The purpose of this Operating Instruction (OI) is to provide procedural and operational guidance necessary to ensure a sustained combat posture in support of the 325th Fighter Wing mission. It is not intended to override, but instead to compliment and clarify Air Force Instructions, War Plans, Deployment Operating Plans and local procedural guidance.
1. FUELS MANAGEMENT
1.1 Fuels Management Team (FMT) will consist of the Fuels Management Flight Leadership.
1.2 For instances of suspected contaminated product, FSC will follow local checklist for all required notifications and actions.
1.3 No rings/jewelry/metal watches/etc… will be worn while performing flight line operations or operations in any industrial Fuels areas to include the 400 and 6000 fuels areas, Fuels Lab and
Cryogenics area.
1.4 Smoking is only permitted in designated tobacco use areas. Smoking areas are clearly posted with “DESIGNATED TOBACCO USE AREA” signs in the 400 and 6000 fuels areas.
1.5 Flight roll call will be held at a minimum of once per week to include all shifts. Representatives will brief flight members on new, revised, changed publications or pertinent information during roll calls.
1.6 The flight recall roster will be verified, updated (if required) by Knowledge Operations prior to the end of each month. Knowledge Operations will ensure updated recall rosters are provided to all required personnel and offices. It is the responsibility of each member to notify their section supervisor and Knowledge Operations of any changes in address or contact information.
The flight recall roster shall only be used for official use.
1.7 When available, personnel will utilize Automated Information Technology equipment to the greatest extent possible.
2. FUELS INFORMATION SERVICE CENTER
2.1 Fuels Service Center personnel will review the FSC pass-on log for daily information.
Assuming controller will initiate/complete the FSC Shift Change checklist prior to change over.
Dispatch log sheet, Equipment and Vehicles Status Board in the Fuels Manager must be reviewed for accuracy each shift.
2.2 All excessive gains/losses of any fuel grade will be thoroughly investigated by the FSC and 400
Area Operations Storage/Tank Farm personnel. FSC will coordinate with the storage Service
Provider, (6000 area) and Operations Storage (400 area) personnel to manually gauge tanks in order to match quantities with the Automatic Tank Gauge system as well as FM Operate to ensure accuracy of measurements. All paperwork/transactions associated with excessive gains/losses should be validated by FSC personnel. The following are local tolerances in which each grade shall be investigated: +/-1000 gallons of JAA, +/-20 gallons of all ground products.
2.3 Tyndall FMT has set the local Common Output Level to 30 minutes for response times to
Ground/Aircraft servicing operations. FSC will annotate in detail reasons for delays beyond 30 minutes in the FMD Control Log and notify FMT via e-mail.
2.4 Tyndall AFB has no +100 additive fuel storage. If TDY/Transient aircraft request a defuel and it is determined the aircraft has +100 additive fuel on board FSC will notify FMT. Product will then be handled IAW T.O. 42B-1-1.
2.5 Tyndall AFB has a single jet fuel grade – JAA, as such, no initials are required on DD Form
1898’s for grade verification. FSC will verify with MOCC (if applicable) the grade for all jet fuel defuels to ensure no commingling of fuel grades occur. Defuel trucks will have locks on tank vents to prevent issues from designated units. Ground product fillstands and clipboards are color coded and locked to prevent comingling with Facilities maintaining keys to ground product fillstands.
2.6 Security/Environmental checks will be accomplished M-F between the hours of 2200 – 0700.
At a minimum this will be accomplished twice during these hours and documented in FMD.
Security/Environmental checks will include a complete walk-around of all facilities checking doors, windows, containment areas, etc. FSC will document security/environmental checks in FMD Control
Log to include: who conducted the check, any discrepancies found or “NDN” if no discrepancies were found. All discrepancies will be routed to FMT and the COR. Weekend/Holiday security/environmental checks will be performed every eight hours when personnel are available. If
FMT authorizes facility closure, security/environmental checks will be conducted prior to closure and immediately upon reopening. All security/environmental checks will be logged into FMD.
Exercise/RAM security checks will cover any scheduled flight random security checks. During periods Storage Contract personnel are not working/not required by contract, Flight personnel will conduct security checks for areas Storage Contracted personnel are normally responsible for.
2.7 If there is a need for after hours or weekend support during periods where the contractor is not scheduled to work, the FSC will contact the Fuels COR(s) prior to calling in Storage Contract
Personnel.
2.8 Classified reports will be completed primarily using the SIPRNET café at Bldg 817. REPOLS must be accomplished on the first Friday of each month. FSC personnel will alternate REPOL reporting responsibilities to ensure all assigned personnel are capable of completing this report.
3. FUELS LABORATORY
3.1 Lab will provide FSC a standby roster for after hours and weekends monthly. FSC will contact lab personnel for afterhours support. If unable to contact lab personnel, the FSC will immediately notify the FISC Section Chief.
3.2 During normal duty hours Lab personnel will be contacted of suspected fuel contamination or it is found that any equipment is overdue sample. Lab will initiate QC hold procedures, entering a QC tag in FMD’s Quality module and applying a Lock and Tag to the equipment. When a refueling unit goes out of service after normal duty hours, weekend, or a holiday, the FSC controller will place the clipboard in the QC hold box located in the FSC. Only Lab and FMT personnel will access the QC hold box keys. All applicable regulations will be followed to ensure equipment is not utilized.
3.3 When equipment is returning to service after an open fuel system issue, Lab personnel will review the AF Form 4427 and AFTO Form 39, sample equipment if needed, and initial form.
Initials will be made next to each discrepancy; ground products are exempt. Lab personnel will remove any Caution Tags, log sample results in FMD, and turn clipboard into the FSC controller.
3.4 Caution Tag program monitor will be the NCOIC of the Lab. Only Lab personnel are authorized to place or remove Caution Tags on QC hold equipment.
3.5 IAW 42B-1-23 and AFI 23-201 Fuels lab will notify FMT of all suspected off-spec fuel.
AFPET and DLA Resolution Specialist will be used to direct disposition instructions as necessary.
4. TRAINING AND SUPPORT
4.1 All mobility functions fall under the LGRR flight with the following exceptions:
Selecting personnel for SEI training, awarding SEIs, and corresponding training. Training and all documentation for SEI requirements are accomplished by the Fuels Support section.
4.2 If supplies are required, the requestor from the originating element is responsible for providing, at minimum, the following information for supply purchases (stock numbers, price, description, part number, source of supply). The supply monitor may provide assistance in the research.
4.3 All members in upgrade training will conduct training that is IAW AFI 36-2651.
4.3.1 The 5-level trainees at a minimum will be provided training in the following areas:
4.3.1.1 Facilities and Bulk Storage: 4 days
4.3.1.2 Lab: 1 week
4.3.2 The 7-level trainees at a minimum will be provided training in the following areas:
4.3.2.1 FSC: 1 week
4.3.2.2 Lab: 3 day
4.3.2.3 Distribution: 2 days
NOTE:
All 5 and 7 level upgrade training tasks are for upgrade familiarization and not for operational qualification purposes. Upon assignment to a new duty section members will be operationally qualified IAW section
MTL.
4.4 The Unit training manager will load each individual’s ITP in TBA when office moves occur/new personnel arriving within 60 days. The section supervisor will document an initial evaluation and periodic record review in TBA.
5. FUELS OPERATIONS
5.1 There are two operating storage tanks located at the 400 area facility that is managed by
325 LRS Fuels personnel. This stock will be rotated “first in/first out” to prevent dormant stock issues.
5.2 All storage tank safe fill levels have been established via MFR and coordinated through
WFSM personnel. MFR is located at Z:\Knowledge Operations\Letters for Flight\Safe Fill
5.3 Tool Kits
5.3.1 All tool kits belonging to 325 LRS/LGRF have been designated CTKs in accordance with
AFI 21-101 and T.O. 36-1-191 to drive process.
5.3.1.1 Check Point Tool Kit TXPOLRS01 is assigned to LGRFOD
5.3.1.2 Expeditor Tool Kit TXPOLRS02 is assigned to LGRFOD
5.3.1.3 Cryogenic Tool Kit TXPOLRS03 is assigned to LGRFO
5.3.2 Each tool kit is issued in accordance with AFI 21-101.
5.3.3 Accountability
5.3.3.1 All tools in each kit will be engraved with the kit number and inlayed in foam, plastic or wood. For larger tools, the tool location may be outlined in drawer and tool nomenclature identified for accountability purposes.
5.3.4 Inventory
5.3.4.1 The Preventative Maintenance tool kit inventory will be completed at the beginning and end of each shift to ensure all tools are accounted for.
5.3.4.2 The NCOIC, Fuels Distribution will complete a monthly inventory of the Expediter tool kit to ensure accountability of all tools and accuracy of documentation procedures.
5.3.4.3 The Cryogenic tool kit inventory will be completed at the beginning and end of each shift
(when used) to ensure tools are accounted for.
5.4 All tool kits will have a joint inspection accomplished by Operation Section Chief (or designee) and LGRFOD quarterly.
5.5 Lost Broken Tools
5.5.1 Lost/broken tools will be immediately reported to section supervisors and LGRFIS.
5.5.2 LGRFOD will source/replace tools as funds become available.
6. PREVENTATIVE MAINTENANCE
6.1 After RFM completes repairs, PMT will ensure all repairs are annotated on the AF Form
4427 and that the work order has been closed out. The form is then turned over to lab personnel as required.
6.2 The corrosion control program is administered IAW T.O. 36-1-191. All vehicles are washed in the fuels checkpoint area so water can be captured by the oil water separator. Any rust identified will be removed by Operations personnel if possible or turned in to RFM if more severe rust problems occur for spot painting.
7. CRYOGENICS
7.1 All Cryogenic servicing shall be IAW Cryogenic Conservation Plan which is located in
Knowledge Operations File Plan.
8. DISTRIBUTION
8.1 A Fuels Expediter will be readily available for all fuels operations.
8.2 Defuel samples are required for all F-22’s. Samples for other airframes are only required when contamination is suspected. If a defuel sample fails it will be retained. The sample jar will be marked with aircraft tail number, time/date sample was pulled, location of aircraft and name of the refueling unit operator and crew chief of the aircraft. If a defuel unit is not at the aircraft of time of sample, the unit operator information will be replaced with the Expediters information. Tyndall AFB does allow one-time defuels, if needed, pending FMT approval.
9. FUELS ENVIRONMENTAL AND SAFETY OFFICE
9.1 Large quantities of spill pads will be squeezed out for product recovery, collected in 55-gall drums and turned into HazMat.
9.2 Ensures all “Recoverable, Reclaimable and Waste Fuels” are handled IAW AFI 23-502. Waste fuel or contaminated fuel issues will be reported to the FMT to determine proper disposition. When necessary, all required notifications will be coordinated through AFPET/DLA-Energy to acquire proper disposition instructions.
10. AWARDS PROGRAM
10.1 The Fuels Superintendent is responsible for the management of the Fuels Awards program.
Supervisors will be responsible for the identification and nomination of their representatives.
10.2 Outstanding Fuels Personnel Programs: Quarterly/Annual award nominations are due IAW
Squadrons suspense’s. The FMT will establish suspense’s each month/quarter/annually for all AF
Form 1206’s to be submitted. The winning AF Form 1206(s) will be forwarded by FMT to the
Squadron.
10.3 Airman/NCO of the Month
10.3.1 Supervisors will provide an AF Form 1206, Nomination for Award, with no more than five lines excluding heading, to the Fuels Superintendent NLT the 25th of each month.
10.3.2 The FMT will convene a board of supervisors to select the Airman/NCO of the Month.
10.3.3 The Airman/NCO of the Month will receive a Certificate of Achievement.
10.4 Airman/NCO/SNCO of the Quarter
10.4.1 Supervisors will complete an AF Form 1206 per Wing guidance and submit to the FMT per suspense dates provided.
10.4.2 The FMT will convene a board to select the winner for the Airman and NCO categories. The winners will represent the Fuels Management Flight at the Squadron for that quarter’s competition.
10.4.3 The Airman and NCO of the Quarter will receive a Certificate of Achievement.
10.4.4 The Fuels Superintendent is responsible for selecting the SNCO of the Quarter. The SNCO of the Quarter will represent the Fuels Management Flight at the Squadron for that quarter’s competition.
10.5 Airman/NCO/SNCO of the Year
10.5.1 Same criteria as quarterly award nominations.
10.5.2 Individuals nominated must have at least six months’ time in rank. Less than six month time in rank will compete at the next lower tier. The FMT will convene a board to select the Airman/NCO of the Year.
10.5.3 The Fuels Superintendent is responsible for selecting the SNCO of the Year.
10.5.4 The Airman/NCO/SNCO of the Year will receive a certificate of achievement.
10.6 Top Pumper Awards
10.6.1 The NCOIC of Distribution is responsible for these programs.
10.6.2 Pumper of the Month/Quarter
10.6.2.1 Winner is determined by the individual that has the most gallons pumped for the given timeframe (month/quarter).
10.6.2.2 The top pumper of the month will receive a certificate.
10.6.2.3 The top pumper of the quarter will receive a certificate and a parking spot for the quarter.
10.6.3 Pumper of the Year
10.6.3.1 Winner is determined by the individual that has the most gallons pumped for the given timeframe. (1 Jan – 31 Dec)
10.6.3.2 The top pumper of the year will receive a certificate and a three-day pass.
10.6.4 Million Gallon Club
10.6.4.1 All individuals’ jet fuel gallon totals will be calculated using FMD log sheet.
10.6.4.2 Individuals who pump 1M gallons or higher during their tour will be inducted into the
Million Gallon Club.
10.6.4.3 Individuals inducted will receive a certificate, and have their names added to the Million
Gallon Award Plaque.
10.6.4.4 The NCOIC of Distribution is responsible for tracking and providing recipient’s names to the FMT for induction.
11. PHYSICAL FITNESS PROGRAM
11.1 All Flight members are required to participate in physical fitness activities, mission permitting.
Flight members will accomplish physical training IAW flight guidance.
