SPE603-21-R-0505 South Pacific Lab Testing Services Attachment VIII – Q&As
No. Question Answer
1. In the evaluation of commercial items for award (Section M, Factor 3 PRICE), and in the provided worksheet, it does not specify the estimated annual quantity of sampling either in the tanks, pipelines, vessel, barges, tank trucks, containers and loading vessels. The sampling quantity indicated in the worksheet is “zero”. Can DLA provide the estimated annual quantity of sampling to project the total cost and be part of the evaluated price?
See Solicitation Pg. 109 "Tests that have an estimated quantity of zero (0) shall be considered to have a quantity of one (1) for the purposes of determining evaluated prices."
2. Does DLA requires all the test parameter / properties be conducted per the MIL_DTL and ASTM as listed in Attachment 1 of the Statement of Work, or only for those parameters listed in the Attachment 2 of Series Test Requirements (A,B1,B2,B3, C tests, and individual), or as per the tests parameter listed in the Price Worksheet?
Attachments 1 and 2 in the SOW were developed from the required specifications. The price worksheet and Attachments 1 and 2 of the SOW all should match and a price should be proposed for all tests listed on price worksheet. See Solicitation Pg.
106-107 "Tests that have an estimated quantity of zero (0) shall be considered to have a quantity of one
(1) for the purposes of determining evaluated prices."
3. Is Service Contract Act applicable in the Philippines or can local labor regulations be applied?
No, the Service Contract Act is not applicable to work performed in the Philippines.
4. Is VTR for tube deposit rating be acceptable until vendor is able to purchase an ETR for thermal stability test?
See Solicitation Pg. 98, "Exceptions to Terms", Offerors shall state any exceptions to terms and conditions of the solicitation, including exceptions to the Statement of Work (SOW), in its Cover Letter.

6. Does DLA only prefer a FALEX brand JFTOT and ETR? Is an ALCOR brand ETR /JFTOT acceptable for the use in testing thermal stability of aviation fuels?
Please refer to ASTM D3241 Annex 3.
7. There are two standard specifications provided for Jet A1 analysis/testing, ASTM D 1655 and DEFSTAN. There are tests in ASTM that are not in the DEFSTAN. May we know which standard for Jet A1 we will comply to.
Both ASTM D1655 and DEFSTAN 91-091 are required for Jet A1 depending on how fuel is purchased. DLA will advise of which specification should be used during testing.
8. Our equipment to test lubricity of diesel follows the ASTM D 6079 for diesel using a High Frequency Reciprocating Rig (HFRR). We plan to use this equipment in lieu of ASTM D 5001. Is this acceptable?
ASTM D6079 is acceptable for ASTM D975 and MIL- DTL-16884, but is not acceptable for ASTM D1655, DEFSTAN 91-091, MIL-DTL-5624, or MIL-DTL-83133.
9. The DEFSTAN has 2 methods to determine solid contamination for appearance, that is, as ‘particulate of contamination (ASTD D 5452), or particle counts (IP 565 of IP 577). It is also specified – that the test is at the point of manufacture, and not for downstream product. May we know if this will be required, and if yes, we chose to employ ASTM D 5452 as the test method to be followed. Is this acceptable?
Particle counting will be requested as a separate test when required.
11.
JP 5 does not require a Lubricity test. However it is included in its price worksheet. Do we have to indicate a price for this?
Lubricity is not required in a series test, but it may be requested as an individual test. Therefore, please provide a price for this test.
12. Is a failure to indicate a price for required test will disqualify us from the solicitation order?
See Solicitation Pg. 109 "In the event pricing is not offered for all tests at the service location outlined in the SOW, the Government will treat failure to propose on all requirements as an exception to the offeror’s proposal."
13. Are the technical sub-factors listed in order of importance? No, there is no order of importance for the sub-factors.
14. We have a lab in Singapore. We will be able to transport these samples from Guam and Philippines to Singapore for testing. Will you be willing to accept this?
