The customer STATEMENT OF OBJECTIVES

TSW – CDSEDWRDS2

11 Mar 2024

Scope: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Liquid Nitrogen (LN2) to Edwards AFB, CA into a Government-owned tank at the Air Force Research Lab (AFRL) Gaseous Nitrogen (GN2) Conversion Facility. The Contractor shall provide all product, materials, supplies, management, tools, equipment, transportation and labor necessary for the delivery of requested product f.o.b. destination to AFRL at Edwards AFB, CA.

Product: LN2 (NSN 9135-01-665-3253), Type II, Grade B shall meet the requirements of MIL-PRF-27401H.

One copy of the Certificate of Analysis (COA) for each sample required by the specification shall be submitted by the Contractor as an attachment to Wide Area Workflow (WAWF). In addition, the Contractor shall include a copy of COA to accompany each delivery to be provided to the customer at the end of the pipeline. Product Delivery: Routine deliveries shall be made within 7 days after receipt of an order from the appointed Delivery Scheduler. Expedited deliveries shall be made within 3 days after receipt of an order from the appointed Delivery Scheduler.

Description of Government-Owned LN2 Tanks:

LN2 shall be delivered into the following Government-owned storage vessels listed below. The storage vessels will be trailer accessible.

Fill Line Restriction Orifice: If it is determined during supplier site visits or upon review of Customer tank technical information, that additional tank over-pressure protection is required to comply with CGA P-59, Prevention of Over-Pressure during Filling of Cryogenic Vessels, the Contractor shall identify the deficiency to the designated Customer representative(s) for implementation of corrective action. The Contractor may be requested to provide and install the additional tank protection, which may encompass any of the methods identified in the P-59. NOTE: Over-pressure protection devices shall not be installed on Customer-owned storage tanks without prior coordination with DLA Energy Contracting Officer and the activity that physically possesses the tank(s).

Tank Hot Fill: Occasionally, the Contractor may be required to perform a “Hot Fill” in order to cool-down and refill any tank that has gone empty and is warm.

Contractor Equipment and Service Requirements for GN2 Conversion Facility: The LN2 is converted to GN2, compressed and delivered through an existing Government owned, 1 inch GN2 pipeline system. Approximate length of the pipeline is 12 miles. The system shall be monitored daily by an on-site Contractor representative, Monday-Friday, 0700-1600 hours, and on rare occasions on weekends. Monitoring the system includes reading and interpreting various system flow instrumentation and making pressure and flow adjustments as required to support GN2 pipeline flow requirements. Contractor operator may be required to work overtime to include extended weekday shifts and possibly weekends to support emergency and priority demands. The requirement to operate the GN2 facility beyond the normal 0700-1600 hours, Monday-Friday is expected to be about 600 hours per year and may exceed this estimate depending on the emergency and priority demands.

The Contractor shall provide one liquid pump assembly for backup of the GN2 conversion system at the GN2 Conversion Facility to assure continuous uninterrupted supply. The Contractor supplied pump must be equal in capabilities to existing on-site Government pumps which are manufactured by Nikkiso Cryogenics Industries with part number 15320-10 and serial numbers 134061 and 131561, three piston type with flow rate of 14.6 gallons per minute. The backup system is required to be operable within 4 hours of Government pump failure. The cost for install and removal of pumps will be included in the Monthly Facility Fee. The Contractor shall operate the high pressure GN2 system and provide uninterrupted supply of GN2 to the existing Air Force high-pressure pipeline at Edwards AFB. Inspection and Acceptance: Inspection for quality shall be performed at origin. Quantity determination and acceptance by the customer shall be at destination. Contractor shall obtain customer signature for delivery at each location for acceptance of quantity. A copy of the signed quantity acceptance document must be attached to the WAWF invoice submittal for payment. Comment by Mayfield, Alex M CIV DLA ENERGY (USA): Here it says quality inspection is a origin, so again, why would you need a tech, stationed at the destination, to guarantee the product for testing, when it has already been inspected and accepted at origin?

Contractor-Provided Equipment Installation: Contractor shall install their Contractor provided equipment, a backup liquid pump assembly, within the existing system footprints, no later than 30 calendar days from start of contract performance. The Contractor shall also perform all inspections and maintenance of Contractor provided equipment to assure systems provide safe and uninterrupted support. The Contractor will coordinate with the current supplier to effect removal of current equipment and installation of new equipment, or to retain the current equipment. The Contractor may be required to provide a temporary system during change out of existing system or tanks to eliminate any delay in supply of product.

Contractor-Provided Equipment Removal: Contractor provided equipment shall be removed by the Contractor within 30 calendar days after contract termination. The Contractor will coordinate with the follow-on supplier to effect removal of current equipment and installation of new equipment.

Security Requirements: Delivery personnel shall be U.S. citizens. In addition, delivery personnel must possess a state or federally issued photo ID that displays the driver’s full name and date of birth. Deliveries to Military installations will require delivery personnel provide social security number and be subjected to background checks. Driver may also be required to provide proof of insurance and vehicle registration. Some locations will require delivery personnel be escorted while making deliveries. All delivery vehicles are subject to search by security personnel prior to accessing delivery location and while on each facility.
