About this file

This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the Defense Logistics Agency (DLA) Energy. The document authorizes the procurement of 2,100,000 U.S. gallons of Turbine Fuel, Aviation (JAA) from Petromax Refining LLC, with an estimated value of $5,204,549.70. The procurement is a one-time buy to address a critical, urgent need resulting from a stop-work order issued to Petromax under its existing contract, with the performance period from July 6, 2025, to August 5, 2025.

The J&A was issued under unusual and compelling urgency provisions, as Petromax was the only vendor capable of delivering the required fuel quantity within the specified timeframe. The fuel must conform to ASTM D 1655 standards with specific quality assurance provisions. The procurement is funded through Defense Working Capital Funds for FY25 and is part of the Inland/East/Gulf Coast (IEG) Bulk Petroleum Products solicitation. DLA Energy considers this a bridge contract pending the conclusion of larger FY25 IEG annual procurement actions, with the goal of alleviating potential fuel inventory shortages.
