The following Attachments have been updated and attached to this amendment.
Attachment 2 - Active NSNs Attachment 7 - Section L: Instructions, Conditions, and Notices to Offerors or Respondents Attachment 11 - Section H: Special Contract Requirements
Surge Items:
Three NSNs have been identified as surge items by the Government. Surge is defined as accelerated production, maintenance, and repair of selected items, and the expansion of logistic support services to meet contingencies short of a declared national emergency utilizing existing facilities and equipment.
If a surge order is issued, the order shall state: “This is a surge order.”
Surge pricing should be stated below:
NSN: 6840-013649421 Test Strips, Glutara Monthly Wartime Rate (MWR): 96 each Year 1-5: $_________________
NSN: 6850-013321557 Chemical, Coating, Co Monthly Wartime Rate (MWR): 5 each Year 1-5: $_________________
NSN: 9150-016806409 Lubricating Oil, Air Monthly Wartime Rate (MWR): 2 each Year 1-5: $_________________
MWR = Monthly Wartime Rate beginning 30 days after receipt of surge order and every 30 days for 6 months.
You must justify any price difference between the surge pricing and the peacetime production pricing. In addition to the surge pricing, all offerors are required to submit a Capability Assessment Plan (CAP). The Capability Assessment Plan must be completed via the World Wide Web Industrial Capabilities Assessment Program (WICAP) hardware under the electronic Capability Assessment Program (eCAP). Website is below:
https://ibms.dape.dla.mil/WICAP/Account/Login?ReturnUrl=/WICAP
All offerors must submit the eCAP with their offer, along with a cost breakdown.
End of change.
