Responses to Questions for Solicitation SPE600-17-R-0401
Additional Questions to those posted 9 December 2016
Question 1: For line item 0023 (National Nuclear Security Administration Protection Office), we believe that the appropriate SIP location should be Inside FERC, Transwestern Permian, rather than El Paso Permian. The El Paso index is outdated.
Answer: DLA Energy does not intend on amending the solicitation to change the SIP for this line item at this time. This issue may be addressed during discussions if opened. Any change to the requirement will be issued via an amendment to the solicitation.
Question 2: For line items 0034 and 0035 (Sheppard & Dyess AFB), we believe that the appropriate SIP location should be Inside FERC, WAHA, which is the industry standard for these locations rather than Houston Ship Channel.
Answer: DLA Energy does not intend on amending the solicitation to change the SIP for this line item at this time. This issue may be addressed during discussions if opened. Any change to the requirement will be issued via an amendment to the solicitation.
Question 3: Is the DLA willing to provide daily historical usage for accounts over 100,000 DTH in annual usage? If daily historical usage is not available, would you provide a list of account numbers and a blanket LOA, so suppliers can request the data directly from the utility, if applicable?
Answer: DLA Energy does not have direct access to this information and is unable to provide that level of detail concerning usage for all installations with estimated usage over 100,000 Dth. In addition, DLA Energy does not have the authority to issue an LOA (letter of authority) providing access to the daily usage.
