The purpose of Amendment 0001 is to answer requests for information received from potential offerors, add contract text F1 DELIVERY CONDITIONS FOR TANK CARS, BOXCARS, TRUCKS, TRANSPORT TRUCKS, TRUCKS AND TRAILERS, TANK WAGONS, PIPELINE, AND LIGHTERS (DLA ENERGY JAN 2012) to this solicitation, remove contract text L2.11-3 FACSIMILE PROPOSALS – COMMERCIAL ITEMS (DLA ENERGY NOV 1999) and L2.11-4 E-MAIL PROPOSALS (DLA ENERGY OCT 2010) and establish a cutoff date for requests for information and answers for potential offerors.

1.) The following are requests for information and answers that have been received:

I. Question: Is there an excel breakdown of the locations, volumes and required cargos for the locations which are part of this solicitation?

Answer: No, there is not an excel breakdown of the locations, volumes and required cargos for the locations which are part of this solicitation.

II. Question: Is there any 'Offer Submission package OSP' word document. If not, will offerors only complete the information requested at OET web?

Answer: We are no longer utilizing an Offer Submission Package. Everything pertaining to a vendor’s offer should be filled in through the Offer Entry Tool (OET). In addition, multiple attachments to support your offer can be uploaded through OET. There are no attachment size restrictions.

III. Question: For line item 0015: information about the Spanish Pipeline. Could offeror deliver the product ex- Cartagena refinery?

Answer: DLA Energy cannot advise of which refinery a vendor chooses.

IV. Question: For line item 0011: offeror would like to confirm that the additives are correct. The additives are the same as last year when the product demanded was JP8 instead of Jet A1.

Answer: The additives listed for line item 0011 are correct. Offeror must provide Jet A1 with all additives.

V. Question: Deliveries FOB Origin by tanker: Could you please specify how many days/months in advanced we receive the date on which delivery should be made? What flexibility would we have to make the delivery based on our availability?

Answer: Please refer to DLA Energy contract text F52 TANKER/OCEAN-GOING BARGE DEMURRAGE AND LOADING CONDITIONS (DLA ENERGY JAN 2012) of the solicitation.

VI. Question: Deliveries FOB Origin Item 0015: Could you please specify how many days/months in advanced we receive the date on which delivery should be made? What flexibility would we have to make the delivery based on our availability?

Answer: Line item 0015 is for Pipeline Destination only. Additionally, please refer to the below contract text F1 DELIVERY CONDITIONS FOR TANK CARS, BOXCARS, TRUCKS, TRANSPORT TRUCKS, TRUCKS AND TRAILERS, TANK WAGONS, PIPELINE, AND LIGHTERS (DLA ENERGY JAN 2012), which hereby has been added and is now incorporated into this solicitation.

VII. Question: Page 25 of 98 requires offerors to use the OET tool; the second set of instructions on page 86 onwards allows email (page 91) or facsimile offers (page 90). Will the Government please clarify how the offerors are to submit their proposal – via OET, mail or fax?

Answer: The Government will only be allowing offerors to submit their proposal via OET. Contract text L2.11-4 EMAIL PROPOSALS (DLA ENERGY OCT 2010) is hereby removed from the RFP.

VIII. Question: If submission is via the OET, will the Government please specify clearly what additional items are to be provided in addition to completion of the OET data fields?

Answer: In addition to completing all the fields in OET pertaining to a vendor’s offer, please submit all supply commitment letters, and any fillable clauses from the solicitation package document as attachments within OET after completing. Vendors also have the option to provide vendor notes within OET if there is an additional information the vendor wants to make DLA Energy aware of for the evaluation of an offer.

IX. Question: Will the Government please clarify the structure of the solicitation, to allow offerors to easily identify the items to be provided as part of the proposal response?

Answer: The first portion of the RFP is DLA Energy’s system generated form (SF 1449). The clauses shown in the first portion of the RFP are automatically generated within DLA’s contract writing system. In addition the list of attachments in Section J of the SF1449 on page 20 are for contracting purposes of when we upload the attachments in our contract writing system We combine the following pages to ensure all additional required clauses and contract text are listed. All clauses and contract text throughout the entire RFP must be adhered to regardless of their location in the document. DLA Energy has no control of the build of the two portions as we need the entire SF 1449 to be included to show the schedule in Section B, along with ensuring all required clauses and contract text are captured in the second portion of the document.

X. Question: If offerors are maintaining up to date reps and certs within SAM, are there any other reps and certs specific to this solicitation that need to be completed via OET in the form of document attachments?

Answer: Yes, offerors must provide Material Safety Data Sheets. Please refer to page 26 of 98 within the solicitation package under Hazard Communication Standard Notice.

XI. Question: Under L2.07 Evidence of Responsibility on page 89 of 98 of the main RFP, how are offerors to submit evidence of supply commitments – can they be uploaded via OET?

Answer: Yes, an offeror should upload evidence of supply/supply commitment letters as attachment in OET.

XII. Question: How are offerors to submit those additional representations and certifications via OET?

Answer: Offerors should fill out any fillable clauses (e.g. FAR 52.222-25 and 52.22-25, 52.204-20)/representations and certifications from the RFP document and attach completed portion in OET. Please ensure all fillable clauses throughout the document and each section are reviewed and filled out to be submitted as attachments. Only the applicable pages with fill-in clauses are necessary.

XIII. Question: The FAR clause requires offerors to list any HAZMAT to be delivered under this contract. How is the offeror to submit this information within OET?

Answer: Vendor can indicate this information under vendor notes.

XIV. Question: The RFP lists the subfactors for evaluation on page 91, but it is unclear how those factors relate to the sections in OET. Will the Government explain how the structured questions/data fields in OET correspond to these evaluation subfactors and how the Government will use the OET submission to evaluate acceptability under those subfactors?

Answer: The subfactors are listed to show how an offer will be evaluated upon review after closing. All of the subfactors must be found acceptable to find an offer technically acceptable during evaluations. Offerors are to fill in all applicable fields within OET pertaining to their bid to be evaluated. If the information that has been submitted from an offeror is not found fully technically acceptable during evaluations, the contract specialists will request the necessary information from the vendor to bring the offer to a status of technically acceptable during negotiations. If the requested information is still not received or is inadequate prior to close of negotiations the offeor will be found technically unacceptable.

XV. Question: Max parcel: the max parcel has been changed. Last year was 9.870.000 USG and this year the quantity has been considerably decreased. Could you please confirm that is correct?

Item 8 tanker CEPS (BELGIUM CEPS): 90.000.000 USG / 235,000 BBL Item 13 tanker GPSSUKPL - CLH-PS/DFSP GPSSUKPL: 58.000.000 USG / 235,000 BBL Item 11 tanker ROTA: 40.000.000 USG / 235,000 BBL Item 14 tanker NIPS-NORTHERN ITALIAN PIPELINE: 13.500.000 USG / 120,000 BBL Item 15 SPANISH PIPELINE: 5.000.000 USG / 85,000 BBL
