SPE60121R0304 - 0001

The purpose of Amendment 0001 is to provide responses to Industry questions and attach updated Statement of Objective (SOO) documents for Attachments A-D to reflect the unit of measure in pounds (lbs) and revise the tank capacities for the Anniston Army Depot, AL location.

1. SF1449 – Page 3 Section 2 states only one award is intended, please confirm DLA Energy will not consider multiple awards to be made.

Government Response: DLA Energy’s intent is to award a single contract award, however, DLA Energy will consider multiple awards to be made.

2. Is there any consideration to waive the specification requirement for the load line filter for supply to Robins AFB, GA as well?

Government Response: The tanks at Robins AFB, GA are government-owned, which will have in-line filters. If the tank has an in-line filter, then it cannot be bypassed unless the tank is a commercial specification tank and is only rated for 50 PSI.

3. Please confirm the tank sizes stated in the SOO for Robins AFB, GA are in pounds (lbs).

Government Response: The tank sizes in the SOO for Robins AFB, GA have been converted in lbs. Please see attached updated SOO for Robins AFB, GA.

4. Please confirm if there is also an argon testing waiver for Tinker AFB, OK.

Government Response: There is no argon testing waiver for Tinker AFB, OK. Also, if vendors are able to conform to the testing requirements for the Anniston Army Depot, AL and Robins AFB, GA locations, then no waiver for those locations will be necessary.

5. In the main document it says, “a detail description of requirements to be acquired is listed on schedule SF 1449.”

How do we access this schedule 1449?

Government Response: The detail description of requirements to be acquired are listed in the attached “SF1449_SPE60121R0304” under each line item number beginning on Page 6 – Page 19.

6. Can you provide the size of the tanks that need to be filled? No unit of measure is listed in the attached documents.

Government Response: The size of the tanks are in the schedule under the respective line items. The unit of measure for all tank sizes have been converted to pounds (lbs) on the documents. Please see the attached updated SOOs, which indicates the unit of measure in lbs.

7. We would like to make site visits to each location to verify there is room to get our trucks in and out and make sure our telemetry system will work. Please provide contact information for each base so we can set up site visits.

Government Response: The customer POC information is located within the schedule of the SF1449 under the respective line item locations, in which they can be contacted directly to schedule any site visits.

8. Please confirm the argon tank sizes for subject RFP, specifically, for Anniston Army Depot.

Government Response: Bldg. 128 tank capacity size is 43,024 lbs. and Bldg. 133 tank capacity size is 20,930 lbs.

9. Please confirm the gas application at Anniston Depot, AL and if there is more than one application.

Government Response: The requirements are for argon only, specified in the solicitation.

10. Does DLA intend to open negotiations on this solicitation?

Government Response: DLA Energy intends to open negotiations for this solicitation if it is deemed necessary.

11. In regards to the Anniston tank sizes, the RFP information is different from the SOO information.

Government Response: The Anniston tank sizes have been corrected on the SOO and now match the RFP information. The revised SOO is also attached.

12. Twnica Jones at Anniston Depot, AL stated that there is a 2,000 gallon argon tank at Bldg. 133 and a 900 gallon argon tank at Bldg. 128, and that there is no tank at Bldg. 147. Is there also a 6,000 gallon tank?

CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:

CONTINUED ON NEXT PAGE

PAGE 3 OF 4 PAGES

Government Response: There is no 6,000 gallon tank for argon at Anniston.

13. From reading the Statement of Objectives, it appears all the required tanks are government owned. Is that correct?

Are they currently in place and being filled?

Government Response: Yes, all of the required tanks are government owned. All of the tanks are currently in place and being filled.

14. The capacities listed on the Statement of Objectives are listed in a numeric value, what is the unit of measure?

Please confirm the size/capacity of each tank with the appropriate unit of measure.

Government Response: The tank capacity sizes indicated on the solicitation schedule and SOOs are converted to pounds (lbs) as the unit of measure.

15. You have listed installation fees for all locations except Anniston Depot, AL. Please explain the reasoning there, assuming they are government owned as stated, why would there be an installation cost associated?

Government Response: The Installation and Removal line items are strictly for the Telemetry on the tanks, and not for installation and removal of actual tanks.

16. Are we able to examine the site/location of tanks? Ideally, we identify any potential issues associated with access and or pad specifics. Not to mention we would be able to identify the exact size and location of each vessel.

Government Response: Similar to the answer for Question #7, the customer POC information is located within the schedule of the SF1449 under the respective line item locations, in which they can be contacted directly to schedule any site visits.

17. Please explain the fill line restricting orifice. We are not familiar with that terminology.

Government Response: The fill line restricting orifice line item is to be installed by the vendor as it has been determined that it is industry standard to protect the tank when it is filled.
