• REQUEST FOR PROPOSAL (RFP)
• FULL AND OPEN COMPETITION
- No Small Business (SB) Set-asides
• CONTRACT TYPE:
- Single Award, Indefinite Delivery, Indefinite Quantity (IDIQ) with a government estimate of 45,000 BBLS of fuel moved per month
• PRICING:
- Fixed-Price; invoices to be submitted on a monthly basis
• SOLICITATION CLOSING DATE/TIME:
- 10 June 2019 / 1:00 pm EDT (“late is late!”)

• LOCATION:
• Tokyo Bay area, Japan
• REQUIREMENTS:
• The Government is seeking to move approximately 45,000 BBLs of Jet Fuel
(JA1, JP8) per month from Defense Fuel Supply Point (DFSP) Hakozaki to DFSP Tsurumi via Barge. Total anticipated volume is 1,080,000 USG; anticipate 30 transits per month*.
• Time charter basis; barge must be available for services 24 hours a day/7 days a week.
• PERFORMANCE PERIOD:
- September 1, 2019 – August 31, 2021.
*A larger capacity barge may result in less movements per month.

• ADMINISTRATION POINTS OF CONTACT:
DLA Energy contract team manages contracts from “cradle-to-grave” – from solicitation through evaluations, to award, administration and close-out. As such, your administration office will be the same as your procurement office.
The United States Navy also plays a key role in the administration of this contract. A Contracting Officer’s Representative (COR) will be appointed by the Navy and the Navy will manage service calls for the Barge service.
• MODIFICATIONS:
Will be handled by the Contract Administrator and Contracting Officer.
