STATEMENT OF OBJECTIVES PR 14-0021

GASEOUS ARGON CYLINDERS FOR EUROPE

1.0 DESCRIPTION OF REQUIREMENT: Defense Logistics Agency (DLA Energy), as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires the manufacture and delivery of 30 new high pressure 6,000 psig gaseous argon cylinders with 578 scf capacity that are European Union (EU) certified on an f.o.b. origin basis to support DOD customer requirements in Europe. An additional 30 new high pressure 6,000 psig gaseous argon cylinders may be purchased as deemed necessary. The Contractor shall provide all materials, supplies, management, tools, equipment, and labor necessary to manufacture, install, assemble, and leak test the cylinders and cylinder connections. Cylinders shall be ready to be filled with high pressure gaseous argon as specified herein.

2.0 CYLINDER SPECIFICATION REQUIREMENTS:

2.1 Gaseous Argon Cylinders: The gaseous argon cylinders shall be in accordance with Application of the European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR) regulations for EU requirements, shall meet all applicable Compressed Gas Association (CGA), Department of Transportation (DOT), Code of Federal Regulations (CFR) 49, and Military Standards, and shall meet the most current edition of International Organization for Standardization (ISO) 9809-1, ISO 9809-2, and the CGA C-11 inspection requirements. The Government will only accept new containers. Once constructed, each gaseous argon cylinder will be charged with a gaseous nitrogen blanket at a pressure not to exceed 29.0 psig.

2.2 Valve Requirements: The Contractor shall install Sherwood GV series or equivalent standard brass valves on all new gaseous argon cylinders. All cylinders must have valve protective caps and collars that shall be securely attached to the cylinders in a manner to protect the valves from damage during transport and delivery to the purchaser’s receiving area. Each valve shall have an approved outlet connection as defined in CGA V-1. In accordance with CGA S-1.1, each valve shall be assembled with an appropriate pressure relief device for the gas application and the designated cylinder and its service pressure.

2.3 Inspection: The Contractor’s certifying inspector is responsible for performing cylinder testing and inspections on manufactured cylinders per CFR 49 Parts 100 through 180, ISO 9809-1, ISO 9809-2, and CGA C-11. The selected vendor shall be a certified DOT facility capable of performing any test/inspections of the cylinders. Inspection and acceptance of the empty cylinders shall be accomplished by an authorized Government Representative at Origin. Cylinders may be certified by hydrostatic testing or ultrasonic examination by DOT special permit. The Contractor shall provide a copy of the special permit to the CO if ultrasonic examination is used.

2.4 Marking and Labeling Requirements: Each new compressed gas cylinder shall be marked and labeled in accordance with DOT, CFR 49, United Nations (UN), and ADR regulations for EU requirements. Contractor shall emboss, stamp, or etch into the shoulder of each cylinder the following: Pi Mark, USA, US GOVT. Contractor shall emboss, stamp or etch on the neck ring of each cylinder the government agency symbol denoting Government ownership as follows: DLA Energy. In accordance with CGA V-9, all valves shall be marked with the appropriate nomenclature to indicate the valve’s intended gas service. The Contractor shall emboss, stamp or etch the cylinders with the serial number using the sequence DLAE-0001 through DLAE-0030 for the initial 30 cylinder production run.

If the Government opts to place a second order for 30 additional cylinders, the serial number sequence would resume at DLAE-0031 through DLAE-0060.

2.5 Paint Maintenance: All cylinders shall be primed and painted entirely to include the cap, shoulder, entire body and bottom of cylinders IAW MIL-STD-1411, “INSPECTION AND MAINTENANCE OF COMPRESSED GAS CYLINDERS,” dated 8 Jun 2010. For all Argon cylinders: The individual cylinders shall be painted: GRAY, GLOSS: FED-STD-595B/16187 dated 1 Jan 1984 as the primary cylinder color. The Contractor shall color code the cylinders in conformance with MIL-STD-101, “COLOR CODE FOR PIPELINES AND FOR COMPRESSED GAS CYLINDERS,” dated 3 Dec 1970. The paint used shall meet the requirements of Master Painters Institute (MPI) #9. Finish coats must meet MPI reference 9 and primers in accordance with CGA TB-17.

3.0 TRANSPORTATION OF CYLINDERS:

3.1 Transportation: Cylinders shall be palletized and load configuration data (loaded pallet weight/dimensions/quantity) provided to the DLA Transportation Specialist. DLA will provide a ship to address and the contractor shall prepare and securely affix a shipping label on each side of a palletized load. A Government provided carrier as directed by a Commercial Bill of Lading (CBL) issued by DLA Energy shall accomplish transportation of accepted cylinders. Contractor shall load the palletized cylinders into carrier’s trailer. The Contractor shall scan and email to cylinder.return@dla.mil the cylinder serial numbers and a carrier signed copy of the CBL to DLA Energy within 24 hours of cylinder pick-up or FAX a copy of the CBL to 210-925-8048.

4.0 DOCUMENTATION:

4.1 The Contractor shall record cylinder serial numbers for each cylinder shipped on the shipping documents.

4.2 The Contractor shall provide DLA Energy with a complete list of each cylinder serial number, the Month and Year each cylinder was hydrostatically tested or ultrasonic examination was done for each lot delivered.

4.3 The documentation shall be submitted by electronic means in a Microsoft Excel file format. All copies of the documentation shall be sent to DLA Energy by email in Microsoft Excel format to cylinder.return@dla.mil.
