About this file
This document is an Amendment of Solicitation (Standard Form 30) and multiple Statements of Objectives (SOOs) for a Defense Logistics Agency (DLA) Energy contract for aerospace energy product deliveries across the U.S. Southeast Region. The solicitation (SPE601-25-R-0310) seeks a five-year contract for delivering Aviator's Breathing Oxygen (ABO), Liquid Oxygen (LOA/LON), Liquid Nitrogen (LNB/LNL/NSP/LN8/LN9), and Liquid Argon (LAA) to 44 military and government installations. The estimated requirements include 3,284,810 UG6 of ABO, 13,500 TN of LOA, 2,620 TN of LON, 5,189,585 UG6 of LNB, 11,977,460 LB of LNL, and other specified quantities of gases.
The contract will be a Firm Fixed-Price Type Requirements Contract using FAR Part 12 procedures, with a performance period from July 1, 2025, to June 30, 2030. The solicitation closes on March 24, 2025, and utilizes 41 U.S.C.3304(a)(1) statutory authority, suggesting a limited competitive environment. Associated service line items include aborted quantity handling, detention, equipment usage, expedited delivery, tank hot fill, and equipment installation/removal. Delivery requirements are highly specific, with each location having unique tank specifications, delivery windows, security protocols, and quality assurance requirements. Contractors must provide U.S. citizen delivery personnel, meet stringent product specifications, and comply with detailed technical and safety standards for cryogenic gas delivery.
