SPE60122R0305 - 0004

The purpose of amendment 0004 is to:

A .Change the closing date FROM: 15 April 2022, at 2:00 PM Central Daylight Time (CMT) TO: 25 April 2022, at 2:00 PM Central Daylight Time (CMT).

B. Provide responses to Industry questions:

1) Can the bulk tanks be filled during testing?

Government Response: No. During testing the facility is in a strict “remote operations” status due to the hazards associated with firing experimental liquid rocket engines. The tanks may be filled prior to testing and approximately 1 hour following a rocket engine test.

2) Please provide equipment schematics for all government-owned equipment for all products.

Government Response: Attachment A is a basic schematic for the LH2 tank. The other tank is identical with the exception of the flare stack connection and total tank volume. Attachment A is embedded in the SF- 30 at the paperclip

3) Will the government consider adding additional government-owned or contractor-owned storage for the LN2 or LH2.

Government Response: We currently lack funding to add additional storage capability. The project may be funded in the future to add storage capability, but for the foreseeable future there will be no additional storage.

4) Clarify storage for LN2 and LH2 for each product - equipment drawings, description of fittings, and provide pictures?

Government Response: We do not have drawing that we can release. The trailer connection is currently a 2” Class 150 Raised Face ANSI flange, but we will build / buy whatever fitting the trailer offload requires.

5) When is initial liquid nitrogen (LN9) delivery required and estimated quantity?

Government Response: Initial required deliveries on 1 Jul 22 and 1 Aug 22. The 100 TNs of LN2 is needed over the entire month. The first fill will be roughly 50 TNs to chill and fill tanks. Subsequent deliveries will be roughly once a week and require around 25 TNs.

6) What is the liquid nitrogen (LN9) delivery frequency, quantities of fills, per day, per week, per month and how much time between cycles?

Government Response: Approximately 5,000 gallons per fill. Approximately three needed per week.

7) Is there a surge period for liquid nitrogen (LN9), if so when and how often?

Government Response: No.

8) When is initial liquid hydrogen (LHB) delivery required and estimated quantity?

Government Response: Currently estimated in the October to November timeframe. Initial quantity will be approximately 16,500 gallons to chill-in and fill the propellant tank.

9) What is the liquid hydrogen (LHB) delivery frequency, quantities of fills, per day, per week, per month and how much time between cycles?

Government Response: 4,000 – 7,000 gallon deliveries will be needed. The frequency will start out slower in the beginning and growing to 2-3 per week during test campaigns.

10) Is there a surge period for liquid hydrogen (LHB), if so when and how often?

Government Response: There should be no surges. The only times when more may be needed is if the tank needs to be drained. That would then require a 16,500 gallon delivery to chill and fill the tank.

11) When is initial gaseous hydrogen (GH2) delivery required?

Government Response: October / November timeframe

12) What is gaseous hydrogen (GH2) delivery frequency, quantities of fills, per day, per week, per month and how much time between cycles?

Government Response: GH2 trailer swapout will be a function of trailer size and pressure. With a standard size assumed, we should be able to get about 4 tests before needing a swap. Estimated need is 1 trailer per week.

13) Is there a surge period for gaseous hydrogen (GH2), if so when and how often?

Government Response: No.

14) In accordance with statement of objectives, tank 1 shows that it is a high-pressure tank at 500 and tank 2 shows standard pressure. Will tank 1 have a pump or is it maintained at a lower pressure? (This may require tank venting to fill unless there is a pump onsite).

Government Response: Both tanks will be operated at near atmospheric pressures (less than 10 psig) during offloads and storage periods. They will only be pressurized during engine firings.

15) Are Site Visit available?

Government Response: Yes,in accordance with solicitation Attachment B - DLA Contract Text Clause L-0004 L54.02 SITE

VISIT (AEROSPACE ENERGY) (DLA ENERGY APR 2006)

(a) It is the responsibility of the offerors to inspect the site where supplies are to be delivered and/or services are to be performed and to obtain all available information about the site necessary to satisfy themselves about general and local conditions that may affect delivery as well as cost of contract performance, to the extent that the information is reasonably obtainable. Offerors are responsible for any costs incurred for any site inspection and for obtaining information.

(b) In no event shall failure to inspect the site constitute grounds for a claim after contract award.

(c) Offerors who are interested in a site inspection should not contact the customer(s) directly, but forward such request(s), in writing, directly to the DLA Energy Point of Contact for this procurement, shown in Block 7 of the Standard Form 1449.

Offerrors interested in participating in the site inspection on Tuesday, April 19, 2022, shall immediately notify the Contracting Officer at email: tammie.campbell@dla.mil. Site visit request shall include name (s), phone number(s), and email(s) of personnel attending the visit .
