Solicitation SPE603-19-R-0507
DFSP Charleston - Joint Base Charleston, SC
General Questions & Answers:
1) Q: We have not yet seen answers to questions for this solicitation – which is due on
April 10, according to the last Amendment. Do you anticipate releasing Q&A prior to April 10 or do you anticipate another extension?
A: The questions and answers were posted on Amendment 0005 through FBO and an extension was granted though Amendment 0006 – please see FBO for Amendment 0005 and 0006.
2) Q: The Proposal for Charleston is due tomorrow? April 10th?
A: Per Amendment 0006 an extension was granted to April 12, 2019 1:00PM Fort
Belvoir, VA time. Please see FBO for all Amendments posted in reference to Solicitation
SPE603-19-R-0507.
3) Q: Due to the extensive amount of information released with Amendment 0005, we kindly request an extension to the proposal due date. This will afford bidders the time necessary to review all documentation and to submit sound proposals.
A: Per Amendment 0006 an extension was granted to April 12, 2019 1:00PM Fort
Belvoir, VA time. Please see FBO for all Amendments in reference to Solicitation
SPE603-19-R-0507.
4) Q: While reviewing the revised PWS for the Charleston project, I noticed that there is new language that is not highlighted. Section C-4.13.18 includes new language that is not highlighted, specifically "CFR Part 192". It concerns me that there may be other changes in the revised PWS that are not highlighted, so a lot of time will have to be spent comparing the two versions of the PWS to look for other changes.
With the proposal due tomorrow afternoon it does not leave a lot of time to incorporate answers to questions, a new wage determination, and the revised PWS.
Can you confirm that there are no other changes to the PWS that are not highlighted correctly? If not, an extension of a couple of days would be helpful to ensure we can compare the new PWS to the original.
Also, CFR Part 192 is the code for natural gas pipelines, which do not exist at DFSP
Charleston. The correct regulation is CFR Part 195.
