Amendment 0002

A. This amendment answers the following questions received to date in response to Solicitation

SPE600-16-R-0221:

1. Question: Clarify the daily price index methods that will be used for evaluations/awards. IE:

OPIS Daily Rack Average.

Answer: A list of the Base Reference Prices used for each line item is provided under Attachment B, “Base Reference Prices.” Offer prices will be evaluated using the reference prices included in Attachment B. However, if an offeror decides to propose a different basis for making economic price adjustments than those listed in Attachment B, the offer price would be evaluated in accordance with Solicitation Provision M-0001, M3.01 “Evaluation of Offers Where Uncommon Escalators Are Used (DLA Energy JAN 1998).”

2. Question: Please specify the page number, section of the solicitation where we can find more information referring to the pricing?

Answer: Pricing is addressed throughout the solicitation. We encourage offerors to read the entire solicitation to ascertain information on pricing as there are many areas that have the potential to impact pricing (e.g. taxes, base reference prices, etc.). For specific information on how pricing will be evaluated prior to award, refer to Section M of the solicitation, pages 74 through 78.

3. Question: Will payments be made by credit card or via WAWF? If by credit specify the locations that will pay by credit card.

Answer: No payments under any contract resulting from this solicitation will be made by a third party (i.e. credit card). Consequently, the solicitation is corrected to uncheck, and thereby not incorporate by reference, FAR 52.232-36, “Payment by Third Party (MAY 2014).” FAR 52.232-36 was previously incorporated by reference within FAR 52.212-5, “Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items (FEB 2016).”

4. Question: Which locations are utilizing the "Automatic Fill" requirement?

Answer: Attachment A, “Line Item Narratives Schedule B,” indicates within the special messages for each line item if that particular line item is using automatic fill. Currently, these line items include 0008, 0174, and 0199.

5. Question: Define the tank type TANK. Is this to be considered a stationary storage tank or HEMITT trucks?

Answer: DLA Energy is currently working with its requiring activities to gather additional information to clarify line item narratives where the entry of “tank” is found within Attachment A. It is anticipated that this information will be provided via a future solicitation amendment.

Amendment 0002

6. Question: What are the billable gallons by delivery mode? IE: Tank Truck/Trailer = Net and Tank Wagon = Gross Answer: Please refer to Solicitation Provision F-0002, F1.09-2, “Determination of Invoice Quantity (PC&S) (DLA Energy JAN 2012)” for information on how quantity is determined on tank truck, truck and trailer, and tank wagon deliveries.

7. Question: Clarify if DSS (Red Dyed Diesel) will escalate over a clear diesel index/price publication?

Answer: Yes, Red Dyed Diesel will adjust in accordance with non-dye prices.

8. Question: If I go through AMPS do I still have to submit a hard copy OSP Answer: Yes, in accordance with Solicitation SPE600-16-R-0221, top of page 3, the Offeror Submission Package (OSP) must be sent to Kari Archer via email at Kari.Archer@dla.mil by the proposal due date and time.

9. Question: Can I submit bid prices one at a time? For example.. can I submit one line item bid today... two bids tomorrow and three line item bids on Monday?

Answer: Yes, you may submit offer prices as many times as you’d like before the closing date and time of the solicitation.

10. Question: Will other vendors be able to see my bids?

Answer: No, only the U.S. Government will be able to see your offer prices in the Post, Camps & Stations Offer Entry Tool (PC&S OET).

11. Question: I want to place offers on items 0002, 0003 and 0004. On all 3 items I want to confirm the quantity and frequency of delivery.

Answer: Delivery frequency for these line items is not available at this time. It is possible that this information will be made available to vendors via a solicitation amendment prior to the solicitation closing date. The estimated quantity for these line items is stated for each line item within Attachment A, “Line Item Narratives - Schedule B.”

12. Question: Can you please tell me where I can find the following escalators:

LWESTCOASTPIPELINESEATTLEUNL

PLWESTCOASTPIPELNESEATTLEULSD

Can we use another escalator? Why was there a change?

Answer: The base reference prices for these escalators are provided in Attachment B, “Base Reference Prices.” However, in order to access these Platts escalators listed above, vendors need to have a subscription to Platts. Offerors are able to propose a different basis for making economic price adjustments other than those listed in Attachment B. Any such offers would be evaluated in accordance with Solicitation Provision M-0001, M3.01 “Evaluation of Offers Where Uncommon Escalators Are Used (DLA Energy JAN 1998).”

13. Question: I am inquiring about the recommended escalator PLWESTCOASTPIPELINESEATTLE. I am not familiar with this posting and was hoping

Amendment 0002 you could provide some information on where I might be able to locate this posting?

Answer: If the product is diesel it is in Platts Oilgram Price Report both, Excel and .pdf versions. The Platts symbol for that price series is AAUEX00. If the product is unleaded it is only in the .pdf version. The Platts symbol is AAXJE00. (If premium unleaded --

AAXJF00.)

14. Question: Will the daily contract prices for each location be posted somewhere for the vendors that have been awarded bids? Or will vendors need to get subscriptions to the Axxis, OPIS or Platts posting?

Answer: After contract award, prices will be posted on DLA Energy’s Prices to Web website at http://p2web.energy.dla.mil/.
