Introductions
• GBAFAF: government owned—contractor operated
• 2001 acre facility: A-76 contract since October 1994
• All equipment, vehicles, parts, materials provided by the contractor…unless in Section III of PWS
• Contractor responsible for facility sustainment and
O&M of airfield
– Government identified repairs outside scope of contract will make repairs as funds become available
GBAFAF
• One of the largest tracts of withdrawn land for military use split between the USAF and USMC
• BMGR—East (USAF) 1,052,121 Acres
• Range primary use: air-to-ground employment
• Subdivided into 3 tactical ~ 4 numbered ranges
• Maintain road and target infrastructure on ranges
– Approximately 645 miles of roads
– 90 target groups

Fuels Facilities
• Primary emergency divert; routinely supports FOB operations
• Primary users: fighter type aircraft
– On average 18,000 sortie count annually
• Currently two assigned R11 refuelers from Luke AFB
– periodically rotated every 90 days for truck utilization unless maintenance dictates otherwise
– Memorandum Of Understanding established with 56 LRS/POL
– Fill rate 300 gpm
• Diesel M49 supports 10 BMGR geographically separated range sites and 15 on base sites (Org tanks)
– has 1200 gallon tank capacity with fill rate of 45 GPM. Unit takes average 30 minutes to fill.
Gila Bend Fuels Specifics
• Accounting and inventory paperwork is processed daily by Luke POL FSC.
– All flightline fuels ops are completed and FAS logged into FMD.
• Jet A resupply is coordinated (ordered/delivered) within 24 hours by Davis Monthan AFB Contracting/POL FSC.
– Jet A tank truck receipts take 45 minutes to unload into storage tanks
– Ground products resupply is coordinated by Luke AFB POL FSC
– MOGAS/DS@ tank truck receipts take 1 hour 45 minutes to drop into storage tanks
• Contractors sample/test fuel from inventory contained in both storage tanks and mobile refuelers.
– All samples are tested at Luke AFB POL Lab.
– Memorandum of Agreement (MOA) is complete and validated annually with 56 LRS/POL
