SPE60122R0305 - 0002
The purpose of amendment 0002 is to:
A .Change the closing date FROM: 11 April 2022, at 2:00 PM Central Daylight Time (CMT) TO: 15 April 2022, at 2:00 PM Central Daylight Time (CMT).
B. Change solicitation line item 0006 quantity FROM: 5, 750 MC TO: 1,200 MC.
C. Provide revised solicitation Attachment G - Pricing Worksheet.
D. Provide responses to Industry questions:
1. Please clarify the logistics expectations for the LN2 100 tons of product delivered on 7/1/22 & 8/1/22. Is the quantity required to be filled into the Government-owned trailer all at one time on these dates? If so, what is the fill window on these dates? This clarification is essential to contemplating logistical costs and pricing contemplation.
Government Response: The 100 TNs of LN2 is needed over the entire month. The first fill will be roughly 50 TNs to chill and fill tanks. Subsequent deliveries will be roughly once a week and require around 25 TNs.
2. In regard to the overall annual liquid Hydrogen quantities, please confirm that the Government agrees that 310,000 pounds is equal to 59,520,000 scf. This is a significant quantity of product. Please confirm these quantities are correct. What are the frequencies and quantities of fills, per day, per week, per month? This clarification is essential to contemplating logistical costs and pricing contemplation.
Government Response: Customer does not typically refer to SCF for liquids. Assuming there is roughly 4.4 lbs/scf of LH2, the volumetric amount at STP should be closer to 70,000 scf (or better put, ~525,000 gallons).
3. In regard to gaseous Hydrogen, 1,500,000 scf per year equates to about 38 contractor standard trailer loads for transfers to the Government-owned trailer. This quantity is significant. Please confirm these quantities. What are the frequencies and quantities of fills, per day, per week, per month? This clarification is essential to contemplating logistical costs and pricing contemplation.
Government Response: Required quantity for gaseous Hydrogen has been changed FROM: 5,750 MC TO: 1,200 MC (which is approximately 400 MCs per year). Deliveries of a new trailer load would be required roughly once a week during test operations (6 months out of the year). The ability to receive two trailers in a week could be needed to meet test cadence. Revised solicitation Attachment G – Pricing Worksheet SPE601-22-R-0305, is being issued with amendment 0002.
4. In regard to liquid Nitrogen, 210 tons equates to 5,796,00 scf. The contractor would need to furnish about 9.5 contractor loads to fill the Government-owned trailer in two days. This quantity is significant. Please confirm these quantities. What are the frequencies and quantities of fills, per day, per week, per month? This clarification is essential to contemplating logistical costs and pricing contemplation.
Government Response: Requirement is for LN2 not GN2, AFRL does not use SCF. 1 TN is roughly 300 gallons of LN2. The 100 TNs of LN2 is needed over the entire month. The first fill will be roughly 50 TNs to chill and fill tanks.
Subsequent deliveries will be roughly once a week and require around 25 TNs.
5. Please confirm the capability of the AFRL-owned GH2 tube trailer.
Government Response: AFRL customer is working to procure a GH2 tube trailer with projected (MAWP of 2,200 psig), in the event trailer is not acquired before contract award, the customer will request a GH2 trailer rental outside of a DLA Aerospace Energy contract.
6.Can you confirm for me the unit of measures that are used in the pricing excel sheet?
Government Response: The units of measure in Attachment G – Pricing Worksheet SPE601-22-R-0305 are:
LB = Pounds TN = Tons MC = Thousand Cubic Ft
7. What is MC?
Government Response: MC represents Thousand Cubic Ft
8. Can you confirm that TN means ton?
Government Response: Yes, TN is the acronym for Tons.
9. Can you confirm the propellant Hydrogen quantity is accurate? Calculated would come to roughly 60 million scf and I wanted to make sure that it is accurate.
Government Response: See Government response to Question # 2.
10. Do you own the tanks?
Government Response: Yes, tanks for this requirement are Government-owned, see solicitation Attachment A – Statement of Objectives for more details.
PAGE 3 OF 5 PAGES
a. What size are the tanks?
Government Response: Each product type tank capability is provided in solicitation Attachment A – Statement of Objectives.
b. Would we be able to have our inspector look at the tanks? Can we schedule a site survey?
Government Response: Yes, in accordance with solicitation Attachment B Aerospace Contract Text, DLA Clause L-0004 L54.02 SITE VISIT (AEROSPACE ENERGY) (DLA ENERGY APR 2006) offerors are authorized to conduct site visits:
(a) It is the responsibility of the offerors to inspect the site where supplies are to be delivered and/or services are to be performed and to obtain all available information about the site necessary to satisfy themselves about general and local conditions that may affect delivery as well as cost of contract performance, to the extent that the information is reasonably obtainable. Offerors are responsible for any costs incurred for any site inspection and for obtaining information.
(b) In no event shall failure to inspect the site constitute grounds for a claim after contract award.
(c) Offerors who are interested in a site inspection should not contact the customer(s) directly, but forward such request(s), in writing, directly to the DLA Energy Point of Contact for this procurement, shown in Block 7 of the Standard Form 1449.
