Responses to Questions for Solicitation SPE600-17-R-0401
Question 1: We have a question regarding the requested index pricing for item 10 (Keesler AFB) on the Attachment IV Schedule Pages. It is our experience that the delivering pipeline for this location would be Gulf South Pipeline, yet the IFERC index pricing listed is for SoNat LA. Can you please confirm that this is correct? If the delivering pipeline is indeed SoNat, can you please provide the name of the delivery point?
Answer: Concerning Keesler AFB, the Supply Index Price (SIP) is a component of the contract unit price and is used for pricing purposes only. It does not dictate transportation or indicate the delivery point.
For Keesler AFB, per the schedule page the SIP is SONAT LA and the delivery point is the LDC, Centerpoint Energy, FBO City Gate. For a definition of the SIP, please see clause B700 of the RFP.
Question 2: Line Item 0040 (Federal Law Enforcement Training Center) Did this location convert from interruptible transportation to firm transportation; if so, what is the effective date?
Answer: The solicitation requires firm delivery for this location. DLA Energy anticipates this location will switch to firm transportation prior to the start of the period of performance on 1 May 2017.
Question 3: (Vendor’s Name) has served behind Atlanta Gas Light Company (LDC) for over 9 years in the state of Georgia, and may bid on Line item 0007 Fort Benning, behind Liberty Gas (LDC); however, is (Vendor’s Name) eligible based on Section M, (a)(1)(i) of the solicitation - Page 54 of 55.
(Contractor’s Name) currently has no customers behind Liberty Gas, however, has operated as a supplier in the state of Georgia for over 9 years.
Answer: Clause M2.16(a)(1) lists standards for technical compliance. The 12 months of experience referred to in that paragraph must be within the state, not necessarily on the LDC serving the location offered upon. DLA Energy cannot determine eligibility prior to receipt of offers.
Question 4: Which documents do we use to submit our pricing? Is it Form 1449 only?
Answer: See section L of the RFP for instructions on offer submission. DLA Energy expects that offerors will submit pricing on attachment IV, Line Item Summary Sheet. Please note that Standard Form 1449 must be signed by the offeror in accordance with clause L705.
Question 5: Do you have a list of existing AGL account numbers so that we can get current DDDC factors & current usage?
Answer: DLA Energy cannot provide this information. The monthly usage shown on the schedule pages is DLA Energy’s best estimate of anticipated usage. In the case of line items 0039 and 0040, this estimate was arrived at by averaging the consumption history of the last 3 years.
Question 6: Once we offer a fixed price can that price be refreshed within 120 days?
Answer: Please see sections B700 and L705 regarding pricing structures associated with this solicitation.
If discussions are opened, offerors will be allowed to submit final price revisions. This may be done through a reverse auction platform (see DLAD note L09). DLA Energy highly recommends that offerors submit their best price with their initial offer.
Question 7: In reference to section C Item 3, “Monthly order quantities”, does this apply to the firm accounts on the Atlanta Gas Light distribution system?
Answer: The delivery option is indicated on the schedule page for each location. The installations listed under line item 0040 are identified as delivery option 2, Full Requirements/Pool.
Question 8: Regarding Deliver Option (3) Monthly Order Quantities, can the volumes provided in the schedule pages be changed from month to month?
Answer: Per clause C700(e)(3), each month the customer will order a quantity of natural gas based on anticipated usage. If an order is not placed, the order quantity defaults to that indicated on the schedule page. Usage on the schedule page is DLA energy’s best estimate of anticipated usage.
Question 9: As Transco Zn5 Dlv has been divided into Transco Zn5 North and Transco Zn5 South, will schedule pages be updated to specify which SIP or Overage/Shortage location you are referring?
Answer: Any change to the requirement will be issued via an amendment to the solicitation.
Question 10: For Line item 0011 (Federal Corrections Complex Butner), would the DLA consider an adjustment to change the SIP to Transco Zn5 South?
Answer: Any change to the requirement will be issued via an amendment to the solicitation.
Question 11: Line item 0012 (Fort Bragg): would the DLA consider an adjustment to change the SIP to Transco Zn5 South?
Answer: Any change to the requirement will be issued via an amendment to the solicitation.
Question 12: Line item 0012 (Fort Bragg): Regarding Note 1, can you provide addition detail on the housing subdivision?
12.1 Are the Fort Bragg volumes provided in the schedule page inclusive of volumes associated to the St. Mere Eglise?
Answer: No
12.2 How are the volumes related to St. Mere Eglise metered in order to be backed out?
Answer: The volumes are sub-metered to the Fort Bragg account and backed out by Piedmont Natural Gas on a monthly billing basis.
12.3 How will the “backed out” volumes be settled?
Answer: The contractor will not be required to deliver natural gas to accounts associated with St. Mere Eglise.
12.4 How are those volumes to be dealt with relative to the 10% swing?
Answer: The backed out volumes are not included in the 10% swing.
Question 13: Line item 0020 (Fort Campbell):
13.1 Related to Note #3: Are the volumes in the schedule page inclusive of the usage for those units becoming active?
Answer: No, the cogeneration units mentioned in note 3 are not included in the estimated usage. Additionally, plans to add cogeneration units have been put on hold. Note 3 will be deleted from the schedule page.
13.2 How will the volumes associated to those units becoming active be added to the contract?
Answer: See clause 252.216-7010. Requirements must be purchased from the successful offeror. Clause C700(f) may apply depending on the circumstances of adding the additional load. Additionally, plans to add cogeneration units have been put on hold. Note 3 will be deleted from the schedule page.
13.3 Is there a usage profile that can be provided for the expected cogens?
Answer: Plans to add cogeneration units have been put on hold. Note 3 will be deleted from the schedule page.
13.4 Will these units be coming on line all at once?
Answer: Plans to add cogeneration units have been put on hold. Note 3 will be deleted from the schedule page.
13.5 Can the DLA provide additional details on the Clarksville LDC and how Ft. Campbell is supplied?
Answer: DLA Energy cannot answer this question without further explanation.
13.6 Can the DLA provide detail on the balance provisions (eg. daily and monthly tolerances, cash outs or imbalance penalties, etc) of the Clarksville LDC?
Answer: The agreement currently in place balances daily, in accordance with the following:
Imbalance Quantity as a Percentage of Scheduled Quantity Charge per Mcf For the First 0%-10% $.15 For the next 10.01%-25.00% $.225 For the next 25.01%-50.00% $.30 For all imbalances over 50.00% $.45
13.7 Would the DLA be able to provide the Daily usage month by month for a 2-year period?
Answer: DLA Energy cannot provide this information at this time. The monthly usage shown on the schedule pages is DLA Energy’s best estimate of anticipated usage.
Question 14: Line item 0032/0033 (DOE Oakridge Operations (EETNG) & (TGP)): Would the DLA be able to provide the Daily usage month by month for a 2 year period?
Answer: DLA Energy cannot provide this information at this time. The monthly usage shown on the schedule pages is DLA Energy’s best estimate of anticipated usage.
Question 15: Regarding Line items 0019 (Joint Base Charleston – Weapons Station), 0032 and 0033 (DOE Oakridge Operations (EETNG) & (TGP)) can the DLA provide the current AMA in place?
Answer: No, an AMA, if necessary, would be arranged with the successful offeror upon award.
Question 16- 16.1- Is the RFP an "all or nothing"? Can we show a price on some locations?
Answer: No, the RFP is not “all or nothing.” See Note 3 on the SF1449 continuation page on page 3 of the RFP.
16.2-Are there burns anywhere on the RFP? Is there any historical consumption data on the RFP that you sent out?
Answer: We do not provide historical usage (burns) for any of the locations, however the estimated requirements shown by month in the schedule pages of attachment IV were projected in large part with historical consumption data. These quantities represent DLA Energy’s best estimate for projected usage.
