Cathodic Protection Inspection Services - VAFB
STATEMENT OF OBJECTIVES
3 Apr 13
1. DESCRIPTION OF REQUIREMENT: The Defense Logistics Agency (DLA) Aerospace Energy Business Unit, as the Department of Defense (DoD) Integrated Materiel Manager (IMM) for Aerospace Energy products and related services, requires an inspection/survey of the cathodic protection system on the Gaseous Nitrogen (GN2) pipeline at Vandenberg AFB (VAFB), CA semi-annually IAW current commercial practice, as described in NACE standard RP0169-2007 and UFC 3-570-06 (Unified Facilities Criteria – Operation and Maintenance: Cathodic Protection Systems). The Contractor shall provide all production, raw materials, supplies, management, tools, transportation and labor necessary to ensure that cathodic protection inspection/surveys are performed on existing GN2 pipeline supplying Space Launch Complex (SLC)-3, SLC-4E, SLC-4W, SLC-6 and other tasks specified below.
2. DESCRIPTION OF WORK:
a. The pipeline is approximately 7.6 miles long, seamless steel NPS 4 inch XXS, API 5L, grade X56; protected by a sacrificial anode cathodic protection system.
b. Semi-annual Cathodic Protection Inspection: Contractor shall inspect and test the cathodic protection systems within intervals of every 6 months from date of last completed survey to ensure proper operation in accordance with the guidelines presented in NACE Standard RP0169-2007 and UFC 3-570-06. During the semi-annual inspection the Contractor shall also inspect the electrical isolation fittings (EIF) at each SLC, at the main line block valve and at the lateral block valve to ensure proper isolation.
Contractor shall also verify that the zinc grounding cells at the EIF of each SLC has not been reconnected. It was determined that, when connected, the zinc grounding cells have a detrimental effect on the cathodic protection system, so it is important that these grounding cells remain disconnected.
c. Contractor shall prepare a Semi-annual Cathodic Protection Inspection/Survey Report in a commercial format, which consists of a comprehensive report with all data, a summary, recommendations and conclusions.
d. Reports shall be e-mailed or submitted to the Contracting Officer (CO) at DLA Energy-FEM and 30 CONS within 15 days after the survey/inspection as follows:

e. Contractor personnel performing the semi-annual cathodic protection survey/inspection shall be certified by NACE International Level I to meet federal and local certification requirements in cathodic protection services.
f. Maps and/or site plans: An initial utility map showing pipelines and locations of the anodes, rectifiers and cathodic protection test stations shall be provided to the Contractor by the VAFB Program Manager. Maps and/or site plans shall reflect current scheme of pipeline and test stations. Future changes to current configuration will be remapped by the Contractor and copies provided to VAFB.
g. If repairs/maintenance are needed as a result of the semi-annual cathodic protection survey/inspection, the Contractor shall prepare the Statement of Work (SOW) for the needed repairs to be incorporated in a competitive Request for Proposal (RFP). The Contractor shall provide the SOW as required to the DLA Energy-FEM CO within 30 days after the cathodic survey/inspection by e-mail or as follows:

3. SECURITY REQUIREMENTS: The Contractor shall comply with security requirements delineated on DD Form 254, Contract Security Classification Specification.
In performance of this contract, the Contractor shall comply with all federal, state, county and VAFB rules, regulations and management plans essential to performance on a Government installation. Directives and compliance are deemed essential for but not limited to environmental, security, fire, base and launch pad, safety, base access and transportation concerns. The 30 CONS will provide guidance to the Contractor for applicability and access to essential directives as may become necessary during the performance of this contract.
