It is the Contractor’s responsibility to fulfill all requirements for delivery of those exercises as set forth in the PWS and is up to their discretion to determine the number of Instructors they would require to do so.
