Eglin AFB Pre-Proposal Conference & Site Visit Questions and Answers – Part 5

SPE600-12-R-0827

1. What are the NAICs codes and Small Business size standards that are associated with this procurement?

A: NAICS DESCRIPTION SIZE STANDARD

221122 Electric Distribution NTE 4 million megawatt hours

221310 Water Collection System $7,000,000.00

221230 Waste Water Collection System $7,000,000.00

2. If we are submitting a proposal for more than one utility system, how do we know which NAICs to use for the Small Business size standard requirement?

A: If your company is considered an "other than small" business for any NAICs to which you are including in your proposal, your company would not be considered a small business for that proposal. However, if you submit a proposal for only one system and you are considered a small business under those NAICs, your company would be considered a small business. Example:

Company A is a small business according to the size standards for Natural Gas, but is not considered a small business according to the Electric size standards. Company A submits a grouped proposal for both the Natural Gas and Electric systems. Company A would not be considered a small business. However, if Company A were to submit two proposals (a single utility Natural Gas proposal and a grouped Natural Gas/Electric proposal), Company A would be considered a small business for the single utility Natural Gas proposal, but not a small business for the grouped proposal.

3. If our proposal has a huge volume of Excel documents that can only be evaluated using the electronic version of the document, do we still have to print out all pages of the price proposal if they are not going to be able to be reviewed via hard copy?

A: Please note solicitation SPE600-12-R-0827, Section L.3.3, Submittal, states that "The original, hard copy submission will be considered as the official submission. In the event there are discrepancies between hard copy and electronic submissions, the hard copy submission will be used for evaluation of the offer."
