Questions and Answers Solicitation SPE603-21-R-0507

Maxwell AFB, AL

Question 1. Reference Appendix M (3) workload information, line one (receipts) and two (duration). The information provided shows that for Jet A there are an average 30 receipts per month totaling 40,000 gallons (1,333 per receipt). Each receipt takes roughly 6 hours (222.2 gallons per hour). Please confirm the workload provided.

Answer 1. See revisions to PWS Appendix M Table 3a. There is an average of 20- 30 tank trucks received per month (4-5 per week) totaling approximately 160,000 gallons per month (40,000 per week or 8,000 per load). Each offload takes approximately 45 minutes.

Question 2. Reference Appendix M (3) workload information, jet fuel issued. This line shows that 1.5M gallons are issued annually, however based on the receipts in line one, we are only receiving 480,000 gallons per year. Please validate the workload.

Answer 2. See Question 1 and revisions to PWS Appendix M Table 3a for updated receipt information. Issue quantity is valid average estimate.

Question 3. Reference Appendix M (3) workload information, Weekly Transfers. We see that we transfer roughly 60,000 gallons per week however are only receiving 40,000 gallons per month. Please clarify.

Answer 3. See Question 1 and revisions to PWS Appendix M Table 3a for updated receipt information. Transfers are tank to tank due to one tank being unable to directly receive from tank truck offloads.

Question 4. Reference Appendix M (3) workload information, Average Annual Cryogenic Receipts per year and Average Monthly Cryogenic servicing per month:

Question 4a. Are we receiving 10 deliveries of Cryogenic per year which total 875 gallons?

Answer 4a. See revision to PWS Appendix M Table 3a. Cryogenics average 10 receipts (875 gallons each) totaling 8,750 gallons per year.

Question 4b. Do we perform, on average, 30 cryogenic servicing per month which total

50 gallons?

Answer 4b. See revision to PWS Appendix M Table 3a. Cryogenics average 30 servicing (50 gallons each) totaling 1,500 gallons per month.

Question 5. Reference Appendix M (3b) workload information, Aircraft Servicing by Type.

Are the number of servicing shown in this Table an average monthly quantity?

Answer 5. See revision to PWS Appendix M Table 3b. Servicing quantities represent quarterly average.

Question 6. Does the Contractor perform defuels? There are numerous references to defuels throughout in the Base Specific Requirements of Appendix M however there is no quantitative workload shown. Please clarify.

Answer 6. See revision to PWS Appendix M Table 3a. Defuels average 35 per quarter (80 percent on A shift; 20 percent on B shift) for a total of 65,000 gallons per quarter.

Question 7. Does the Dispatch function require someone in the office during all hours or can the Dispatcher be reachable via radio?

Answer 7. IAW PWS Appendix D, “A minimum of one employee shall be performing dispatch center duties at all times during required hours as specified in Appendix M.”

Question 8. What is the typical frequency of Ground Fuel Delivery to the Gunter SSTA?

Answer 8. See revision to PWS Appendix M Supplement to C-5.2.4 Product Issue.

The Contractor shall deliver ground products to Gunter Annex approximately 5-6 times annually per grade (MUR-Medium Unleaded Regular and GUR-Gasoline Unleaded Regular)

Question 9. Site Visit Slide #30 shows that the DS2 receipt pump operates @ 300GPM however a 3800 gallon receipt in the workload shows a duration of 1.5 hours. Please clarify.

Answer 9. See revision to PWS Appendix M Table 3a. DS2 and GUR receipt quantities have been corrected. The offload time per receipt is correct and is reflective of the DS2 pump and system configuration limitations.

Question 10. Reference Appendix M, Supplement to C.5.3.6 Vehicle Maintenance. Aside from the required daily and/or weekly fuel truck checklists, what other maintenance is the Contractor required to perform?

Answer 10. Additional Fuels maintenance include performing daily, weekly and monthly maintenance and inspections at the main POL facility, LOX facility, Bulk Storage Area and both service stations.

Question 10 a. We don’t see a reference to a Heavy Equipment Mechanic in the incorporated CBA. Where is maintenance work performed on fuel trucks, and by whom?

Answer 10 AND 10a. Maintenance responsibilities are delineated between the Fuels Management Service contractor and LRS Refueling Maintenance in AFI 23-201 and Technical Order 36 Series references. There is no requirement on this contract for a Heavy Equipment Mechanic.

Question 11. Reference Appendix M, Average number of refuels per shift. According to the workload we average 14 refuels a day on dayshift. What percentage of refuels actually occurs Monday – Friday versus Saturday/Sunday?

Answer 11. See revision to PWS Appendix M Table 3a. Approximately 80 percent of refueling occur Monday-Friday and 20 percent Saturday-Sunday.

Question 12. Appendix M, Performance Requirements (p.41). During the virtual site visit it was stated that the information found in Appendix M was specific to Maxwell AFB. The first bullet in the above referenced section states that the Contractor must submit a Hydrant Utilization Rate Report however, at the top of Workload page 38 it states that the number of Hydrant Outlets is not applicable (N/A). Please clarify.

Answer 12. There is no hydrant system at Maxwell AFB, so there is no requirement to submit a Hydrant Utilization Rate Report.

Question 13. During the virtual pre-proposal conference a question was asked if the base-specific information to be included in the technical/management proposal should be included in the main body and not in a base-specific appendix. Please confirm where the government wants offerors to provide this information.

Answer 13. This is the offeror's choice, but the idea is: Basic PWS=basic proposal and Appendix M=site specific proposal part.. Also, please refer to the PM slide show, slides 3 and 4 for more clarity.

Question 14. Could you provide the names of the Contractor companies who were represented for the preproposal conference?

Answer 14. TamCo, Hammer Inc, Maytag Aircraft Corporation, Walsingham Group, TK&K Services, Blackson Arrow, and PMI

Question 15. Reference: Section K, Certs/Reps, 52.212-3, page 87, Virtual Pre Proposal presentation, page 45 Comment: The briefing slide indicates that all required Reps and Certs listed in the solicitation must be completed. The Section K references requires only paragraph (b) be completed if the company is currently registered in SAM.

Please clarify the Certs/Reps to be completed.

Answer 15. The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the System for Award Management (SAM) accessed through https://www.sam.gov.

If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v)) of this provision.

Question 16.Reference: PWS paragraph C-5.2.4.3, Retail Service Station Will the government provide fuel dispenser filters, emergency hose break-away connectors and inoperative nozzles, or must the contractor provide and replace such items?

Answer 16. The contractor is responsible for conducting and providing all material/supplies for Operator Maintenance IAW PWS para C-5.3.1 and UFC 3- 460-03. The government is responsible for conducting System Maintenance IAW PWS para C-5.3.2 and C-5.3.2.2 and UFC 3-460-03 as well as SRM projects IAW PWS para C-5.3.3.

Question17. Reference: Virtual Pre Proposal presentation, page 46, Proposal Content h, Evidence of Responsibility Please clarify this requirement.

Answer 17. FAR 9.104-1 General standards.

Question 18. Reference PWS Appendix E, Performance Requirements/Fuel Services Delivery Summary

Introduction & Appendix M, Military Service Installation Information Both appendices reference a 9th performance factor/subfactor and PWS C-5.9 respectively.

However, neither are listed as a subfactor or in the PWS. Please clarify the Government’s intention to include/exclude this requirement.

Answer 18. See revision to PWS Appendix E and Appendix M. Reference to PWS para C-5.9 has been deleted.

Question 19. Reference PWS Appendix M, Military Service Installation Information, pg 35 PWS paragraphs C-5.8.2.1, C-5.8.2.2, and C-5.8.2.3 are mislabeled. There is no PWS paragraph labeled “Other Items and Services.” Please confirm that PWS C-5.8.2.1 should be “Inventory of IE” and 5.8.2.2 should be “Unauthorized Use of Facilities” and 5.8.2.3 should be deleted.

Answer 19. See revised PWS. Paragraph naming and numbering have been corrected.

Question 20. Reference PWS Appendix M, Military Service Installation Information, “Pre- Identified Confined Spaces,” pg 38 Unique PPE is required for contractor personnel in order to enter confined spaces. Please clarify if there are confined spaces at Maxwell.

Answer 20. According to Appendix M Table 3a Notes, Confined spaces shall be validated by the Contractor. However, as the contractor does not perform SM, the contractor is not expected to enter into any confined spaces at Maxwell AFB. The contractor should provide appropriate training and demonstrate familiarity with safety rules pertaining to confined spaces in their Safety Plan IAW PWS para C- 6.1.5.

Question 21. Reference PWS Appendix M, Military Service Installation Information, Table 3b “Aircraft Workload Information,” pg 39 Please clarify that the data in this table represents a one year period.

Answer 21. See revision to PWS Appendix M Table 3b. Servicing quantities

Question 22. Reference PWS Appendix M, Military Service Installation Information, Table 3b “Aircraft Workload Information,” pg 41 and pages 43 – 46, assorted tables indicating GFE Please clarify if Bowsers will be provided as government furnished equipment as indicated on pg 41 but not included in pages 43-46.

Answer 22. IAW PWS Appendix M Supplement to C-5.8.2., bowsers for conducting reclaimable fuel operations are available in support of this contract.

Question 23. Reference PWS 5.3.5, Other Maintenance/Repairs, and Appendix M, Military Service Installation Information, pg 40, Supplement to C-5.3.2 Please confirm that 5.3.5 sentence “The Contractor will not perform maintenance and repairs beyond OM and SM unless directed by the Contracting Officer” should not include “SM” given it is performed by the Government.

Answer 23. IAW PWS Appendix M Supplement to C-5.3.2, System Maintenance (SM) is the government’s responsibility.

Question 24. Reference PWS C-5.6.2, Leak Detection and Appendix M.

This paragraph states that Permanent Leak Detection Systems (PLDS) locations are identified in Appendix M, however, there are none listed. Please clarify if there are PLDS installed at Maxwell AFB and if so, their locations.

Answer 24. Leak detection systems are located at the military service stations at both Maxwell and Gunter.

Question 25. Reference PWS Appendix M, Military Service Installation Information, pg 37 Workload Information

a. Reference table information below, please clarify that the number of JAA receipts per month (30) against a monthly total quantity of 40K per month is correct.

Answer 25a. See Answer to Question 1 and revised PWS Appendix M Table 3a.

b. Please confirm there are railcar receipts.

Answer 25b. See revision to PWS Appendix M Table 3a. All receipts are via tank truck.

Question 26. No Reference: Question: What is the current Total Contract Value and the length of the current contract including option years? _______years ________________TCV

Answer 26. Current contract years total for base and option year is 10 years total.

The TCV $4,126,794.60

Question 27. Reference PWS Appendix D, Key Personnel, Fuel Distribution Systems Mechanic (FDSM) and Appendix M, Military Service Installation Information, pg 40, Supplement to PWS C-5.3, System Maintenance Please confirm that the FDSM is not required given the Contractor will not be responsible for System Maintenance under this contract.

Answer 27. A FDSM is not required on this contract.

Question 28. Reference power point presentation titled “Maxwell AFB – Preproposal”, slide #15. The example proposal provided shows an additional Sub-factor 9 - Other Performance Items. However, under 52.212-2, there are eight sub-factors listed under Technical/Management. Please confirm if a Sub-factor 9 - Other Performance Items is required in addition to the eight evaluated sub-factors in Section M clause for this solicitation. If so, please provide evaluation narrative of the areas evaluated for this sub-factor.

Answer 28. See revised PWS Appendix E and Appendix M. Reference to PWS para C-5.9 has been deleted. Offerors should refer to the eight identified sub-factors under Factor 1: Technical/Management under Section M of the solicitation for descriptions of the factors that will be used by the Government to evaluate the proposals.

Question 29. The CBA provided in the solicitation expires on June 30, 2021, please provide an updated wage determination valid for the starting date of November 1, 2021.

Answer 29. Once an updated wage determination is available, we will post.

Contractors are required to submit their price base on the current wage determination.

Question 30. Reference PWS C-5.2.6. Please specify if the items in the laboratory crash kit are provided by the Government or the Contractor.

Question 30a. The cost of shipping samples to area or commercial laboratories is the responsibility of the Contractor. Please clarify if the Contractor is authorized to establish an account with Base Supply for shipping samples or if the Contractor is required to source a commercial carrier to ship fuel samples. Also, provide historical costs for shipping fuel and cryogenic samples.

Answer 30 and 30 a. See revision to PWS Appendix M Supplement to C-

5.8.2. Laboratory crash kits are provided by the government. Required periodic fuel sample and cryogenics sample shipping to the Area Laboratory is provided by the government.

Question 31. Reference PWS C-5.6.2. Please specify if there are any Permanent Leak Detection Systems at Maxwell AFB.

Answer 31. Leak detection systems are located at the military service stations at both Maxwell and Gunter.

Question 32. Reference PWS C-5.7.1. Please clarify if Underground Storage Tank (UST) training is applicable for this solicitation.

Answer 32. UST training is provided by DLA/government to Fuels contractors and Fuels contractors provide training such as Tank Custodian training to base personnel as required.

Question 33. Reference PWS C-5.7.2. Please specify if the Contractor is required to provide training for active duty, Guard or Reserve personnel. If so, what is the frequency?

Answer 33. IAW PWS para C-5.7.2, the Contractor provides fuels familiarization training to fuels apprentice level personnel approximately two times per year.

Question 34. Reference PWS C-6.1.4. Since the Contractor is only required to perform Operational Maintenance under this solicitation, please clarify if a computerized maintenance management system (CMMS) is required to be used to track maintenance.

Answer 34. No

Question 35. Appendix D states if operational tasks require a security clearance, a sufficient number of operators would be required to possess the appropriate clearance level. Please clarify if there are any operational tasks for this solicitation that would require a security clearance.

Appendix M specifies the Contractor submits Petroleum Contingency Capability Report (REPOL) reports which typically require a clearance unless submitted by the Government.

Question 35a. Also, please clarify if the Contractor is required to obtain a restricted area badge.

Answer 35 AND 35a. Terminal Manager (TM), TM backup or Assistant TM, Accountant, and backup Accountant require Secret clearance. Other personnel require NACI background checks to enable obtaining Common Access Cards and Restricted Area Badges.

Question 36. Reference Appendix M, Other Items and Services (page 41), please specify if the Government provides and pays for fuel for the R-11 and C-300 refueling vehicles.

Answer 36. IAW PWS Appendix F, “the contractor shall provide, at contractor expense without additional government funding…fuel…necessary for performance of the requirements of this contract not otherwise identified in the basic PWS or Appendix M.”

Question 37. Reference Appendix M, Table 3a, please clarify the average number of JAA tank trucks and gallons received per month. The reference states 30 receipts per month @ 40K gallons per month. Specifically, does the 30 receipts refer to the number of days tank trucks are received per month, or the number of tank trucks received in a month. If possible, please provide the average number of tank trucks received per day and typical days of receipt

Question 37a. Please clarify the workload for fuel transfers. Since there is not a hydrant system, would this apply to tank-to-tank transfers within the bulk storage area?

Answer 37a. See Answers to Question 1 and Question 3 and revision to PWS Appendix M Table 3a.

Question 37b. Please specify if the Contractor is required to operate the two emergency generators and if so, does the Government provide training?

Answer 37b . Fuels contractors are required to operate emergency generators and government provides the training.

Question 38. Reference Appendix M, Table 3b. The table references aircraft workload information (number of servicing by type of aircraft). Please provide the frequency of the aircraft servicing by type of aircraft, for example the table shows 12 A-10 servicing, is that per week, month, etc.?

Answer 38. See revision to PWS Appendix M Table 3b. Servicing quantities

Question 38a. Please provide an FMD workload summary (FY 20) with historical data by shift Mon – Fri and on weekends and holidays, for both normal and surge operations (refuels, defuels, transient aircraft) to allow us to accurately determine the workload at Maxwell AFB.

Answer 38a. See PWS Appendix M Table 3a and 3b for workload estimates.

Question 39. Reference Appendix M, supplement to C-5.3 maintenance, cryogenics maintenance. Please specify funding responsibility for replacement parts for cryotainers, i.e.

gauges, valves, etc.

Answer 39. See revision to PWS Appendix M Supplement to C-5.8.2. Funding responsibility for replacement parts to maintain cryogenics tanks is the government’s responsibility.

Question 40. Appendix M, (8a) IE/IP (EAID), please specify if a vacuum pump is provided for cryotainer maintenance.

Answer 40. Vacuum pump is provided.

Question 40a. Also, please clarify if the Government provides the refractometer and conductivity meter used in the fuels lab.

Answer 40a. The refractometer and conductivity meter used in the fuels lab are provided by the government.

Question 41. CLIN 0001 currently shows a period of November 13, 2021 through November 14, 2025. Shouldn’t this actually be November 13, 2021 through November 12, 2025?

Answer 41. Base period of performance is November 14, 2021 through November 13, 2025

Question 42. CLIN 0002 currently shows a period of November 14, 2025 through November 14, 2030. Shouldn’t this actually be November 13, 2025 through November 12, 2030?

Answer 42. Option period of performance is November 14, 2025 through November 13, 2030.

Question 43. Does only require securing the product?

Answer 43. Requirements, including but not limited to the security of applicable fuel facilities and government owned equipment, are specified in the Performance Work Statement (PWS) and applicable references.

Question 44. Does this require running the facility?

Answer 44. Requirements for the operation and maintenance of the applicable fuel facilities are specified in the Performance Work Statement (PWS) and applicable references.

Question 45. Or both securing the product and running the facility.

Answer 45. Please refer to the above answers and the Performance Work Statement (PWS) and applicable references for all applicable requirements.
