A cetane number that is less than 38.0 will not be considered.

b. Metal Deactivator Additive (MDA)

1. The use of MDA shall be in accordance with the fuel specification, and the Contractor shall record on test certificates the amount and name of the deactivator added to the fuel. This information shall be provided to the Canadian Department of National Defence (DND) technical authority: Canadian Quality Engineering Test Establishment (QETE) 3-3. MDA additive shall not be used to pass the Jet Fuel Thermal Oxidation Testing (JFTOT) test per D5241 at point of manufacturer.

2. The barge and/or tanker used for the delivery of aviation turbine fuel shall comply with the requirements of Energy institute HM50 Guidelines for the cleaning of tanks and lines for marine tank vessels carrying petroleum and refines products. Heating Coils made for copper-containing alloys can reduce the thermal stability of aviation kerosene due to copper dissolving into the cargo from the alloy. Copper concentrations in aviation kerosene fuel above 10 parts per billion (ppb) starts to affect thermal stability and 50 ppb invariably results in failure to meet specified requirements. For this reason, aviation kerosene shall not be carried in ships fitted with heating coils from copper containing alloys. The contractor shall provide third party certification stating vessel(s) intended to carry Defense Logistics Agency-Energy (DLA-E) products do not contain copper or copper alloys that will make direct contact http://www.tpsgc-pwgsc.gc.ca/ongc-cgsb/cn-cu-eng.html with the fuel. A copy of the certification shall be made available to the DND technical authority (QETE), when requested.

c. Testing/Fuel Quality

1. The contractor shall perform all sampling IAW STANAG 3149. In addition to required samples IAW STANAG 3149, below are NWS specific requirements.

i. Each cargo compartment shall be sounded for water using water-finding paste on site prior to offloading.

ii. Type C representative sample shall be performed from each issue compartment on site prior to offloading.

iii. Prior to opening shore manifold, the vessel offloading hose shall be pressurized with fuel and a visual clear and bright sample shall be taken at the manifold to ensure hose is free of debris and contamination. This visual sample shall serve as the first (one liter sample) which will be introduced into the retain per paragraph “c., 6.”

(below) for each site.

2. Contractor shall employ a testing laboratory that complies with the following:

i. A third party laboratory accredited by the Standard Council of Canada (SCC) or other nationally or internationally recognized laboratory accrediting body to conduct the tests identified in the product specification(s) or

ii. A third party laboratory which is registered to International Organization for Standards (ISO) 9001 or 9002, has implemented a calibration system to ISO 10012-1, and participates regularly in a recognized proficiency testing program for the contracted product(s).

3. Test results on a certificate of analysis shall be provided to government representatives immediately upon request, to demonstrate that the blended fuel complies with the detailed requirements of the product specification. All additives to include mandatory additives shall be listed and reported.

4. Fuel shall be filtered through an API 1581 5th Edition or Standardization Agreement (STANAG) 3967 water/ particulate filtration system during loading process.

5. Certification of cleanliness for the intended vessel(s) must be given to the DND QAR on-site as evidence that the vessels are fit to carry the product specified. The QAR is not responsible to verify the accuracy of the statements in the certification. These statements are the responsibility of the Contractor. After the loading is complete, a record of all hatch and valve seal numbers will be made available to the QAR.

6. Take a 4 liter representative retain sample at the beach-head manifold for Type ‘B-2’ testing. The retained fuel shall be taken in 1 liter increments starting with the initial “clear and bright” visual per paragraph c.1.iii prior to manifold valve being opened. The final 1 liter sample shall be within the last five minutes of fuel stoppage. The sample shall be witnessed by the Contractor and the Canadian North Warning System (NWS) Operation and Maintenance Contractor (O&MC) representative. The Contractor shall utilize NSN 8115-21-909-1005 fuel sample containers (or US equivalent) for retains. The sample shall be properly sealed with a tamper proof security seal and signed by the respective witnesses. The NWS site location and date shall also be identified on the seal. The samples shall be stored at the Contractors expense until the next delivery. The retain sample shall be provided to the Government upon request. Disposal of retained fuel shall be at the expense of the Contractor.

7. The contractor shall provide in writing to the DND Quality Assurance Representative (QAR) their mitigation strategy to address product specification issues within 48 hours

d. Quality Control Plan (QCP) See attachment 1 (QCP)

e. Delivery Quantities and Schedules

1. Any deviation from this schedule must be coordinated with the Government or its designated representative before deviations are made. The Government reserves the right to modify delivery locations and/or quantities as needed.

2. Hall Beach (FOX-M) shall be the last point of delivery each year without exception; all fuel remaining on the barge and/or tanker shall be offloaded at (FOX-M).

3. All fuel is FOB Destination to the NWS sites as described on the delivery schedule included.
