Delivery Notes: Delivery Notes: Acceptable locations, pipeline, entry into DFSP CEPS are: France:

Marseilles (Lavera), Feyzin, Le Havre Belgium: Antwerp, Ghent Netherlands: Rotterdam (Pernis) Germany: Lingen The only acceptable point of entry for tanker deliveries is Marseilles, France. CEPS will only accept origin pipeline deliveries. The custody transfer point is the connecting valves into the CEPS for product offered into the entry points of Ghent and Le Havre (commercial terminals). Offerors will need to obtain CEPS entry capacity through CEPS managing agent, independent of DOD.

Transportation capacity rights, interim storage and all other costs associated with offered locations Ghent or Le Havre will be the responsibility of the supplier an should be reflected in the overall price. Any cost for interim storage will be paid by the contractor. The parcel size indicated is representative of the historical pipeline batch quantities. The delivery order process begins in the month preceding the delivery month with the execution of a monthly nomination/delivery order that represents the total quantity needed for the following delivery month. Suppliers use this monthly nomination quantity to develop an ingress schedule of JA1 into the CEPS. Once the schedule is confirmed between the CEPS agent, supplier and the DLA Energy Ordering Officer, the monthly nomination will be modified to the first batch amount of the month. Subsequent batches will be issued via separate delivery orders based on the remaining ingress dates and quantities.

Ocean Tanker offers are an FOB Origin basis unless otherwise specified in schedule B-1. DLA-Energy reserves the right to reject any offer requiring the use of DLA Energy Facilities for delivery by tanker to requiring activity. Ocean tanker deliveries into the Central European Pipeline System (CEPS) or Government Pipeline & Storage System (GPSS) require certification of performing vessels prior three (3) cargos as FAME (Fatty Acid Methyl Ester) free or, in instances where any of prior three (3) cargoes contained FAME, identification of which cargoes tanks, FAME concentration (i.e. 5%, 15%, etc.), as well as certification that affected tanks were prepared in accordance with the guidelines established in the Energy Institute (EI) HM50 document. Upon request, vessel must be prepared to provide previous cargo documentation and cleaning history demonstrating compliance with HM50 guidance.

All entry points into the CEPS require the fuel to include SDA with conductivity levels between 150-250 pS/m, with the exception of France entry points: Marseilles (Lavera), Feyzin and Le Havre where SDA is not required.

Lavera: The Government will be allowed a minimum of 1 hour laytime for every 3,800 barrels of cargo.
