C1.02 ASSIST DATABASE OF SPECIFICATIONS (DLA ENERGY DEC 2014)
Unless otherwise specified, current versions of defense or federal specifications and standards, military handbooks, commercial item descriptions, qualified product lists, and other related technical documents cited in this solicitation/contract can be accessed from the Department of Defense (DoD) Acquisition Streamlining and Standardization Information System (ASSIST) database at https://assist.dla.mil under ASSIST-Quick Search or http://quicksearch.dla.mil. ASSIST is the official source for all Defense Standardization Program documents and contains the most current information on documents prepared by DoD, as well as information on how to acquire referenced non-Government standards that have been adopted for DoD use. Those who register for an ASSIST account may establish profiles to receive automatic E-mail alerts when changes are planned or made to documents of interest by selecting criteria on the [Alert Portal Profile Maintenance] screens accessed from the [User Profile] menu. Users may also view or download a bi-monthly summary of changes to the ASSIST database under the [ASSIST Update] menu.

C16.08-13 TURBINE FUEL, AVIATION, THERMALLY STABLE (JPTS) (DLA ENERGY APR 2016)
(a) Product shall meet specification MIL-DTL-25524F, Turbine Fuel, Aviation, Thermally Stable (JPTS), dated September04, 2015.
(b) ADDITIVES. Line injection of additives (fuel system icing inhibitor (FSII) and corrosion inhibitor/lubricity improver (CI/LI)) from shipping tank to delivery conveyance or other Freight on Board (FOB) point is permitted under the following conditions:
(1) Additives must be proportionately injected throughout the entire loading process to ensure the additive is homogeneously blended into the jet fuel. The Contractor shall maintain records evidencing the homogeneous blending of all line-injected additives. Such methods may include meter or tank gauge readings or test results taken at intervals to provide confidence in the injection process.
(2) When FSII is required, additive concentration must be verified based on a representative shipment sample(s).
(3) Conformance to specification requirements at the custody transfer point is required; however, prior to shipment, a laboratory hand blend of jet fuel with all additives required by this contract shall be tested to verify compliance with the required specification.
(c) THERMAL STABILITY TESTING. Thermal stability testing is conducted in accordance with ASTM D3241 (Standard Test Method for Thermal Oxidation Stability of Aviation Turbine Fuels) procedures and testing conditions as defined in MIL- DTL-25524F. Heater tube deposit rating shall be measured by ASTM D3241 Annex A2 Interferometric Tube Rater (ITR) or Annex A3 Ellipsometric Tube Rater (ETR), when available. The maximum deposit rating average over an area of 2.5mm2 for both methods is 85nm.
When ITR or ETR are not available, the heater tube shall be rated using the Alcor Mark 8A or Alcor Mark 9 Tube Deposit Rater (TDR).
The tuberator and ASTM Color Standard typically used for visually rating heater tube deposits of other aviation fuels is not suitable for use for rating JPTS heater tubes.
(d) FIRST ARTICLE INSPECTION REQUIREMENTS. To be eligible to become a JPTS supplier, product first article inspection requirements must be satisfied as defined in MIL-DTL-25524F, paragraph 4.2, First Article Inspection.
(e) REPORTS. Refer to the MATERIAL INSPECTION AND RECEIVING REPORT contract provision for reporting requirements. In addition, the use of Wide Area Workflow (WAWF) Energy Receiving Report (RR) with a laboratory analysis report for each tank and product lifted is required to document Government contract quality assurance and compliance.
