SP0600-15-0013 ABO, LN2, & LOX for Western CONUS Locations

STATEMENT OF OBJECTIVES

22 Apr 15

1. DESCRIPTION OF REQUIREMENT: Defense Logistics Agency Energy (DLA Energy), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires delivery of Aviator’s Breathing Oxygen (ABO), Liquid Oxygen (LOX), and/or Liquid Nitrogen (LN2) to various locations.

The Contractor shall provide all materials, supplies, product, management, tools, equipment, transportation and labor necessary to deliver product f.o.b. destination into Government-owned and/or Contractor-provided tanks.

2. PRODUCT SPECIFICATIONS:

2.1. ABO (NSN 6830-00-808-9531) shall meet the requirements of Type II of specification MIL-PRF-27210J, dated 7 Aug 2013.

2.1.1. MIL-PRF-27210J, paragraph 4.2.1: Preproduction samples are not required if the Contractor’s fill point is already supplying one or more DoD locations with ABO in accordance with all the requirements of MIL-PRF-27210J, including the requirement for submitting periodic samples to a Government approved laboratory listed below in paragraph 2.1.5 “ABO Sample Submission Table”.

2.1.2. MIL-PRF-27210J, paragraph 4.2.2: Preproduction samples (if required) and all periodic sample submissions shall be submitted at the Contractor’s expense to a laboratory listed below in paragraph 2.1.5, “ABO Sample Submission Table”.

Contractor’s submitting samples shall attach/include a properly prepared DD Form 1222, Request for and Results of Test, with each sample clearly marking them as either a Preproduction and/or a Periodic Sample. The submitting Contractor shall also arrange return shipment of the sample containers from the assigned Government laboratory.

2.1.3. MIL-PRF-27210J, paragraph 4.3.1.2: A representative sample of Type II may also be obtained by withdrawing a sample from the sampling port on the shipping container directly into the analytical instrument(s).

2.1.4. The entire contents of a Type II ABO shipping conveyance offered for acceptance by the Government should be produced from a facility that meets all of the requirements of this Statement of Objectives. If the shipping conveyance contains any liquid product that was not produced from an approved facility (such as a product heel from a different fill point), a representative sample shall be drawn from the conveyance (after filling) and tested to determine compliance with the requirements of this Statement of Objectives and Table 1 of MIL-PRF-27210J.

2.1.5. ABO Sample Submission Table.

2.2 LN2 (NSN 6830-00-285-4769) shall meet the requirements of Type II, Grade B, Commercial Item Description A-A 59503C dated 3 Mar 2011, Nitrogen, Technical.

2.3 LOX (NSN 9135-00-965-2527) shall meet the requirements of Type II, Grade A, of specification MIL-PRF-25508H, dated 27 Oct 2011.

2.4 LN2 (NSN 9135-00-965-2526) shall meet the requirements of Type II, Grade B, of specification MIL-PRF-27401G, dated 7 Aug 2013.

2.5 In addition to the reports required elsewhere within this contract, one copy of a Certificate of Analysis for each sample required by the specification shall be submitted as an attachment to the applicable Invoice, Receipt, Acceptance, and Property Transfer (iRAPT) Combo document or documented on the iRAPT Statement of Quality tab.

3. PRODUCT ORDERING: The DLA Energy Contracting Officer shall issue Blanket Delivery Orders (DD Form 1155) for obligation of funds for shipments to be scheduled during that specific timeframe by the Delivery Scheduler. The individual shipments requested by the Delivery Scheduler will designate the specific quantity to be delivered at the customer location specified in the contract.

4. TANK OVER-PRESSURE PROTECTION: If it is determined during supplier site visits or upon review of tank technical information that additional tank over-pressure

SP0600-15-0013 ABO, LN2, & LOX for Western protection is required for Government-owned tanks to comply with CGA P-59, Prevention of Over-Pressure During Filling of Cryogenic Vessels, the Contractor shall provide and install the additional tank protection which may encompass any of the methods identified in the P-59. NOTE: Over-protection devices shall not be installed on Government-owned storage tanks without prior coordination with DLA Energy-FEM and the activity that physically possesses the tank(s).

5. INSTALLATION, MAINTENANCE AND REMOVAL OF CONTRACTOR-PROVIDED

TANKS AND EQUIPMENT: At locations where contractor provided tanks are required, the Contractor shall install their Contractor-provided tanks/equipment on existing cement pads, within the existing system footprints, no later than 30 calendar days from start of contract performance. The Contractor shall also perform all inspections and maintenance of Contractor-provided tanks/equipment to assure system provides safe and uninterrupted support. Contractor-provided tanks/equipment shall be removed by the Contractor within 30 calendar days after contract termination or as directed by the on-site Government personnel or the DLA Energy Contracting Officer. The Contractor provided cryogenic tank(s) shall be capable of building pressure internally, thus providing the user the capability to issue product to customer-owned carts and tanks at the delivery location. Each Contractor-provided tank shall be equipped with pressure and quantity gauges and a steel mesh hose (120 inches long, 1 inch ID, 3.875 inches OD, that meets or exceeds MIL-PRF-83772 requirements. One end of the hose shall connect to the tank and the other end shall be equipped with a cryogenic service coupler capable of connecting to and filling customer-owned carts and tanks. On initial delivery and installation of the tank(s), the Contractor is responsible for determining and providing appropriate sized hose end couplers or adapters capable of facilitating attachment to customer cart and tank connections. Contractor provided hoses shall be equipped with a dust-cover cap to prevent exposure to dust/dirt contamination. Contractor tanks shall also come equipped with a vacuum monitoring system, e.g., thermocouple and hand-held battery operated vacuum gauge, or equivalent that will provide operating personnel with a means to check the efficiency of the tank’s vacuum. Contractor tanks shall be fully capable of taking liquid product resupply deliveries from the Contractor. The Contractor shall provide a contact number for emergency repairs of Contractor-provided tankage and shall have this number placarded in an easily visible location on the tank.

Contractor shall respond to calls for repairs of Contractor-provided tanks within 24 hours of receiving call. The Contractor shall also provide tank operating instructions for each Contractor tank provided. All Contractor-provided tank placards, labels and operating instructions shall be provided in English. The Contractor is responsible for maintaining the Contractor-provided tank in accordance with industry standards and for providing initial and periodic training for on-site personnel on the proper procedures to enable them to take deliveries into tanks and fill customer-owned carts and tanks. Tank operation training shall be provided when the Contractor-provided tank is initially installed and then periodically when the customer location requests training (for example: when new personnel are assigned). Contractor-provided tanks may be chilled through initial deliveries, but initial deliveries into Contractor-provided tanks shall not qualify as a “Hot Fill” service. The Contractor will coordinate with the current supplier to effect removal of current equipment and installation of new equipment or to change out the existing system or tanks to eliminate any delay in supply of product.

6. TANK PURGE: The DoD tank user will periodically sample the ABO in Contractor-provided tanks to determine that the product quality meets customer use limits. In the event the ABO does not meet customer use limits, the Contractor shall remove the tank from service and drain the ABO from the tank until empty. Once empty, the Contractor shall purge the tank, using either a liquid or gaseous method, in accordance with tank technical/operations manuals. Following the purging process, the Contractor shall refill the tank with specification ABO and return the tank to service.

7. INSPECTION AND ACCEPTANCE: Inspection for quality shall be performed at origin. Quantity determination and acceptance shall be at destination.

8. HOT FILLS: Occasionally, the Contractor may be required to perform a “Hot Fill” in order to cool-down and conduct an initial fill of a new tank or to refill a tank that has gone empty and is warm.

9. Location Specific Requirements: Requirements specific to a certain location on the schedule are included in the addendums that follow.

Beale AFB, CA

A.1 Products Required: ABO (NSN 6830-00-808-9531) per para 2.1.

A.2 PRODUCT DELIVERY:

(i). For routine deliveries, product shall be delivered within 7 calendar days after receipt of an order from the Delivery Scheduler. For emergency deliveries, product shall be delivered within 2 calendar days after receipt of an order from the Delivery Scheduler.

(ii). Deliveries shall be made from 0700-1600 hours, Monday-Friday, excluding federal holidays.

Contractor delivery personnel must have a valid driver’s license, vehicle registration, and proof of automobile insurance.

D.5 SECURITY REQUIREMENTS: For ABO deliveries, contractor delivery personnel shall contact the FSC when arriving on base to deliver product. An escort is required to get to the CRYO Storage (Bldg 1718) area which is on the flight-line. For LOX deliveries, contractor drivers must be U.S. Citizen or Permanent Resident. Upon arrival at the guard house, the contractor driver will be required to obtain security badge from Security Office prior to delivering product to Shipping/Receiving and/or Fuel Storage Location.

G.5. SECURITY REQUIREMENTS: Contractor personnel may apply for local passes subject to federal, DoD, DON and CNIC policy and procedures for minimum screening.

The local passes can be issued at the installation Pass and Identification Office, or the installation commercial Vehicle Inspection Station (CVIS). A vendor/contractor list must be submitted for personnel requiring access to the installation via the day pass system.

The list shall include vendor/contractor business names as well as individual employee names. The list shall be generated from the tenant activity’s designated sponsor and submitted to the NAS Lemoore Force Protection/Physical Security division for dissemination to the installation Pass and Identification Office and CVIS.

Vendor/contractor personnel requesting a one day pass who are not on the approved list will not be granted access unless the approved tenant activity sponsor reports to Pass and Identification or CVIS and adds the individual to the access list.

In order to gain entry on the base, you must have a DBID’s ID issued by Vandenberg AFB or escorted by the Operations Manager. Contractors must also have a valid Class “A” state driver’s license and Bill of Lading.

AA.1 Products Required: ABO (NSN 6830-00-808-9531) per para 2.1 and LN2 (NSN 6830-00-285-4769) per para 2.2.

AA.2 PRODUCT DELIVERY:

(i). Routine product deliveries shall be made within 7 calendar days after receipt of an order from the Delivery Scheduler. For emergency deliveries, product shall be delivered within 1 calendar day after receipt of an order from the Delivery Scheduler.
