Memorandum for Record

October 30, 2015

SUBJECT: Termination of Hyundai Oilbank contracts SPE60015D0505 and SPE60016D0450; issuance of contract SPE60016D0459

Contract SPE60015D0505 was awarded to Hyundai Oilbank subsequent to solicitation SPE60015R0718, Supplemental #2 to Western Pacific (WestPac) Solicitation SP060014R0077.

SPE60015D0505 failed to replicate SAP SRM to ECC. This resulted in the contract not being available for ordering officers to place orders against and the supplier not being able to invoice. Because of the aforementioned problems and failure of troubleshooting efforts, SPE60015D0505 was terminated for the convenience of the Government.

Additional corrective efforts were taken to resolve technical problems, and SPE60016D0450 was issued to replace SPE60015D0505. The corrective actions that were taken were not successful in resolving the problems, and SPE60016D0450 was impacted by the same technical problems as SPE60015D0505.

Because of this, SPE60016D0450 was also terminated for the convenience of the Government.

As a result of inability to correct technical issues with the two aforementioned contracts, a replacement PR was requested from DFSP Management, and was provided. SPE60016D0459 was awarded against the replacement PR and successfully replicated through all EBS systems.
