Amendment 0001
Attachment A
Below are the responses to questions received in response to SPE603-20-R-0505:
1. Does the Base Contract Period commence upon execution of the awarded contract or upon acceptance of the facility for use by the Government?
Response: The base contract period commences upon contract award and in accordance with
(IAW) PWS section 1.3 Storage Capacity/Tank Requirements, the Contractor must have all storage available and be operationally ready to perform the stated requirements in the PWS within 24 months of contract award.
2. Please clarify whether potential contractor submit Pricing, B-0001-B34.01 SERVICES TO
BE FURNISHED within Section I – Offeror Submission Package (OSP) or separately in
Section II – Price, or both.
Response: IAW FAR 52.212-1 INSTRUCTIONS TO OFFERORS – COMMERCIAL
ITEMS (OCT 2018) ADDENDUM, 2. Volume II – Price Proposal, b. Section II – PRICE, offerors are to provide a firm-fixed-price for each Contract Line Item/Reference Number listed in provision B-0001 B34.01 SERVICES TO BE FURNISHED located within
Attachment I – Offeror’s Submission Package. These prices are to be placed in Section II –
Price.
3. Period of Performance; Request clarification of the following:
a. Potential contractor’s proposal anticipates up to a 2-year construction period from the date of award. Given this timeline, would the 4-year Base Period of Performance (PoP) start upon
DLA’s approval of the completed 500,000 barrel facility? This is central to the structure of potential contractor’s proposal, and therefore the most critical item for which they seek clarification.
Response: IAW revised B-0001-B34.01 SERVICES TO BE FURNISHED AND PRICES (DLA
ENERGY FEB 1991), the base term shall be four years commencing on date of award. The performance period of the base term shall be no less than two years (24 months) of the four-year base term and will be based upon inspection and approval by the Government. See revised RFP under Attachment B of Amendment 0001.
b. Potential contractor also request clarification as to what impact the answer above would have on the Option PoP.
Response: IAW B-0001-B34.01 SERVICE TO BE FURNISHED AND PRICES (DLA
ENERGY FEB 1991), the option period of performance under the contract will be five years,.
See revised RFP under Attachment B of Amendment 0001.
4. Request clarification of the following:
a. Can potential contractor use commercial contracts as evidence of past performance?
Response: Offerors are instructed to review FAR 52.212-1 INSTRUCTIONS TO OFFERORS –
COMMERCIAL ITEMS (OCT 2018) ADDENDUM, 3. Volume III – Past Performance and
FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014), FACTOR 2 PAST
PERFORMANCE.
b. Can potential contractor use prior and existing DLA bulk fuel contracts as evidence of past performance?
Response: Offerors are instructed to review FAR 52.212-1 INSTRUCTIONS TO OFFERORS –
COMMERCIAL ITEMS (OCT 2018) ADDENDUM, 3. Volume III – Past Performance and
FAR 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014), FACTOR 2 PAST
PERFORMANCE.
5. Would DLA extend the deadline for initial bid submission from February 18th, to perhaps March
31, 2020 or later? We request this additional time in the spirit of being able to produce the most accurate, cost effective bid terms for your consideration. As you are aware, the full tankage the solicitation calls for is not currently available in North Pole/Fairbanks – accurate estimates for building will improve the integrity of the associated economics.
Response: IAW Block 14 of the SF30, the closing date has been extended to February 27, 2020 at 1 pm EST.
6. Regarding Initial Term April 30, 2020 through April 29th, 2024 – any construction related to this request will not start any earlier than the 2020 North Pole building season (winter construction will result in significant cost increase) and completion of additional capacity tanks and infrastructure may very well run into 2021, possibly even 2022. This leaves virtually no time for cost amortization of any infrastructure development – with an initial contract deadline of April
29th, 2024 DLA can expect to bear the full cost of any related construction basically upon completion. We would suggest a minimum ten (10) year initial term to provide for reasonable cost amortization with subsequent five (5) or even ten (10) year renewal periods. While we are anxious to participate in your business and do what we can to support the Military – we do want to be able to put an offer in front of you that is reasonable on a per gallon/per barrel basis. The initial term as proposed will result in a very compressed cost recovery period and related very high storage rates for the DLA.
Response: See revised B-0001-B34.01 SERVICES TO BE FURNISHED AND PRICES
(DLA ENERGY FEB 1991) under Attachment A of Amendment 0001.
7. Would the DLA consider acting as direct sponsor for any infrastructure development, i.e. allow a suitable contractor to build whatever your requirements are at cost plus some agreeable markup for time and labor, then utilize that same contractor to act as operator of DLA owned assets? This would remove the requirement for capital amortization from the contractor and could allow for a much more cost effective service agreement.
Response: No.
8. Please provide the technical specifications/details for Government-owned and contractor-supplied rail cars intended for this service.
Response: Rail tank cars will be Government-provided, commercial general service tank cars
(DOT-111 type) that have approximately 23,000 USG capacity.
9. Filtration Requirements: Does the requirement for API 1581 compliant filter separators apply universally to all modes of fuel receipt and delivery, or only specific modes? Potential offeror intends to follow the requirements of its existing jet fuel supply contract for Eielson AFB (see attached), which specifies:
a. All aviation fuel shall be passed through strainers of 60 mesh or finer screen;
b. The Contractor shall furnish and periodically inspect strainers and filters pursuant to this paragraph to determine condition and perform maintenance as necessary, keeping a written record thereof.
Response: Yes, it applies to all modes of aviation turbine receipt and delivery.
10. DLA’s solicitation notes in several locations that pipeline facilities should anticipate a future delivery rate increase to 1,200 gallons per minute, up from the current 600 gallons per minute.
Potential offeror is concerned that this increase cannot be achieved with the existing DLA pipeline system running between North Pole and Eielson AFB, and thus requests DLA to confirm that this increase is feasible.
Response: The Government plans to have capability in the future.
11. Common Access Cards (CAC) Procedures: Please confirm that Common Access Cards will not be required to access the facility under this contract?
Response: CAC cards will not be required to access the facility. CAC provides access to defense computer networks and systems and is needed for data entry into the DLA Energy Fuels Manager
Defense (FMD) inventory accounting system.
12. Given that potential offeror contractor is proposing new-construction tanks, is potential offeror permitted to follow the API 653 inspection schedule?
Response: The contractor shall adhere to both API 653 and QAP E18. Although the schedules are different, it is left to the contractor’s approach as to either sync up API 653 with QAP E18, or treat each independently.
13. How many rail cars are expected to be received in a 24 hr period and what is the daily rail receipt throughput requirement?
Response: Estimated 18 rail tank cars with approximately 414,000 USG per 24 hour period.
14. How many Tank Trucks are expected to be received in a 24 hr period and what is the daily truck receipt throughput requirement?
Response: Refer to revised PWS 1.9.3 Tank Truck. The contractor’s facility shall be capable of receiving aviation turbine fuel via Government provided tank trucks as contingency, on a
24-hour per day, 7-day per week basis, two tank trucks at a time.
15. Are simultaneous shipping operations a requirement? (e.g. will it be required to have the capability to issue to the pipeline and a rail tank car or tank truck at the same time?)
Response: Yes, simultaneous shipping operations are a requirement.
16. What will be the ASME pressure-class and normal operating pressure of the pipeline should the future 1,200 GMP flowrate be implemented?
Response: Refer to PWS 2.7 Best Commercial Practices. How the contractor will meet the requirement is determined by the contractor.
17. Please advise if Scully (or compatible) system should be "Optical" or "Thermistor"?
Response: Determination of optical or thermistor is the responsibility of the contractor.
Is it assumed that grounding of the truck will be accomplished through the Scully connection or is a separate ground reel required?
Response: Yes, separate ground reel not required.
18. As opposed to the terms outlined in the solicitation for a full 500MB of tankage to be located in North Pole/Fairbanks, would DLA consider having the full 500MB requirement split between two locations? As Alaska is net short jet fuel now, this incremental volume for
Eielson will need tank support in the Port of Anchorage for vessel imports. Would DLA consider a mix of a certain percentage of the requirement for North Pole/Fairbanks to be located in Port of Anchorage?
Response: No, Anchorage is not in the area of consideration.
19. Would DLA consider starting an agreement with limited support, for example 100-150MB of existing tankage in North Pole for the initial term as proposed, and then enter into a subsequent agreement for incremental tankage at a later date under different terms?
Response: No, the requirement of 500MB of storage is required within 24 months of contract award in the North Pole/Fairbanks area.
