Q&A

1) Is the scope and volume of services the same as the incumbent contract as it will be under this Contract?

Solicitation SPE603-18-R-0521 scope and volume of services is different compared to the current contract at this location.

2) For Truck Cold Refueling Operations and Direct Refueling Operations (VQ-4 0000-2400 services defined in the Appendix A hours of operation table), do personnel need to be on site continuously for these 0000-2400 services or are they able to be on-call and arrive with short notice?

See PWS, updated Appendix A-1, Hours of Operation Table.

3) May you please provide the average gallons of fuel that are issued for different hours of the day by fuel type?

See PWS, updated Appendix A-3, Annual Workload Distribution.

4) Are two operators required to be present when performing refueling services?

See PWS, C-2.1.2, (NAVAIR) 00-80T-109, Aircraft Refueling Naval Air Training and Operating Procedures Standardization (NATOPS) Manual, and all other applicable military, federal, and commercial policies regarding the performance of aircraft fuel servicing operations.

5) What does GSE stand for?

See PWS, updated Appendix B, Ground Support Equipment (GSE).

6) Does JP-5 from the JSF Chilled Fuel Site require its own designated refueler truck different from the refueler trucks used for JP-5 from other tanks?

See PWS, updated C-3.1.3 Cargo Tank Capacity.

7) What are the requirements for a heating oil truck? Is the contractor required to provide this?

See PWS, updated C-2.4.2 Delivery, C-2.7 Product Quality Surveillance, and C-3.1 Vehicles and Equipment.

8) In C-3.1.3, the 2 – 8,000 g refuelers specified for issuing chilled fuel to the F-35– Are these two the same two as specified in C-3.1.4 that must be capable of 600 GPM & have a 75” hose, or is this a separate requirement?

See PWS, updated Sections C-3.1.3 and C-3.1.4; these are two separate requirements.

9) After off-specification fuel products (test fuel) are defueled, how will the Contractor dispose of the fuel?

See PWS, C-2.5 Recyclable and Recoverable Fuels and C-2.11 Environmental.

10) As the refuelers are no longer required to be yellow, what is the required paint scheme?

77) C-3.1: Will the contractor be provided copies of all the relevant national vehicle requirements for bulk fuel carrying vehicles including NFPA 407, DOT 406, NFPA 385 and ATA spec 103?

Not provided; due to copyright laws, contractor is responsible for expenses associated with obtaining these documents.

78) Please clarify specific requirements of contractor responsibilities. The solicitation requirements (listed below) are confusing. It appears the contractor will do all the into-plane servicing, but the Navy provides all the bulk storage operations, inventory management, service station operations and laboratory fuel testing. Would need to have a better understanding to properly account for manning requirements.

a. Para C 1.2: The NAS Patuxent River bulk fuel facility is a widespread system of tanks and components interconnected by pipeline and operated by a workforce consisting of civil service and military personnel.

The contractor interface with these systems is to receive products, jet fuels, AVGAS, and ground fuel, from a series of driver operated fillstands. However, three fuel systems, the service station, Joint Strike Fighter – chilled fuel site, and the two tanks VQ-4 direct fueling system, are operated by the contractor workforce. Other contractor workspaces consist of the administrative, personnel and refueler maintenance Bldg. 2622, the adjacent refueler parking area.

See PWS, updated Appendix A and updated C-1.2.

79) Please clarify when plans are due. We assume 60 and 30 days after contract award but it reads as if they are due with the proposal.

a. Para C.1.3-Contractor Detailed Plans: The Contractor must submit all detailed plans listed below to the Contracting Officer for review and acceptance no later than 60 days prior to the start of the contract performance period and ensure that all required plans are accepted and approved by DLA Energy 30 days prior to start of the contract performance period.

See PWS, C-1.3.

80) Please clarify the number of bowsers and time required on a daily/monthly average to collect the recoverable fuel as outlined in para C-2.5 (i.e. 10 bowsers per day taking 2 hours to complete).

a. Recyclable and Recoverable Fuels: The Contractor must be responsible for recycling and recovery of aviation and ground fuels aboard the installation. This includes, but is not limited to, quality surveillance samples, facility maintenance activities, and tank bottoms. The Contractor must be responsible for

Q&A coordinating with the COR for disposition of all recoverable and recyclable fuel stocks in accordance DLA Policies and Instructions. All products classified as non-reclaimable are collected and disposed of by the installation.

There is no such requirement as stated in question 80 IAW PWS; used oil is not a requirement of this

PWS.

81) Please confirm that the Navy, as outlined in solicitation, performs all fuel facility maintenance (other than operator maintenance at VQ-4).

The Navy and/or DLA Energy centralized maintenance programs perform all fuel facility maintenance other than operator maintenance at VQ-4.

82) Please clarify the average time to travel to different ramps for refueling. The PWS establishes a 20-minute response time for all aircraft, so we must know that we can respond in a timely manner from the parking lot. Or that we would need to preposition refueling units at locations to meet the requirement.

The Government is not providing the requested information regarding travel time.

83) Need clarification on this statement in para C1.6.1: As far as we can ascertain, the contractor does not test fuel beyond visual tests, but are required to sample products and equipment for Navy tests. Is the Government referring to providing the samples?

a. Unforeseen workloads such as the testing of fuels after normal laboratory duty hours or contingency support of any type are not quantified but are required to be supported.

Contractor provides sample and government test samples.

84) The PWS states two of the 8K refuelers must be able to pump 600 gallons per minute (GPM) through a 75’ foot hose. Two separate types are required for aviation fuel (F24 and JP5; furthermore, the JP5 is divided to chilled and non-chilled). Will the Government provide the product type required for the refuelers with the 600 GPM and 75’ hose and if chilled fuel or not?

See PWS, updated C-3.1.3 and updated C-3.1.4.

85) What is the GPM and nozzle pressure requirement for ground product trucks?

See PWS, C-3.0.

86) Do the ground product trucks require a Sculley OFE equipment with high level and high/high level?

See PWS, C-2.1.2

87) We understand that any dual product trucks we provide will require duel-dispensing systems.

Assuming the refueler is a single product truck, do any of the refuelers require dual hoses?

See PWS, C-3.0.

88) It is understood that over the road refuelers will not have FOD-free tires. Do any refuelers operated on the flight line require FOD-free tires? May policy documentation be provided if this is a requirement?

Currently - Non-FOD tires are not required by the base airfield safety office.

89) Please clarify that at the chilled fuel direct refueling site, the contractor’s only responsibility is to operate the fuel chiller. It is our understanding that the dead-man operator, fireguard and attended nozzle are someone other than the Contractor.

See PWS C-2.1.2; the contractor is responsible for the dead-man operator.

Q&A

90) Will the Government confirm how they would like the Contractor to price equipment and staffing required for Joint Strike Fighter (JSF) operations? Should we price this under a separate line item?

Currently the OSP defines all services and equipment be included in a single line item.

Section B of the Solicitation has been amended to price as a separate line item.

91) What is the incumbent contract number?

SP0600-14-C-5405

92) What is the dollar value of the incumbent contract?

The Government is not providing a response to this question.

93) What is the period of performance of the incumbent contract?

Jan 1, 2014 – Dec 31, 2018 (5 years), with a 6-month option to extend.

94) Reference RFP, page 3, paragraph E., and Instructions to Offers, b: There appears to be a conflict in the Past Performance submittal requirement. Please confirm if a copy of each PPQ is to be submitted as well as the Past Performance narrative.

Yes, please submit both.

95) Reference Instructions to Offers, Proposal Organization, Volume I, b.ii, and PWS C-1.7 Essential Personnel: Please clarify if resumes for Essential/Key personnel are to be provided with the proposal, or 30 days prior to the start of the contract.

The PWS requirement for submission of resumes pertains to performance of the contract and approval of the nominated essential personnel prior to contract performance. Offerors should review sections L & M of the solicitation in determining what content to include within their proposals.

96) Reference Instructions to Offers, Proposal Organization, 3.iv. Questionnaires: Is it acceptable to the Government to use recently completed questionnaires on file with DLA-E through other procurements?

This will save the Contracting Officer’s time in having to complete multiple questionnaires for the same contractor.

Yes, as long as they were submitted to DLA Energy less than (1) year prior to the solicitation closing date. Please note the Solicitation number and Contract Specialist who originally received them. Please note that the Past Performance will be evaluated for recency and relevancy in accordance with the solicitation terms and conditions.

File details come from the government source that posted it.
