Item Reference # Question Installation /DLA-E Reply 1 Appendix D, Personnel, indicates the resumes for
TS/TM and ATS/ATM must be submitted for review by DLA Energy within 30 days after contract award. There is no such statement about the Corporate Fuels Officer (CFO). Does a resume submittal 30 days after contract award apply to the CFO as well?
No resume is required for the CFO.
2 Please confirm that the subject of the solicitation SPE600-17-R-0520 in Lajes Field AB is exclusively the South Tank Farm and pipelines to the harbour currently operated by SAAGA.
Yes, is exclusively for the South Tank Farm and pipeline to the harbour currely operated by SAAGA.
We understand DLA's expectations towards staffing on US recognized holidays. Are your expectations any different for the Portuguese legal holidays?
As supported base functions are typically closed on US recognized holidays, Appendix AF includes recognized US holidays for offerors to account for typical customer downtime for fuels support and staffing planning considerations. As base functions are typically open on Portuguese legal holidays, it is the Contractor's responsibility to continue to provide required fuel services and to consider Portuguese legal holidays when calculating their personnel productive hours for staffing considerations if employing Portuguese local nationals."
During the site visit the COR stated "that transfers occurred a few times per month, while appendix AF states they occur about twice per week". Please clarify.
Two AF operational tanks were recently returned to service which have reduced the frequency of transfers from between twice per week to as low as once per month.
5 The above ground pipelines at Lajes were, due to the climate, covered with mold/mildew. It was mentioned that a contract for pipeline cleaning was forthcoming.
Normally we would expect pipeline cleaning to be a contractor responsibility, but David Butler indicated that this would not be the case at Lajes due to the large quantity of above ground pipelines. Please confirm that pipeline cleaning will be out of our scope.
Performing pipeline cleaning will be outside of the scope of the Contractor's maintenance tasks. However, IAW T.O.
37-1-1, para 3.13.e., Monthly Inspections, the operator will "Ensure corrosion is identified and corrected."
IAW DLA Energy Policy P-12, recurring maintenance "includes system maintenance beyond local base capabilities, but not limited to corrosion control and spot painting…" Thus the Contractor at Lajes should be identifying the problem to Base CE for resolution locally or via the DLA Energy SRM program and following up as required to ensure corrective action is taken.
